Wheat started with nn nppearanco of
firmness that save wny almost Immediately

disposition shown at first to cover short

the bulls. Hut the rrnrket turned weak at
once. What little demand there was from
ithortn hud been soon satlslled , and as nu
other support of consequence materialized ,

the large world's wheat shipments , which

weakness vvns the largo addition to the
contract stocks. Uesldes the 27 cars re

hcro was a rally to S2c under covering
by scalpers , but prices sagged ngaln In
nhort tlmo to 82c , and held around that
llgurc until about * 11 o'clock. Then the
jnarket began to Improve. A decrease In

STOCKS AND I1O.VDS. '
Hcpurt on the Maine Prorfuce * a. Ilc-
liound In I'rlces.
NDW YORK. March ! S The familiar spec-
taole waa presento-d In the Stock exchange today
> f a. violent reictlon on the culmination of an
ivent which has been long anticipated and dis
counted. The facts were that tha findings ol
Malna board of Inquiry were presented tc
: ongre s and were proved to bo exactly as pre
dicted. Thta Is to say , the Maine Is found tc
: v \o been blown up by a submarine mine. Bvei
ilncn the morning after thn explosion the stock
market has been depressed by the constant drea < !
: hat this report would be formulated by constl-
utod olllctals of the 'United ' States . The apccu-
jatlvo public assumed that euch an allegation
would necessitate a rupture between the Unltei'
States and Spain and the consequent damage tc
oil values of securities which It was attempted tc
measure by n constant decline In prices , since
no date of lib explosion almost to the preienl
time. Yet the actual publication today of tht
cport resulted In n rebound In prices , which , al
.ho high point of the day , had wiped out a , large
iroportlon of the losses which have occurred
-Ince the explosion In Havana harbor. This
was brought about by the movement of tUj beat
trader * to take their profits. Having been In
dustriously selling stocks for weeks tn anticipa
tion of the harm to values to be done by the
Malna report , they were warned by tha hn-
nlnencc of the actual publication tint the lawesl
> rlces to be looked for on that account- had beer
cached , and they therefore set about to btrj
docks to nil their contrails. Tr progress of the
icttlement quickly developed that the short Inter
st was large and wleldy beyond all expectation
Besides this they had to meet the skillful and
well organized efforts of a powerful bull com'
blnatlon , which quickly possessed Itself of ei
much as possible of the floating supply of stock !
In the market at the low level. When the Bhorti
began to bid. therefore , they found bull opera
tors In full competition vvltK them , bidding ill
prices. The result was a scramble by the rtiorts
which reached the proportions of a bear panli
during the day and Bent prices sk > vvnrd. The
bulls resorted to the usual devices to assist thcli
campaign for squeezing the shorts. The "news'
that was circulated In Wall street during th <
day was mucll of It ns f&ntastlc on the elde o
peaceful probabilities as was that on the side o
war used by the bears In their recent operation ;
for a decline. The apprehensions of the bear
were fed by a printed report from Woshlngtoi
that Spain had completely acceded to all Presl
dent McKlnley's requests , Including an nrmlatlc
between Culxv end Spain for elx months. Th
passing of the Spanish elections with their ns
suranca of legislative support to Premier Ba
Basta. nnd conservative course pursued by con
gresa toward the report on the Maine , gave som
assurance that President McKlnUy's well knowi
desire for a peaceful adjustment with Spall
might find a successful outcome. This gave cole
tn the reports which were made In speculation
and magnified the fears of the depresiw-d bears
Without this nnd the underljlng strength o
financial and business conditions the adroit ma
nlpulatlon of the bulls would hardly have prove ,
so great a success. Prices wereby no mean
