NEW YORK , Sept. 24. The reactionary spirit
resumed full sway today In the stock market
after n brief period of higher price * during the
morning , due to sympathy with Sugar , which
advanced nt one time to 2 points over last
night's close. Sugar's strength was due to the
belief that the Treasury department would de
cide tliat Holland was In effect paying nn ex
port bounty on Sugar and that the counter
vailing duty would therefore apply to Dutch re
fined sugars. The rise In Sugnr nnd some
strength manifested by Manhattan served lo
raise the general level of pilc-es to n fractional
extent , but proved Inadqiiale to sustain them
nnd the fall for the lenulndcr of the day was
practically continuous , though more rapll at
Home times than others. There wus nothing In
the nevs of the day to account for the decline ,
nil the reports of railroad earnings continuing
to show large Increases and advices of the
growth of business aeltlvlty being uniformly
encouraging from nil points. The outside public ,
however , hud apparently censed lo buy , and the
large bull operators were no longer willing to

them. Profit-taking was the order of the day.
