Tlio annual report of City Treasurer Ed
wards Is completed , and It was transmitted
to the city council last night. It Is
the first complete report that has over
emanated from the treasurer's office.
It Includes a vast amount of statistical In
formation , the greater part of which has
never been available before. The report
chows the balance on hand at the begin
ning of the terra of every city treasurer
since 1873 and the amounts received and
disbursed on various accounts during each
term. This Is the first time that the ac
counts of the office have been brought to the
point whcro a definite line of demarkatlou
between the terms of the various treasurers
Is shown ,
The precise condition ot each general and
special fund Is also shown for the first tlmo
In the history of the city. There are about
3,000 of thcsa funds and the report shows
the exact receipts and disbursements on
account of each fund , together with the
taxes uncollccted and the warrants out
standing. There la also a very complete ab
stract of all bonds , a Htatcmcnt of the
valuations of Teal and personal property lor
every year since I860 , statements of the
uncollectcd regular and special taxes out
standing at the close of 1S9G , and a showIng -
Ing of the distribution of outstanding' taxes.
The statement showing the transactions of
the various city treasurers occupies a largo
amount of space. The following Is a re
capitulation that shows the aggregate
amounts received and disbursed during each

There Is urgent need for a thorough ex
amination and correction of the various sets
of depot tlmo cards Issued by the Omaha
railroads If the traveling public Is to bo
correctly Informed of the correct names nnd
arriving and departing times of trains In
and out of this city. The methods of the
compllsrs of depot time cards are past find
ing out and It Is small wonder that there
have been numerous complaints concerning
Irregularities In lliesg cards of late. An
occasional mistake causes no great comment
among railroaders , but when misinforma
tion becomes general there is bound lo bo
a protest.
Ono of the disputed questions at present
Is the time of the arrival of the Burling
ton's morning train from Chicago and St.
Louis. As announced In the depot tlmo
card printed by Tlio Reo the schedule time
for the arrival of the train Is 8 o'clock.
The time card printed by the Burlington
passenger department also agrees to thU
time. On the time card Issued by-tho pas
senger department of the Union Pacific ,
however , the arriving time of the Burlington
la stated at 7:40 : a. in. The depot attaches
have still another Idea of the arriving time
of this train. A prominent business man
of this city recently protested that The Bee
was printing the wrong time for this train
and said that ho had been told only a few
days ago by a depot attache that the Bur
lington train arrived at 8:20 : a. in. With
all this disagreement It Is scarcely possible
for the traveler to help being contused as
to the real time for the arrival of the train.
A few days ago General Manager Dickin
son of the Union Pacific had occasion to cor
rect The Bee. This paper had alluded to
Union Pacific train No.I. . duo hero at 10:20 :
a. in. , as "The Fast Mall. " General Manager
Dickinson states that train No. 2 , duo here
at 4:43 p. m. , is really "The Fast Mall" and
that the proper name for the train arriving
hero In the morning is "Tho Atlantic Ex
press. " This Idea Is evidently not shared by
the Union Pacific's passenger department , for
on the tlmo card Issued "with the compli
ments of the city ticket office , " train No. 2 is
called "The Overland Limited , " and No. 4
la called "Tho Fast Malt. " It Is a singular
coincidence that while- the tlmo cards put
out by the Union Pacific's passenger depart
ment are wrong In the denomination of the
Union Pacific's leading express trains , the
train cards put out by other roads name the
trains according to the oylnlon expressed by
General Manager Dickinson.

Mr. Babcock was bom In Michigan In 1S1S ,
and entered railway service In 1805 as

Freight association case makes It clear that
the Joint Tranic Freight association cannot
hope for n different decision In the case now
pending. Concerning the milt brought by
Untied States District Attorney McFarland ,
that gentleman , In commenting on It this
morning , said : "From a careful reading of
the opinion I cannot see how the lawyers
for the Joint Tranic nsjoclatlou can expect
a favorable decision. The latter association
has offended to a greater extent against the
Sherman law than did the \\osturn asso
ciation. "
It is understood that the railroad lawyers
at their meeting will devote less time lo
considering the coming supreme court fight
than to devising bnmo other method of
meeting the cmervency.
"Our plan Is to a.sk congress to pass the
special laws , HO that pooling may he con
tinued under the inllucnco nnd direction of
the Interstate Commerce commission. This ,
It Is argued , would enable the commission
to prevent discrimination and at the same
lliiio enable the railroads to avoid rate
cutting. Another plan to bo considered Is
that the association bo regulated an to
classification of freight. This , It Is argued ,
would not bo a restraint of trade and there
fore not a violation of the law. With
freight properly classified the railroad men
think they might be able to maintain rates
by verbal agreement with each other. "
"I have not the remotest Idea what the
meeting will accomplish , " said James C.
Carter. "There will bo a full and free dis
cussion , I do not doubt , but with what result
no man can say at llilf time. "
Lewis C. Ledyard wao more reticent. Ho
would say nothing for publication and In
timated that If bin Ideas nro carried out no
part of today's meeting will find Its way Into
the public press.
A prominent railroad lawyer , who repre
sents ono of the thirty-odd railroads in the
association , was seen shortly bcforo the tluio
