brief retrospective View of the Industrial and
commercial situation In Wyoming for the
year 1806 Is very encouraging , in every Im
portant branch of Industry In the state there
has been an Improvement of conditions and
the outlook for the year1 1S97 In mining , ag
riculture , stock raising , railroad building
and In general business Is very promising.
Nor Is this Improved condition merely ap
parent. Actual figures show It to bo real.
The annual report of the State Hoard of
Equalization , which will be Issued during
the coming scssloon of the legislature , will
show the valuations , as returned for aEaecu-

This Is a gain In assessed valuation of
J189.7BO over the year 1805 , and a gain of
$830,653 over the year 1894. The year 1KIG
shows a gain of $ .121,629 In tlio value of
railroad property In the state over 1895 ; a
gain of 1259,415 In the value of cattle , and a
gain of $554,478 In the value of sheep. The
only material loss In 1890 over 1S95 Is In the
value of horses , this being $510,290.
It can safely be said that 'the general
business of Wyoming Is on a sounder and
moro substantial basis than ever before In
the history of the state. The cattle busi
ness Is divided among the small ranchmen
of the state , and Is no longer conducted upon
capital borrowed at high rates of Interest
from eastern and European sources. The
Ehecp business Is In the bands of actual res ) ,
dents of the- state , nnd Is , In the main , con
ducted without speculation and with but
little borrowed capital. Mining and pros
pecting for precious metals are being pushed
vigorously In many portions of the state , and
the Investments nnd profits are mainly held
by Wyoming people.
The vote cast In the recent election was
nearly 4,000 larger than In any preceding
election , and Indicates that the population
of the state Is upwards of 90,000 , a gain of
nearly 30 per cent slnco 1890.
Under all thcso conditions. It Is not only
probable , but certain , that Wyoming Is about
entering upon a period of prosperity , built
upon such solid foundation that It Is certain
to bo permanent.

liopo that a larger number would enter. The
main herd did not winter In their usual

over a largo portion of the park. Altogether
there are not more than fifty buffalo left
In the park and It la a doubtful problem
whether thcss can be saved. The forces of
nature and tlio bands of man seem to be
against them nn'd their total extinction seems
but a question of a short time.

CATTLE The receipts of cattle were
much lighter than a week ago , but still
there was a fair run.
The market so far as fat cattle were
concerned was far trom satisfactory.
After the decline yesterday salesmen wore
hoping ror a stcaOy mfukot at least , but
their hopes were not realized. lleuorts
from all points were discouraging and at
the same tlmo the quality of the cattle
here was not such as to stimulate free
buying. The most of the cattle hero were
only half fat , and not a very good kind.
As a result the market was slow , and from
wink to lOc lower.
Cows and heifers were In very light
supply , only about eight loads being on
sale , nnd the market was llrm and active.
Everything wns cleaned up In good season.
Stoekcrs and feeders were also active
and fully steady In splto of the unfavorable
condition of the- market on fat cattle. Rep

City Attorney Montgomery Is to draft
an ordinance regulating the speed of rail
way trains through the city , the maximum
speed to be ten miles an hour. An ordinance-
was passed by the city council In 188S pro
hibiting the running of trains through the
city at a higher rate of speed than eight
miles an hour. Within the last month or
two this ordinance wns declared veld 'by the
state supreme court , hence the necessity for
passing another one. The supreme court
found that the old ordinance had been pub-
lUhed In the olllclal paper of the city only
once , when It should have been printed alx-
times , and for this reason the ordinance-
was knocked out.
