Naturally , under cxt'tlng conditions , t-
tcntlon Is being attracted to the money
market. The presence here cf the secretary
of the treasury has suggested thu probib o
car.y Introduction of a loan on the market.
Although Uicre Is no probability of any
largo amount of 'money bcln'-c Immediately

tnry Is evidently Impressed with the dc-

trtodo as early as pcuwllile. Uetwren n-w
emd August IH usually a period of case In
the loan market. Three to four months
hence , howuver , money will bo wanted for
the Interior In largo amounts nnd Important
treasury negotiations coming concurrently
with that movement might caune a conflict
between the two currents of demand detri
mental to each. I-'or that reason the- banks

already discounted. Tlio banks are. putting

having some Influence upon the discount
irvarViCt nnd on tlmo loans ; but I sec no
reason to apprehend that such effect * iwlll
be at all serious In their bearing on the
EC n oral business cf the country. Within
tha lae > t ten 'weC < s the loans and disc unts
of the local banks have been reduced f07-

that this contraction cf credit has fallen
principally upon commeTclal borrowers , for
is a matter of fact a largo portion of the
liquidation haa arisen from the settlement of
various nyndlefitut eyperntlons to which the
banks had mndo very largo advances. 1
have reason to believe that the banks have.
mtlro contldrnce In the financial situation

The > absorption of money by the govern
ment In the Immediate future can only be
through a war loan , In some shape to bo
dealfimitcel hereafter by congress , and
money can be made tight only temporarily
In connection therewith , that is to say dur
ing the period required for drawing It In
nnd paying it over to the government do-
postorles. Tlio government's need of money
will be such as to cause It to be paid out
almost ns fast as rc.-elvfdi for PiipinU'M tor
the army nnd navy nnd for the payment of
salaries of officers and men. llcsldes , a
peed deal of the money already In the
treasury will also be disbursed , so that as a
matter of fact Instead of money being taken
out of circulation it will b Increased. Dur
ing the war government securities are likely
to bo materially Increased , but ratiroii' rr-
curltlcs will not be. There will be no time ,
however , that a government bond will go
below the basis of 3fc per cent Interest , In
my opinion , even In the event of a naval
reverse , which , though possible. Is not
likely , The use of money for business
purposes will be curtailed more or less dur
ing the war , ns no new enterprises will bo
entered Into. Duslness , therefore , for some-
little tlmo will be apt to settle-down to a
stereotyped condition conducted on con- $
eervatlvo lines. The dfonancl for money
will diminish Instead of increase for some
tlmo to come. It Is only when people under
take big schemes that moneyis In demand
In large blocks nnd not when people con
tract their operations. The war will be en
tirely an external one not Internal. It will
not stop railroads from running nor mills
from manufacturing. Our 75,000,000 of peo-
* pie will have to bo clothed nnd fed , and
thai alone Insures legitimate business deal
ings all over the country. Our cotton will
be exported , and so wn n jl . r
products that have a foreign market , In
neutral ships assigned over to neutral
owners , thereby securing the. property from
risk of seizure and confiscation by the
enemy.
( Moneyed Institutions would be unwise In
contracting tlmo loans ; as such a po'.icy
would tend to make money tight ; and that
might too easily be used ns an argument
Innngress . that there la not money enough ;
in which case the tendency would bo for
.congress . to legislate for an increase in
i greenback issues In place of a .bond issue.
Bhould this ba done it would be a very
eerlous matter. <
War with Spain should bo prosecuted
( with vigor to bring It to a speedy termina a
tion. For a nation like this to light a fceblo
cno like Spain will bring no credit unless at
it Is done quic Jy. ud the Uc "iim nt
whipped Franco In their last war. Within $
a woete the Germans were In Paris to de
mand an Indemnity nnd got it on their own 170
terms and in cash , too. It would bo worth
our while to fight such a nation as Franco
Iru place of a bankrupt nation like Spain ,
because an Indemnity would compensate , us ,
which It will be Impossible to obtain from
Bpaln under any circumstances ; so that the
only prospect of gaining glory w41l bo In
conquering Spain quickly.
There U no reason to be apprehensive of
_ , the Spanish fortifications attacking New
iTork City , as the fortifications for Us pro
tection are located twenty miles from the
city and are considered Impregnable. The
runs In use have a carrying power of ten
miles , which will keep the enemy thirty
miles from the city. No guns In use any
where will carry a distance of over ten to
twelve miles. New York City , therefore ,
Bhould bo considers ! perfectly secure from
attack. It Is a well known fact that a gun
placed on a solid foundation can throw u
projectile further than one on the deck of a
war vessel.
The stock market hereafter will fluctuate
according to the fortunes or misfortunes of
iwar. Disasters will put prlce.i down vlc-
to-les will advance thorn , "ml fluctu.i'lwi
will hereafter be Influenced by people's
spirits , which war news will affect from
time to time. Operators must keen a sharp 5.50 .
tye on the projectile pins.
The * e t way to bring the war to a ents
peedy ' termination is for us to take the 5.23

Continual Unlit In the Surplus ) In

NHW YOnK , May 1. The Financier
says : The bank statement for the wcclc
ending April 30 presents no features of In
terest beyond the continued gain shown
In the surplus re-serve , which now approxi
mates $ l4"pOOOCO. On Felmnry 23 the reserve -
servo of the Clearing House association
consisted of $30.0ICCOO locals nnd $119,156,000
specie , n total of $20j,2A > ,000. On April 3 > )
the cash holding1) were made up of $15S-
S02.SCO specie and KJQ,737,700 legals , or n
totul of I209,1.TOCOO. In a period of but little
over two months , therefore , the banks
have loU $13,339,0.0. ) lepil tenders nnd gained
ji9W,000 : gold. Thalr total cash holdings
uro JI.OOO.WO heavier than at the close of
February , but In the same time they have
decreased their loans $71,050,000 and their
deposits $70,711,000. This will give an Idea
of the general liquidation that has been
In progress for sixty days. The conversion
of sterling bills Into gold Imports accounts
In a large part for the loss in loans. The
decrease In deposits has been Influenced by
the demands of Interior lnstltutton. . The
losses In loans nnd deposits almost counter
balance , but the reserve accounts of the
ujnks have been reduced $17,000,000 , so that
with but $4,000,000 lets cash on hand than
reported sixty days nuo the surplus hold
ings are over $21,000OOJ greater. In other
words the excess reserve Is now $41,504,000.
Sixty days ORO It was $22,939,323. The Issues
of a government loan will largely reduce
this amount , but It will not neossarlly re
quire a further contraction of the several
Important Items of the banks. Up to the
present time New York Institutions have
been taking care of their customers , but
the amount of new business has been al
most nothing. Just the percentage of re
serve the interior banks are now carrying
Is not known , but that they are unusually
heavy admits of no doubt. THe. logical
trend , once the new bonds are Issued , will
be toward -an easier market for money.
This conclusion finds n basis In the fact
that the country Is recovering from Its
fear of possible consequences of war and
also In the tendency of the banks to take
out new circulation. The Increase In that
direction this month by New York banks
has been no less than $300,000. The high
rates for money have been the Induce
ments which have led to this Increase ,
il'rolwbly a fair psrcentnge of the new
bonds will be used by the binks for the
same purpose , but only in case rates re

There was nbout the usual num

pretty good condition for fellers , especial y
the market on hc s. It was n. dark and

late In getting < le.vn | to business , but for
all that practically Everything In the yards
was sold nnd in good season.

nro talking In a more hopeful tone of the
future of the trade In stock catt'c. They
say that money la gradually easing up a

seems to be in more of a buying mood. A
llttlo firmness is already noted In prices ,
and those. Ixho are following the course of

the coming week in both price * nml-demand.
Sand There were only about ninety "cars , of
hogs In the yards , as against 123 n werk ago
and eighty-three two weeks ago. The receipts
were something of a disappointment , as It was
anticipated that the Improvement In prices would
brine In a. flood of hog * today , and the name
thing was true at Chicago , where a much larger
run had been expected.
runT
Tha ; fact that receipts ! did not meet expecta
tlon ! ) constituted the clilrf ) feature of , Btrength , us
there wnn a very active demand. The buyers
nt this t point all seemed to have large" orders. In
addition to which there was a good shipping de
mand. As a result the trade opened up 2'Aa '
to Cc I higher and was active at the advance , A
largo proportion of tha arrivals noon changed
ImrL . 13.80 being the popular price.
Later on It became evident that there were
not enough hogs to nil all requirements , the
market gained In strength , and when the last
train pulled In the buyers were jumping after
the hOKs at prices that were 0J10c' higher than
yesterday's market.
The most of the hogs sold nt $3 80W3.90 , ns
against J2.7W3.SO yesterday. Everything was
sold and weighed up before the middle of the
forenoon , or very soon after the last train pulled
Into ( the yards.
The last week of the month proved to be
the high week BO far an hogs were concerned.
the commencement of the week the market
showed some weakness , but It advanced very
sharply on Tuesday , reacting' slightly on Wednes
day and Thursday , only to advance sharply again
the cloee of the week. The week closed
with the market about 12Vio higher than It wax
the opening of the week and a good 10e higher
than It was at the close of the previous week.
Since the opening of the month there has been
gain of about 20a In the market. The most
encouraging feature of the week's trade In hogs
wax the better demand on the part of local
packers. For a time , owing to the uncertainty
to the future of trade , consequent upon the
breaking out of war , every ono appeared to l > e
afraid to do business , preferring to nwnlt devel
opments. This week there has been less hesi
tancy and buyers have taken hold as If there
was an actual and urgent demand for the $
product. The arrivals of each day have met PI.
with ready sale at current prices , and It has
made apparently little difference whether the
receipts were large or small , buyers have had
for them oil.
SHEEP The week dated with six cars of Ugh
ttitro and lambs on sale. The demand was pror
good and everything folir-qulte readily at Just strc
about steady prices. As usual at the clore of 4.DO
