Mr. Morgan of Alabama , who reported the
original resolution , spoke in favor of further
and more decisive action toward the reco-
nition of the Cubans as beliigorenta. Time

sincere patriotism , although It may umot be
otlmerwiso imperative , for the reason that
sucit a declaration is not a legisiativo act ,
and is not , therefore. required to be sent
to the president for Ills approval. Congress
can waive that question , and should not
raise it in a matter that does not necessarily -
rily raise time status of the comistitutlonal
division of powers of our govornmncnt ,
whether it ha lit a state of war or peace , but
