In the council chamber lo discuss the con
dition ot the 8C\cr.il city funds. After about
two hours ( pent In discussing the deficit of
about $75.000 which promises to matorlnllro I

without taking any action other than to
direct each head of n department to submit
n report at the next regular meeting of the
council , which reports will lie considered

Mr i Wettllng stated that at the rate of ex

past eight mouths the principal funds would
bo exhausted within aery shoit time He
said that at this rate the general fund will
be short about $13,000 by the first of ne\t
year , the flro fund will bo rhort about $32000
and the police fund about $8,01)0 ) He called
attention lo the fact that the curb , guttering
and cleaning fund and the sewer maintain
ing fund are practically exhausted. Mi

President Illngham suggested that It woull
bo a good idea to heir from the heads of the
different departments as to what will be
needed to operate their departments and th n
the mayor and council would take some dcQ-
nltc action.
City Engineer Hcsewater vas first called
on. Councilman Stubt asking him regarding
the curb , guttering and cleaning fund. Mr
Rosewater called the attention of the council
man to the fact that 419.000 of the $23.000 In
this fund at the beginning of the year hid
been expended before the present administra
tion came Into power. He said the approachIng -
Ing fair would make It absolutely necessary
that the street/ ) should be cleaned for at least
a month longer. By using the road fund for
this purpose , as had been customary In the
east , he said the streets could ho cleaned
for another month by strict economy for about
$1.500. leaving a balance of about $1,500 In
this fund for repairing streets. Mr Uo
watcr dwelt especially on the necessity for
maintaining the sewers of the- city and he In
cidentally AUggreted fiuhmlttlng a proposltlor
at the November election for voting $75,00 (
in bonds for making1 necessary repairs In ol < :
sewers and for building new ones. He called
attention to several source1 ! from which he
said the city would probably receive aboul
$20,000 or $25000 , uhlcli would bo covered
Into the general fund.

and Police. Commissioners were present ami
Chief Redell of the fire department was called
on to state the necessities of his department
The chief said he could not quote any figure ;
as ho only kept track of the actual expendi
tures of the department and knew nothlm ,
about the expenses of the flre and police
board or bow the operating expenses of the
( Ire and police alarm telegraph were chargci
acalnst the fire department. Ho referred to
the fact that the exposition nhould be pro
tected In come way , as a flre In any of the
large buildings would cauao serious Iocs to
surrounding property , as well as Inside the
grounds. Chief Hedell stated that the , nen
charter had caused an Increafio In the pay
roll , as It did away with the graded systcn
of salaries then In force , the pay roll for las
month being $3,053. The actual expenses o
the flro department for 1835 , he e ld , were
$118,031 3G ; for 189G the expenditures wore
$100,902.83 He said Hi ore were a number o
repalm necessary to apparatus , but no money
was available to do It.
Mercer took the floor at the conclusion o
Chief Hedell's remarks and took the city en
glneer to task for elating that the expend !

Mr. Rosewater retorted that he had made
