Two echoes cf the collapse of some of the
inflated additions of boom days were received
at the omce of the county recorder yesterday ,
one from Michigan and the other from Ohio.
Several years ego , when the real estate
craze was at its height , an enterprising fakir
secured control of a couple of hundred acres
of sand bar in the Missouri river , several
miles below Lake Manawa , and platted it
as Lafayette l'ark additionto Council Bluffs.

If. Oraland of Detroit wrote to ask the
recorder to know what the cost of fIling
deeds would be , and confided the informs-
thou that he possessed five lots in Lafayette
Park addition. The other letter canto from
\v. 11. fleets of Columbus , 0. Mr. Reefs has
apparently been an easy mark , and hn hot
yet discovered the extent to which lie has
been duped. Ho wrOte that he is the owner
of forty well located lots in the beautiful
Lafayette Park addition , and would be very
grateful if the recorder would give the name
of some man in Council Bluffs who would
like to loan money , with the hots as secur-
it ) ' . Recorder Shephert did not have the
heart to undeceive Mr. Reefs , and so left his
letter unanswered ,

work on the Indian creek cxcavatioi when
the time arrives for beginning work.
About half of the time of City Engineer
Testevin is now taken up answering inquiries
from men anxIous to get a chance to do
a few days work for the city. The work
will be commenced on Monday morning -
ing at 7 o'clock at the south line
of section 10 , near the river.
'Tim shovelers will then work up the creek
a distance of two and one-half miles.
The city engineer and Ida men have done
a prodigious amount of work within the last
few days. , The levels have been run and
the entire dishince from Nineteenth avenue
to the end of the proposcl excavation has
been cross-sectioned Into 2O.fodt sections.
Estimates of the amount of earthi 'to be removed -
moved have pot boon completed , but will be
before the work Is commenced.
Tlte plpn the engineer will follow is to
simply deepen and clear tii channel of the
creek from Nineteenth avenue. At this
point the present flow of time creek is 13.64
feet above the plane of reference , which In
the low water mark In the river. A die.
tanco of 14,000 feet from this point , which
is the limit of the excavation , the level is
6.92. When time channel is deepened this
will glvo a fall of 2.4 feet per mile. At
the mouth of time creek there is but little
excavation required only what may be expected -
pected to be done at the first good hard
spring rain' The greatest excavation will
be at the upper cmd of 'time work , where
a depth of thirty inches of soIl will be removed -
moved , This will only be sumclent to
put the flow line below the bottom of the
principal sewer outlets.
The earth taken out of tIme bottom and
ldos of the channel vili be thrown along
the banks of the cree1 to form a permanent
levee. The work of the same nature that
, wae done sovcral years ago raised a levee
from Broadway for a long distance south
and was the means of preventing disastrous
overflows of the creek in times of hood.
The work to be done this time will be worth
about all it costs for the same reason. Confining -
fining the current to a smooth narrow bed
will greatly' increase the velocity of the
stream and tedl to keep the bottom scoured
out and clean.
It is the intention of tbp city to give all
time workingmen needing work a chance ,
and there will perhaps be several hundred
strung along 'the two muse and over the
creek channel , A large number of teams
will be usedbut a still greater number of men
with rubber boots and long handled shovels
will find employment.
If it Wore possible to tend 'the current off
the work could be done much more rapdly !
and cheaply. This was done five years ago ,
and some heavy jam storms happened along
just at the right time and flooded a large
portion of the country lying south and west
In Railroad addition. A great outcry was
raised , and owners of flooded property
threatened damage suits against the city ,
but they withdrew their complaints when
the waters subsided. It 'was ' found that a
large tract of how lands bad been filled by
time wash from tim hills. In some low
places time fill was over ten feet , and as it
would coat about 35 cents a yard to have
hauled the dirt there time owners were sat-

The city jail should be thoroughly overhauled -

used as the repository for the carcasses of
nil the animals and fowls in its vicinity ,

Our methods of garbage collection are not
at all sanitary or In accord with the present
scientific methods of disposal of the same ,
No garbage should be collected in tIme day
time or hauled over the principal streets.
Open wagons for garbage collection should
ho positively prohibited , nnd none mired except -
cept thosc specially constructed for ttmi
ptmrpose. It was a common incident last

ered barrels reeking with tutu standing

In answering aim inquiry from the president
of the garbage cohiection and disposal or-
ganizatiomi In New York some weelce SInce ,
I wa ashamed to be compelled to informn
him timat we had no systematic methods of
collection and disposal of garbage in this
city.
In time matter of quarantine and disin-
fecttomm in contagious diseases. I believe that
the rules governing tIme same. as laid down
by time Board of health , should be rigidly
adhered to. and that violators of these rules ,
whether they be physicians or the public In
general , should be ptinished to time full cx-
tent of the law ,
Last winter , owing .ta the failure to report -
port contagious ( iirenses and mliregard of
the rule proimibiting tim imolding of public
funerals where death hn been due to con-
tagiotis diseases , we were threataned with an
epidemIc of diphtheria , which neccsitated
time temporary closing of about twenty
rooms In the city schools. These rooms
were closed from three to ten days amid
were thoroughly disinfected in the manner
prescribed by the Hoard of Health. In
doing this the board met with much op.
position from a certain class of citizens , but
I am satisfied that had it not been for the
prompt measures adopted by the health
officers at that time we should have had a
serious epidemic.
Notwithstanding the vigiianqe ot the
board. the death rate front contagious
diseases was quito large. From diphtheria
and membranoims croup 27' front scarlet
ever , 7 from typhoid fever , L The greatest
numbs of deaths in one month from one
cause In the last yearoccurred in the month
of July , seventeen deaths from cholera In-
fantum being recorded in that month , Had
the sanitary condition of our city been what
it should have been the death rate from

But it is different now. The legisiature
a short time ago posed a law requiring the
payment of a $25 fee for every artcle of
incorporation flied ( org company with a
capital stock of $100,000 anc an additional
dollar for every additional thousand dollars
of capital stock. Recorder Shepard was not
certain whether time law had gone into ef-
feet yet , but he spoke to Mr. Carmichael
about it. Carmichael had for filing the ar-
tides of Incorporation of the Mercur Gold
Production company , with a capItal stock
of $1,600,000. He left the articles and via-
ited a lawyer and found that the law in
question had gone into effect yesterday and
that the filing of his articles of incorporation -
tion would cost a lIttle matter of $1,600.
Ho decIded that the company would prosper
just as well under an incorporation in somne
other state , and so withdrew his docmmments
representtng such a vast amount of capital

After MUHUWIL Saloons ,
The saloon question will be an issue at
Lake Manawa this year. Heretofore the sa-
bone have been numerous and have been
so located that It was impossible to reach
the lake without running the gauntlet of a
row of gin mills of various ( degrees of
decency. It is understood tlmat the motor
company will insist' upon the saloons moving
away from time Immediate vicinity of time lake
handing. An injunction was conmmenced yesterday -
terday by William llaluou agaInst H. J.
Steinberg , who runs one of the saloons.
Other injunetlona will be asked as rapidly as
the saloons open up for buelness , unless they
tvill remove to some point farther from the

had not yet presented for payment and for

state fiscal agency to pay.
Mr. I3roadwoll , the incoming treasurer ,
need only provide for payment of such bonds
and coupons as mature after May 1 , all pre-
vtous cbhigations having been provided for.

he has checked the books of the city from
Aprl 1 , 1894 , up to time present. time , mak-
lag a continuous check up to date. The
report of time export and the mnonthly re.
ports , of the treasurer were referred and the
mayor and committee on finance were au-
tlmorlzed to destroy all cancelled bonds and
cou'ons.
Treasurer Hector will show , when he
makes his final report , the total amount
of money collected and disbursed by him
since April , 1890.
