The city council met In special session yesterday to poai the March salary ordinance and open bids for the rcdccoratlon of the Interior of the city hall. In connection with the appropriation ordfcnanco a question was raised whether the Hftns for the salarlco of Chief of Detectives Cox and the other officers who wcro reinstated on the order of the district court should be allowed. The Board of Fire and Police Commissioners submitted thcao Items on & separate appropriation sheet with a etatcment of the facts and a tccommendatlon that they should not bo allowed until the controversy Is decided by the supreme court. Assistant City Attorney Scott advised the council that since the men had performed the frervlce the city would have to pay them anyway , regardless of the decision of the supreme court , and on the strength of this the salaries wore approved. In the came connection eccno of the mem- bom criticised the action of the city treas urer In Increasing the salaries of five of his employee. When the ordinance by which cacti department was allotted a cer tain sum quarterly was passed the ordi nances fixing the salaries of employes was repealed. This left the heads of depart ments at liberty to arrange the aalatlcs of their employes aa they saw fit , as long as their aggregate expenditures did not ex ceed the appropriation. City Treasurer Ed wards Increased the salaries of live of his men from | 3 to $15 a month apiece and unfortunately his expenditures exceeded bis allowance by $71. The matter was finally allowed to pass on an assurance from the finance committee that the treasurer would be required to make up ttio deficiency In the second quarter.
