It cannot be denied that the man with cash assets or their equivalent has enjoyed nn ndvantdgo lu thn matter of taxation over the owner ot nearly every other species of property , and this In true , not only In Nebraska , bur In every other slate of the union. U Is not because our system of government has bo- coinn a rich man's government , nor because the los'Sslators In the different states have been corrupted on this question , hut results from the very nature of the commodity It self. Money Is a property which can easily be covered up nnd converted In various ways , niul evidences of debt can bo manipulated as a matter of bookkeeping or transfer , so as to raise questions of ownership and Jurisdic tion. Asldo from this the federal statutes exempt from luxation the federal Issue of local tenders us well as government bonds ; and there is withal no single commodity which Is so much In demand and oo neces sary for the development of our state as money. In connection with the general subject of revenue , I have given this question a good deal of study , particularly since 1 have como In contact with It nil one of the revenue of ficers of the county , and I do not expect to offer nn adequate solution for It. but rather to point out the different phases It nssunua from the standpoint of the legislator , who will have to deal with the practical ques tion of getting the tax Into the treasury from Ihe money or credit owner and nt the sanio tlmo so adjust the law that Nebraska will not bo at a disadvantage over her sis ter states In Inducing capital to come to us. SOMB DISCIU.MINATIONS. The lawa of every state In the union pro vide that the taxpayer , the resident taxpayer at least , Is as-sofjablo for his credit , which consists usually of moneys In hand or on deposit , annuities , royalties , bonds , notes and accounts receivable. In this tate It Is the law that the bona fhlo Indebtedness may bo deducted from the credit ? , but no deductions are allowed from the assessment of ar.y property except credits. To Illus trate : A. being a resldc-nt taxpayer , 1ms $2.nnO In money subject to a tax as a credit nnd Is owing $1.000 on a real estate mort gage or anything else. Ho may deduct this Indebtedness from his credits , anil pay taxes on the balance of his assessment. Hut If his assessment were entirely against real property , no matter what his Indebted ness , no deductions are allowed. Should Abe bo a non-resident and haVe no agent In Nr-brafka. although ho may have money loaned hero ho pays no taxes In tliU state Should It be proposed to tax an mortgages to the holder of the security , a now obsta cle arises from the fact that most of these Instruments require the borrower to pay the tax. and a law of that kind applied lo such Instruments would bo Invalid , as Im pairing the obligations of contracts. Superficially viewed It would teem that a man should be entitled to deduct his bona fldo debts from his total asso-ament. Hor- rowers generally fool that It Is burden enough to pay Inlercbt and submit to the Inconveniences of having their property en cumbered by a mortgage , without being obliged , as they virtually are. to pay the tax on the property of a non-resident. The apparent Justice of this view has Induced the pcoplo of California to provide In the constitution that the mortgaged portion of real e.-tato shall he exempted to the holder thereof and' listed at Itn value to the owner of the security , whether a res-Went or not. The effect of this has been Ihat Interrat rates liavo enhanced and the borrower In directly pays the tax , The state of Oregon embodied iho same principle Into a ctatute. but after an experience of len years repealed It. awl now permits no deduct Ions what-'ver on account of debts.
