As theic % flS no meeting ot the cIty coun-
cli lAst week , there will be the accumulated
buIrics of a fcrtnlght to attend to. at the
regular mcotlng this evening. As ev-
oral of the mattera that are chieduIed for
I
coneldoratlon are loaded , the Indcatlens ! are
for a morn than uBuahly Intorcathlig cession.
About the firit in&tter on the table will be
thie tnayor'o veto of ho curlew ordinance ,
If ( ho declarntionM ot a majority of the
councilmen are to be relied on , this meauro
will to utilized as a means of expressing
the ( hirsatlafaction vhiich certain members
have been acquiring with the methods of ( ho
. executive ( luring the past few 'eoks. It is
Stated that the ordinaiie. vIhi be lIassed
over the veto ann subsequently repealed.
. Very few of the members are in favor of the
ordInance , hut tocy say that when a meas
. tire line passoI the council unanimously , it
" 'VOlIIl be no more than ofilcial courtesy for
the niayor to confer with some of the mem-
: hera before vftoiI1g it. This , they assert ,
the mayor has hot ( lone in this instance , and
tOnseqtentiy there Is a disposition to refuse
to stand by the veto.
While this is the explanation given , it Is
well known that. there are a number of
other mattera In whiIci ! the mayor has given
_ o1fon to cortaii , members of tue council ,
1 At the beginning of the year Mayor
liroatch had 0. solid majority in the council ,
\Vhat lie I'31d went. Ills vetocs were sus-
tainett , and his apIointments confirmed
without question , But since them the situi-
tion has changed , and an open rupture
sould not surprio some who are familiar
with recent history. The main cause fcr
diss3tisfactlon lies in the superabundant
hut quickly forgotten promises xna(1c by
] 3roatch during tim campaign. Another Is
the disposition of the executive to dictate
who shah be apponted to ( lie places In the
. gift of his subordinates. Not a ainglo op.
: lOlfltnlent has Drotchi made unless the op.
polntco was aIhI1pg to turn all the patronage
, of his posItior over to the executive.
HOGGED TUE PATRONAGE.

Very coon aftet W. J. Conneil was op.
pointed city attorney he notified Snecial
. . Agent John Butler that "at the rcquest of
Mayor hiroatch" ho had appointed J , W ,
1"urnae as his succo3mr. Superintendent
: ' Matthiesen of ( lie city hall was reappointed ,
as ho was willing to allow flroatchi to name
: the men for the varlouu poultions in his do-
, artmcnt. Even the janitors and elevator
men wore appointed by liroatchi. When Mat-
: thiiescn was asked in regard to his choice
: for a particular poItiii lie invariably replied -
plied that he dlii not know until after lie
had received his instructions from l3roatch ,
- In soverpi casu the man who was to be
, c appointed knew It before Matthleson did.
, In the appointment of a sanitary inspector
Dr. Blythin exhibited a dispooltion to break
over the iraces , but he was 'o quickly and
, vigo'ously cah1d down by th executive'
that ho reractrn1and since ( lien has ebechl-
cathy bent to Ihroatcii'a will , City Engineer
' howell has publicly stated that he was not
: allowed to name a single 'cinpioyo iii hil
dcpartmcht except the as3lstant engineer , and
before Gus flarto was given liii , appointment
: as building inspctor he receiVed instructioiie
from the mayor as to whom lie sliould1-
? point to the clerkship In the omco.
' ThiIii covers ( lie entire field of municipal
, , patronage , so far an it relatei , ( ci fipjiointtve
offices. Councilmen assert that In filling

} 7 13oatch's gubernatorial boom about long
: cnouglt and that it is time the council had
; aomptliing to iay. The appointinont of Char-

. the administration members of thiecouncfi
, and others arc offended at the manner In
. which the vonfirmation of 3. F. Franklin as
L Inspector of weights and meas'urcs was so-
: cured. At the time of hiI oppolntient
I Franklin was asisor in the Fifth ward.
'
' The council was assured that the mayor
' 115(1 his resignation as as'seasor In hin pos-
esion , ready to be aubmitted to the county
. : . commisoloncra when Franklin was confirmed
In his city position. Au ixion as Franklin was
confirmed Broatch tore up the lesignatloti
j and Franklin has announced his deterinina.
tloii to hold both omces.
rlieea are Iiistancas which appear on the
; uurtaco , but it Ia declared that there are
several other points of dlfferenco whIch have
never become public property , "No one
knows all that liroatch has done , " ecild a
. member of. the council this morning , "except
I the members themselves. They won't sqOcal
on him because lie is a republican official , but
. you may bet that hiroatch hasn't any majority -

. The ordinancea which provide far raising
, ( lie e'aharies of the deputy treasurer and the

Another phase In 'l'hantral Labor union

fully expected by those who have kept In
touch ih ( ho dissension , It consists at
plesent of only ( ho preliminaries for a legal
fight , but preseM Indications seem to be
( list such a fight wihi soon be on , if nOt
two or thico of them ,
First on the list Is a threat tram John
0. ICuhin , elected state representative last

tends to bring action for criminal libel for
an alleged slandercus article which appeared
In a cinlit paper last saturday , lIe says

article and who runs ( ho PapP ; , and ( lien
lie will set ( lie vhieels oX justice in motion ,
lic' says ( list lie Can not fIliii out positively
who are the publishers 3f the paper.
ICulin is numbered among \Valler's op.
ponents , hJ'sicies being Mate representative ,
lie is looked upon as a labor leader , being one
of the delegates in the Central Labor union.
That is , lie was a delegate , for at the Inst
meeting of the central body , his union , the
Musical union , rcturnel another delegate In
his lilace. lie IS talking of reorganizing the
old clerks' union and getting back Into the
bCly again In that way.
luhii was soinonhat prominent in the trial
of Wailer , Gossard and Godfrey , who vere
recently unseated in the Central Labor union ,
It vIhl ho remembered that Gossaril brougiit

claiming ( lint ( hey were In the union as

which had no existence , Iuring ( lie trial ,

"Come On , boyi , " Ho promised to make It

talking of going tolaw They have made
saveral efforts to inrluco WaIler to get out ,

are tryimg to discover some legal means of
oucting 1dm.
\railer , while he won't get out , seems to
be ready to compromise. Yesterday lie
stated that lie was wIlling to turn over one-
hait of the Labor temple property to the
union , but that he Intended to hold on to
the other halt. lie alleges ( lint ho Is am-
titled to It as the representative of the
American Railway union , IIh tases hb
claim oh the statement that ( he Central
Labor tIilOfl did not create the temple alone ,
but that It acted In conjunctIon with the
raliway union , "This Labor temple scheme , "
he said , "was started In Amerjcaii flail-
way union No , 341 , of which 1 am a limem-
bar. Wo decided that we could not put I (
through alone , and therefore determined to
ask the Central Labor union and ( he uniono
of the city to go In with us. That Is what
as done and the minutes of the Central
Labor tnlon will show that. Therefore , we
will hold on to one-half of time temple and
the other side can do what It wants with
the other half. "
"They say that there is no Railway union
No. 311 , " suggested tim reporter.
"rhiat'a all poppycock , " responded Wailer ,
"there is a No , 341 in existence and another
oni. too , .The members of ( ho unions wouhi
be foolish , though , to say that they are
timeinbers because the mallr nds would at once
direhargo them , Members who are out cr
work have no hesitancy in admitting that
they are members. "
WaIler is holding the temple with might
and maIn. Yesterday lie locked all the
doors of ( lie offica and tlj conimiuee rooms
and promised trouble for any one who tried
to get n.
There will b a meeting this evening
of the committee to which the charges of hood-
linvere referred. It Is not expectej that the
trial will occur then , however , but that
time will bo given the accused to get
testimony. The investIgation proper may
not commence for a week.
At a meeting held 1a' ( night at Labor
Temple , ci effort was made' to bury the
hatchet and eettle by arhitraUon ( ho dispute
betwean the factions.
For over an hour PresIdent T. F , Sturgess
of the board of dIre tora' , J. S. Tobias , John
l Witinehi , J , 13. Linberg and President
Hinclmey of the Sato ( Federation , besmg a
special committee of the boarJ of dIrectors
appointed to get posaeraion of Labor Temple ,
remained c1oeted with Wailer. Wailer made
overtures , offering to relect an arbitrator -
bitrator , the committee to se.
lect another man , ( hiesa two to select
a third. The committee then propos'ed that
each of the labor unions of the' cIty appoint
one man , ( lie body so appointed to act no a
board of arbitrators , To this Weller obJected -
Jected , as he claims he and his faction would
be outvoted fourteen to saven by this deal.
No agreement was reached , and various corn-
miteez.then . met In different rooms to debate -
bate the subject In private , at which time
members aired theIr views. some proposIng
one plan and some another. Some believe
tbitratiOn will carry the day. Others claim
that just as soon as a socialist. labor party ,
as it Iii called , Is once formed , Wailer and'
lila followers will decarrp without more ado
a1151 abandon the tomple. When WaIler claims
( hat the American RaIlway union has one-
half Interest in ( lie temple , however , Prcs-
Ident Sturgeso says he is altogether wrong ,
as the Central Labor union is alone resj)3n51-
blo for the temple , as it. procured the funds

The following rcaluion ( was introduccii by
Chairman Jenkins at ( he meeting of the
bard of County Commissioners yesterday ,
and unitnimously adopted :
'Whereas , George 13. Sryker ( , ex-Supern-
tendent of the Douglam county poor farm ,
has failed , after being notified to turn over
to his successor in omce , various pIeces of
jewelry anti moneys belonging to insane
patients md othera confined in ( ho Douglas
couty poor farm : therefore , be it
"Itesolved , That ( lie committee on judIciary
be and is hereby directed to take such legal
mcaw.ires os wiil compel him to do ea at
once. "
Stenberg said it had come to lila notice a
few days ago that Srykcr ( had failed to turn
over certain property which was toktn
fromn some of the inmates when they arrived
at the poor farm , and ho had spoken to
Stryker about It. The hotter saul that
he had forgotten about ( lie matter , but
would attend to it at once , and ho had since
informed ( he speaker that lie packed ( lie
articles up , but forgot to bring the package
down town.
Jenkins said ( hat lie was Informed
that Stryker retained money in saveral
instances which was taken from Insane -
sane patIents and in one case ho took
a gold watch and chain. lie knew of instances -
stances where money was returned only
a few days ago and ho had evidence that
( here were other cases in which money thus
taken was not returned.
The resolution was adopted without much
discussion.
A resolution by Kicrstead Instructed the
county attorney to obtain a waiver of com-
Phee records In all cases in the criminal
court where he could secure the consent of
( he defrndanta' counsel. Tuils applies to the
record of criminal cases in which the county
In obliged to pay cli the Costs , including the
fee of an attorney to defend the prisoners In
most cases , and a Complete record Is re-
qulred to be made by time clerk , unless an
agreement to ( ho contrary Is made in open
court. It Is estimated ( hat the waiving of
( lila record in cases where there wIll not be
an appeal taken will save ( he county about
2OOO annually.
SOUTH ThIRTEENTh STREET GRADE.
Hoctcr introduced two petitions from
property owners en South Thrteenth street ,
asking that ( lint street be opened and graded
to the Sarpy county lIne , without cost to the
abutting property and waiving all damages

that the committee on roads be instructed to
invite bids for placing a culvert at Thirteenth

contained the ahgnaturea of all property
owners between Misuurl avenue an 0
street and said that be would get the slgna-
tures of all the oher property ownera on
tlio street within the next two weeksVil -
hams and Stenbcrg opposed the motion and
said ( hey were opposed to doing any work
vhatover on this street until the signature
to a waiver of damiges had been aceured
from every party interested In any way. In
the property lying along this road down to
the Sarpy county line. The petitions were
referred to thu committee on bridges , and
the motion was lost.
The board spent over half an hour dis-
cussng ! a report from the committee on
roads , favoring an award of $35 per acre
to owners of propery' to be taken for open-
inga road from a point east of Bennington
for a distance of one mile , to gIve a direct
east and west road between Bennington and
Floremme. The ieprt was finally adopted.
Time sheriff was allowed the use of the two
\vest reGina on time second floor of the front
part of the county lail fo the jaIler , time
jailer to pay for time water and gas used
by him and time rooms to be subject to the
orders of ( he board at any time.
The chargee made by David Van EttCn
against Justice of the Peace Fi.stor , pro-
rented at the last meeting , were set for hearing -
ing next Saturday at 10 a. no. Justice Foe-
tsr was present yesterday and explained
his side ot time case In open sessIon. The
county attorney was present and explained
to the board the proviIons of time atatute
bearing upon the case.
The county clerk submitted a list showing
the names of county olficers who ewe do.
linquent pereanal taxes. The list contained
( he nan'cs ' of two of ( ho commissioners and
members of ( lie legal department , It
showed that nearly all of the items had
been paid since the flat was made. The remaining -
maining Items wore ordered deducted from
the salaries of time delinquent officials.

The d'fficulty ' started sevcrat years ago at

weary of life , and while In a demented condition -

awahlowing a box ef concentrated lye. Time
lye refused to opcrato as Goetsch expected ,
but instead of ending his sorrows emily
started time ball rolling. 'The tiasimes were so
eaten away and laccraed ( that time man's

until at last even water was unable to force

Goetsch had spent elevcn days without feeder

At ( lila point the doctors came to Goetach's

then Inuarted in his mouth and lie was told
to blow. The doctors' button at tlmo far end
of tlmo tube , yieldIng to the pressure , allowed -
lowed the food to pass unobstructed , and ,

come about that by constant blowing at

of the four thousand in a praiseworthy endeavor to save
