are near the Big Horn river , with mow-

the government's policy , Mr. Mandehi stys ,
to gradually reduce the Indian reservations
as the land is not needed by the Indians and
it is believed that the aprings can bo acm

to Ocueral John M. Thayer was pasacd.
Mr. Leonard presented the report of
the committee 0mm elections in the
case of W. C. Itobirison against
George 13 , I1arrIsn fronI the Third
Alabama district , recommending the adoption
of a resolutiomm declarimig Mr. harrison to ho
cntitiod to his seat. The resolution was
agreed to witimout debate , \
Mm- . Adams , a member of the corn-
niittee on foreign affairs , was the
first epoaker on the Cuban resolution -
tion , lIe said Ime simould have refrained from
amidresming the liolmea further on this quec-
Lion but for the "extraordinary performance
of the gentleman from Maine ( Mr. Boutohle )
yesterday. "
Referring to the charge timat time people
were not behind time effort of congress to
grant proper recognitIon to Cuba , ho assorted
that congress had seldom before recoved so
many petitions on any subject as this. Wimat
better proof could we have of th popularity
of the resolutions ? He' controverted Mr.
Iloutelie's proposition that the sentiment was
subsiding and assorted that the opposition
which had been made in the senate had been
for the mere purpose of obstruction.
ContinuIng , Mr. Adams contended that a
handful of senators had taken advantage of
Limo rules of tire senate to prevent time adoption -
tion of the conference report by filibustering.
Speaking of time merits of time resolutions ,
Mr. Adamns said the Cubans Imad an organized
form of government and were In every way
entitled to the recognition contemplated by
the resolution. He read resolutions adopted
by the leading citizens of time town of Man-
tua. In the province of Pinar del Rio , announcing -
nouncing adherence to time caume of time iii-
surgonts to refute time charges thztt they Imad
'me support in the cities. The original draft
of time resolutions was in Senator Simorman's
osscssion.
Mr. Knox was recognized to read a letter
from his colleague , Mr. Draper , a momuber of
time relgn affairs committee , opposing the
adoption of the conference report. Mr. Knox
took occasion to say that he differed from
Mr. Draper and made a plea for amrmativo
action. Ho thought measures should he
taken to put an end to time barbarous warfare -
fare amid that for timis country to fail to do
this would be to Incur the loss of our own
self-respect. as wohi as to deserve the contempt -
tempt of all foreign nations.
After further discussion time house decided
to hold a night seslon for debate on time
Cuban resolutions and to vote Monday , after
time readIng of the journal ,
tr. Gillette spoke In opposition to time
recalutions. Ho admitted that the popular
sympathy was with the Cubans' , but argued
that the question at issue was one of wis-
dora and justice. saying he did not consider
it expedient to embroil the United States
in a matter of this character , especially
when the resalutione could be of no avail.

'YASilINGTON , April 4.-Time closing of
time post exchmammge at Fort Robinson , Nob. ,
is , it Is learned , only temporary and pending
a decision by the judicial officera of the War
department and perimaps by time attorney general -
oral on the question Involved , viz : the right
of state omcials to Interfere in time Internal
'administration of the affairs of army pOst8.
Time matter is giving much concern to army
officers for a Judicial decision adverse to the
post exchange in most instamces would wipe
out this Institution , whelm time experience of
several years past has shown to be of time
greatest value in army admimmistration ,
tending to promote morality , mobriety and
imabits of thrift among the enlisted men.
The question has arisen lately in the case
of the post at Plattsburg , N. Y. , and a judicial -
cial decision is aio required In that case.
This differs Iromn th' Fort Robinson case ,
in that there Is lacking a specific act
of cemsiomi of jurisdiction by time
tate of Now York to the national government -
mont and time issue may be decided timere
upon time basis of time general act relatlvo
to the administration of time affairs of time
army establishment. At Fort Itobincomi time
act of cession Is said to be clear , and timero
is rio question of time fact that time original
act paeecil exclusive jurisdiction over time
reservation to the United States , It Ia true
tlmat. ami attempt wau made later to recover
sonic of timis Jurisdiction , but Inasmuch as
timis was confined to a state net without tlmo
acquiescence of the national government the
other part of time orIginal contrqct is imeid
to ie immoperative by the officials imero ,
At Fort Robinsomi time license sought to be
levied by the local authorities upon time post
for time operation of Its excimange amounts
to $500 , a tax that yonmld be prolmibitive , and
some army officials are in favor of time evacuation -
ation of time post , wimicim Is stated to , ho of no
