The Islands bavo coal beds , but they have never been worked. Wo should hold the Philippines as a coaling station and mine the coal , which I think will bo found In considerable quantities. "Coal was discovered on the Island of Mlncloro while I was stationed at Manila. Typhoons , you know , nre frequent In the Philippines. In the great typhoon of Sep tember 17 , 189G , the American trading ship Richard Parsons , from some Maine port , was wrecked off the southern const of Mln- doro. This Island is about 100 miles south of Manila. Six of the crew were lost. The other thirteen walked barefoot across the Island to the north shore , some fifty or sixty miles , to the nearest port. On the way they found a COR ! ledge. When the news reached Mnnlla the Europeans In town prepared to h nt up the coal and mine It , but the Span ish supreme court practically forbade the mining ot the coal by announcing an exorbi tant tax on every ton which should bu mined.
