HEARTILY APPROVED OF IN THIS CITY KM Provision * AVIIIot Adverm-ly Af- fCCl tillIIOIICNl limit ClMllltlltllfK , but Will lixtrrnilnnli * Na tional Competition , There wag a great deal of favorable com ment upon the streets yoslerday of the action of the Iowa senate In passing a new- law for the regulation of the building , loan and tnvlngs associations. Local stockholders have watched the progress of the senate hill with great Intcrctt for the reason that It.t provisions are BO ulrlrrgont as to entirely chut out the so-callod "national" organi zations from doing business In the otalc , and when they read In The Ilco that the bill had passed the oenato without any modi fication they wcro In high feather. "Not so much on account of any Increase of buslnesn that will como to us from cut ting off the competition of outsldo coin- pan lee , " said one ot thorn , "but for the se curity It will glvo patrons of reputable or ganization ! ) . Local organizations have been seriously crippled In their clforts to get new budlncsa by the mnny people who have mfftrel serious losses from failures of rotten - ton concerns Incorporated under loose law * In other state * Scores of those organiza tions have sprung Into oxlotcncc and arn scarcely known In the states * 3r oven the towns whcru they are Incorporated and originated , hut they have secured their chief patronage In western states 1,000 miles from homo. During thn hard times they have gene lo the wall In great number ? . Thouwinds of their victims have been lo cated In Iowa , and It wa owing to Ihclr coinplilnts more than to the concerted do- mantis of reputable local organizations that the legislature wa led lo pnai what U perhaps the most strlnqcnt law that liai' over been called Into exlslcnco to protect the patrons of thin kind of Investments. "There arc no responsible local loan and saving1 ut'eoclattons Unit will be unable to comply with the rondltlonu of the law , which reiiulros the deposit with the state. auditor of cash or umiuostlonablo security to the amount of $100,000 before the com pany can do business or continue In busi ness. The local companies can readily fur- nlph this security , for they will only have to put up thai amount of security once , whllo the national companies will have to add that much morn to the adready heavy ( ccurltles they have given to get the prlv- Llcgo of doing buslncro In a number of the other stales. There are very few If any companies ulrong enough lo do It , and you can put It down as a Fettled fact that an soon on the donate bill becomes a law there will not bo a national company rcprcscnlcd In Iowa. , "Nallonal companies have always offered greater Inducements to get business than even the mast liberal of the local compa nies could afford , nnd the consequence Is that they have piled up a business that miikca a great showing. This has been ussd fpr nil tt Is worth to Induce a still greater huslncsn. The tendency IUIH been to elimi nate all speculative features from loeal com panies , and they have been doing business only with the more conservative classes of people. The failures of natlonalit have hit multitudes of people very hard , nnd have naturally awakened a degree of dis trust of all organizations of the character which has hurt us all. "I do not believe the now law will cause the suspension of a single Iowa company , but It will prevent mnny of them from doing what they perhaps have had no business to try to do , a general banking bualncpr. The Iowa companies are all In good shape , and I believe they are a unit In favor of the now law. There Is little possibility that , the houBO will not concur In the senate bill or that the law will receive the governor's approval. The nationals have made all the fight they will make. " Sla n n fit ( ! t nro IIIH I'riilinblc. T. C. Dawson has returned from Des Molncs , where he has been watching ; the work of the legislature. Ho says that 11 Indications now are that the liberal repub licans and the democrats will unite In an effort to pass a manufacturers' bill at the piccent soralon of the state lawmakers.
