The military board has decided to hold company encampments Instead of a state encampment. The work of the Thnrs- tons at San Antonio and the work of the company preparatory thereto has been deemed EiiUlelent to excuse them from state service. Sergeant Tompse't and Private Scrambling have been visiting In Lincoln during the past week. Private Coy attended the recent reunion of the Grand Army of the Republic at Waterloo and reports having had a most cnjojablo time. Ileglnnlng next week , the Rifles will take up the new tactics which arc now used In the regular army. Also the hell bar musical diill , with which the regulars made such a favorable Impression at San Antonio. A blc > clo corps Is being agitated among the members of the company. About forty of the Rifles ride the silent steed. The promotion of Sergeant Forby to the rank of lieutenant has proven to bo a most excellent move , as he has shown himself to be a most efllcicnt ofllcer In every respect In compliance with the recent order Issued by Adjutant General Llarry pertaining to target practice , the Thurstons have beeu de voting considerable tlmo to shooting , and before the season closes some excellent scoics may be expected. By order of Captain Foyc , all members of the Thurston Rifles will assemble at old Fort Omaha this morning at 8:30 : o'clock for the purpose of drill. Any member falling to attend for reasons other than business and sickness will be severely dealt with by the company court of discipline . The assured fact that the next national Interstate dilll will take place In St. Paul Is glad tidings for the Thurston nlfles. Cap. tain Bean advanced the Idea to the citizens of St. Paul soon after his return from San Antonio. Ho has received hearty support on every side and the people of the city aic taking up the matter In a manner that practically assures the success of the ven ture. To the several companies who have promised to attend Captain Dean sajs : "There will be no 'catches' In the program Everything will bo carried out in a fair and square manner and the drilling will not be for the purpose of seeing which commander Is the best at guessing riddles , but which company Is the most elllclent. CHARGES THE GOVERNOR WITH UNFAIRNESS I.cil in Hello c ( tint lie A Van < o lie Ilc- tnlncil UN SiiiLrlnleiiilctit nnit I Til en Let Out Without I i Wnrnlnif. r , , | On September 1C , and after having served for nearly twenty years as superintendent of the Institute for the Deaf and Dumb , Prof. J. A. Olllcsplo leaves the Institution. That ho may bo set right before the people and that they may know why he leaves the Institute , 1'rof. Qlllcsplo has prepared the following statement for publication : OMAHA , Sept 1. To the Kdllor of The Hoc : In response to requests from repre sentatives of the press ns well us fiom many prominent citizens for u statement regard- lug matters personal to myself , In connec tion with the present condition of affairs at the Institute for the lcuf nnd Dumb , 1 now mnUo the following : I had not expected to be removed .Torn the portion of superintendent , though I knew of the pressure for place being made upon the executive. It wns my understanding with the gov ernor that 1 wns not to be molested In my Tsork ; and acting upon that theory I took no steps looking for any other appointment , but engaged my force of workers us usual. Then came the letter from his excellency , Governor llolcomb , which Is made a part of this statement. The report of the committee , out of which "a controversy of more or less macnltudc will grow" as Indicated by the public pres , makes the statement that In the nearly twenty years of my superlntendency the books show a dlserepency In accounts to the amount of about Jl.VOO. The expert stated that this was not considered a snort- ape , but ( i statement of accounts presented for settlement with the state. TUKN13D OVER ALL. HOOKS. When this committee arrived to besln business I turned over to them all my books and \oucheis and offered them every facility to make a thorough examination , knowing that I had nothing to fear from a fair and just scrutiny of my record. The gentlemen of the committee stated at the beginning of their work and fre quently during Us progress , that when they came to any Item that was not cntlicly clear they would call upon me. This they failed to do. The chairman stated frequently during the summer that when they weie through they would go all over the report , Item by Item with me , nnd would mnfce their report so fair that I would be entirely s.itlslled. I have called for n copy of this repoi t re peatedly since the findings were published , and It Is still withheld ; for what purpose the public must Judge. That errors In bookkeeping exist I have no doubt ; It would be strange If there were not. That many of the Items as published can be made clear Is true. There Is noth ing In any of the Items as published , as far as I am able to Judge , which , when properly adjusted can not be settled ami cably and without "controversy. " I ftm ready to take this report and miikp the nec essary corri-ctions and settle the dllference Until that time I ask the public to with hold any unfavotable judgment which might be formed from the , so far , one-sided publications It has been my policy duilng my entire eivlce to keep politics out of this Mihool , that my own time and that of mv employes might be devoted to the business of the school for which we were p.ild. To what extent I hn\e = ucceeded 1 ak the people of the state und the \\oild to Judge. 1 am not responsible for Injecting politics Into the management , and I am glad that I shall not be responsible for the results. J. A. GILUSPIE , Superintendent Institute for the Deaf and GOVnilNOR OFFERS RXCUSGS Prior to severing his connection with the Institute for the Deaf and Dumb , Prof. Gll- lesple received the following communication from Goveinor Holcomb , which Is self ex planatory. LINCOLN , Neb. , Aug. 2 : , Prof .T. A. Gll- lesple , Institute for the De.if , Omaha. Neb. : Dear Sir Yours of August 2. ! relative to the difference between join self nnd the com mittee appointed by the legislature to In vestigate the management of the Plate olllces and the various state Institutions Is at hand. I note that > ou think that you can check over the report from four to sK weeks after receMiig a copy of the In vestigating committee's report , which at the time of writing you had nor received. After mature consideration and obtaining as much Information as po = | ble regarding the matter , I icach the conclusion that n controversy of moie 01 le s mignllude will grow out of this investigation and that It may not be settled for ome time in the future. I am also of the opinion that the success and btst Inteiests of the 9 < heel will not be sub si\ed by n continuation of youi- self as superintendent , under these circum stances. 1 do not mean to be underutood as imply ing that your management has been of such a clmiacter as to show Intentional wrong to the state ; on the other hand , I am Inclined to itgard It ns the result of mis takes , and , perhaps , carelessness. The con troversy , however , exists , nnd will probably continue so for quite a while UiCIDCS ON A CHANOU In organising the school under the iaw pissed by the last legislature. I detl.j to have the woik begun undtr the mi st fa vorable clicumstances , and do not bel'eve this can be done under present conditions I have , theiefore , concluded to appoint Prof. H. INSPIRED nV PARTISANSHIP. I cannot but feel that a partisan demand for poco ! has Inspired this action on your part , rather than real solicitude for the wel fare of this Institution so long entrusted to my care , So far att my olllclal management of the affairs of thin Institute IB concerned , I am ready to meet any statement made by this committee , to reconcile and make ROOI ! any apparent discrepancies In accounts. I feel that my long and faithful servlca to the state , an superintendent of Its Institute for the Deaf and Dumb , will not be overlooked by the people , when they form judgment be tween us In this matter.
