The condition of the county ) all has been
a hive Issue with the hoar. ) of Supervisors
for a member of years , livery grand jury
for several years has reported on the filthy
condition of limo building and every sheriff
and jailor has had a tale of woe from month
to monthr and has had a standing petition
for the general cleaning imp of time place.
It was decided at limo January session of
the hoard of Supervisors to have the jail
clcaneti and repaired throughout. The work
has been done , the bills paid and the people
are now able to knoww just how dirty the
place veal , it many surprise some people
to know that it required over 400 days' work
to clean the jail , just in labor alone , but
such Is evidently time case for time bills are
on file in the auditor's onice. One man
wound have been compelled to work a year
and a half to get the cleaning up done and
forty men would have found work with soap ,
scrub brushes and lye for over ten days ,
according to the bills that have boot rendered -
dered and paid ,

supposed , that about $300 would fir the
place up in apple nle order , but the bills
paid have now reached nearly $1,000 and , according -
cording to the last report of the grand jury ,
the prisoners still have bedfellows that cause
annoyance. In the light of the work that
has been done , according to the bills , it is a
source of sonic surprise , to sonic of the
men who are intereste1 , that tire jail was
used at all before tire recent hnprovemcnts
were ordere.t ,
The claims filed in the auditor's office
for work performed on the jail have all
been ok'd by Supervisor linker , shmo hind
charge of the work. They amount to

to prepare the old man for remavnl to the
hospital. IL ) called to him , ' but no anewor
was returned , and stepping up to ( hie bedside -
side , ho was greatly shocked to find he was
dead. It hind been an hour slnco anybody
hail seen hin.and he had died in the mcan-
thne.
Coroner Jennings was notified and had lime
body removed' to Estep'e undertaking rooms ,
An investigation will bo necessary to de-

nearly 70 years old. For a long time he line
been working at the butcher shop formerly

Between 4 anal 5 o'clock yesterday there
was a variation of the hall and rain storms
that had followed one another all afternoon -
noon and a miniature cyclone swept over
the city. There appeared to be a swiftly
moving current of air far above the
lops of the tallest buildings and the trees.
A wLlle fleecy scud was flying beneath the
storm clouds and the clouds were twisting
and writhing like great monsters in mortal
agony. The appearances were decidedly in
favor of the appearance of a genuine twirler ,
and thousands of people were watching the
clouds with some interest and anxiety. At
tile corner of Eighth street and Broadway
lire white scud wooed to drop n little
nearer to the earth , and for an instant a
while horse tall cloud swishiest downward
amid enveloped the top of the electric light
tower , 150 feet above time pavement. For an
instant the wires and the lamps at the sum-
malt gave forth a shrill staccato sole , the
frame of the tower trembled , and in another
instant the guy poste on the north and west
shot high in time air anJ the tower came
crashing down , It fell parallel with the
curbing , and in falling struck two telegraph -
graph poles and carried down more ( hnn

network of wires farmed a powerful cushion
and broke the force of the fall to a great
extent. Only the last fifty feet of the
structure reached the earth , The rest of
it remained suspended by the wires upon
w9dch it had fallen.
For a few moments after the accident there
was a lively scene , 1)azens of telephone and
telegraph wires had fallen across the motor
wires , and die street was filled with dang-
Ihhg end that were emitting spiteful hleees
and showers of sparks , it wan also about

the severe gust of whin that was moving

that red oak has after it has been in earth
for some time. The posts had beer in tire
ground about six years , arid were supposed
to be entirely safe. One of them , the northwest -
west one , did not give way until the elx-
strand guy wire had beene snapped like
thread.
It was ascertained lnst evening that tire
etorni had done corsiderable damage in
vartotte places In limo city. The Thirteenth
street sewer was badly injureei between
Fifteenth , Sixteenth and Seventeenth a'e-
nues. This wee the point where the sewer
tvac atratred and crecttenh two yeas ago.
For several blacks along there the street
is not up to grade , and lire sewer manholes -
holes rise above the surface like. chimneys.
The prearul'e of the sealer woe too great for
the strength of the brick work and the
light svcight of earth above it , and it gave
way In several places. Deluges of water
poured nut In the street.
A break was reported in the sewer on ,
Thlyd street and Fifteenth avenue , but the
extent of the dannrge was not ascertained
last night.
On'Illow avenue and Fourth street the
rusk of time water forced the cover off a
sOw cr manhole , but if any further damage
was done it vvas not discovered in the dark-
ness.

street. The water was running up to the

Judge Smith made an order yesterday in
eleven cases , brou imt by Joh t P , Allison of
Sioux City , receiver for the Western Hone
Insurance ctcmpany , against local aock-
holders in the company.
In answer to the suits the defendants alleged -
leged that the notes on which the suits wore
brought were accommodation notes , and that
value ha ] never been received for them. The
answers father denied the jurlsdlctlou of Mr.
Alliron , asserting that lie bath never been
properly appointed as receiver for the com-
pany. On the rnotlon of the plaintiff the
court struck out the paragraph of the answer -
swer questioning Mr. Allison's oppolntment
as receiver and ordering that the answer
in regard to the accommodation character
of tire notes be made snore specific.
