LONDON , Fob. IS. The ai Miration dchato
In the House of Commons yesterday nnd the
proposal of the Times correspondent In the
United States , Mr. George \V. Smalley , that
Great Drltnln should appoint n commission
of Its own , conslotltiB of two nicmhers , which
t'hould work In conjunction with two Ameri
cans , ns a new Venezuela boundary commis
sion , not to flx the boundary , hut to asccrtiln
the facts and report to their gorernmenta ,
are the leading subjects for editorial com
ment this aftcinoon , especially as Mr. Smal-
Icy's proposal for a Joint comm'sslon ' ls > sup
posed to have originated with the cabinet
at Washington.
Tlio Pall Mall Gazette siys : Mr. Atherly-
Jonts' amendment ( deplorlnR the absence of
a pronounccmctn In the queen's speech In
favor of arbitrating the Venezuela dispute )
could not do good and might do a great deal
of harm. Mr. Atherly-Jones Is old enough
to know that the Interference of the House
of Commons In matters under diplomatic
treatment niu > t bo Intolerable. The amend
ment Implying censure of the government
would Infallibly have been negatived by a
large majority nnd would thus have defeated
Its own ends and have conveyed to the
United Statcn an entirely fallacious Impres
sion of hostility. This on the morning of the
very promising suggestion of Mr. Smalley
might have been a very calamity. For
tunately no harm has been done. The house
saw It had been on the verge of an Indiscre
tion and wisely began to talk of something
els ? .
The Westminster Gazettn says It entirely
sympathizes with the object of Mr. Athcrly-
Jones' amendment , adding , however : "But
It was clearly desirable , after Mr. Halfour'
appeal and Sir William's Harcourt's speech
that It should not bo persevered In , for It
: ertaln rejection would have been Interprets
n America as demonstrating that the lions
of Commons did not favor arbitration. Thl
would have been a thousand pities , with the
delicate negot'atlons proceeding , and will
every hope that a modus vlvendl will b
found. "
The St. James Gazette agrees that Mr
ilalfour's Intervention In the debate yester
day. In order to end It , was justifiable , nm
says : "But Sir William Harcourt's utter
ances on arbitration go a great deal fnrtlie
: han Is Justlflel by the feeling hereTh
Chronicle and Sir William Ilarcourt inos
mischievously declare that the country I
unanimous for arbitration , without specifying
what arbitration. Nothing but harm cai
comei of this mystification. Another am
ilgulty was Introduced by Mr. Smalley's sug
gestlon , which seems to be entirely pre
mature until some arrangement should be
effected with Venezuela that occupation shal
ie > the bacls of settlement. "
The Glebe says It Is not surprise. ! to leirn
hat the scheme commends Itself to Piesl
lent Cleveland and his ministers , continuing
'They have taken up untenable ground am

o build n golden bridge for an adversary
jut It must not b ? too costly , and the cos

at a pacific solution cf a question which ai

ALBANY , Feb. 18. The signing of Uio
"retaliatory Insurance" bill by the governor
was a victory for the American companies ,
who ha\o made a hard t fight. Governor
Morton said , In attaching his approval to the
bills : "Tho Immediate , occasion of the pass
age of this bill Is said to be the dllllciiltles
or obstructions encountered by several New
York life insurance companies In transacting
their business In a certain foreign country Ir
which they were arbitrarily excluded and
prohlblte.1 from transacting business. They
' .mil been for wv < ? rnl years engaged In business
there and It Is not claimed that they had
failed to comply with any of the requirements
Imposed upon them. Their exclusion under
Ihj cltcum tances bcoins to juct fy tome acton
by the legislature and th.'fi bill was prepared
for the purpose of providing means lo enable
the Insurance department to properly protect
our homo corporations by requiring the
puperlntendent to exclude foreign companies
from the privilege of transacting hue-loess
here , when the like privilege Is denied t < > our
companies desiring to transact bUBinespIna
foreign country. While retaliatory legislation
IH not usually to ba commended , It uiiould be
enacted -for purposes of self-defense and the
protection of our business Interest * whenever
It appears that any other state or country Is
unwilling to accord to our citizens reason
able reciprocal privilege ! within Its dominions.
To take notice of the. exclusion of our com
panies under the circumstances Indicated
would Imply lack of patriotism and self'
respect on the part of our people , "
The governor gfco on to note the objec
tions offered to the bill and concludes by gay
Ing ; "The probability of the exclusion of
any foreign companies under this bill Is , I
think , very remote , hut even " a few of the
companies now doing I ) u sin CM In thlo state
aliall ba excluded under the operation of
this law , It Bcpina quite clear that there will
continue to be enough regular limurjnce
In addition to that which might bo obtained
under the law lapt cited to accommodate
I'm n eds of our" people. The Justntw of tjie
principle embodied In thlo bill Is almost uni
versally conceded by those who Imvo given
It attention during Its executive consider
ation and vvhllo f.omo objections to the
measure might bo removed by Itu modifica
tion In form and icope , thei-e do not eeein
to be of siilllclont Importance to require tlio

LOXDON , Tcb. IS. \VaslilnRton dls-
patch to tlio Times , commcnttiiR upon that
tiexspapcr's suggestion that Great Drltnln
phould appoint a commission of Its own to
examine nnd report upon the Qulana
boundary , asserts the Washington Govern
ment would propose a t-lan , If there was
reason to believe It will be accepted by KIIR-
land , to create a commliikii of two ICnnlish-
men and two Anurlcans , not to ntho
bounilary , but to ascertain the facts and re
port to their governments. If they shall fall
to agree , a llfth member could bo appointed
by the president of the SwlM republic or
some other acceptable perron , the finding ; ot
the committee to be < binding and to serve as
a basis of subsequent negotiations to fix the
boundary.
"Should ( he negotiation ? fall , " the Times
correspondent continues , "the question couM
bo remitted to a tribunal composed , fay , ot
the chief justices of ICnKiaim and the United
States , with , If necessary , a third neutral
member. That phii , I repeat , In Its present
textual form , would be accepted by this gov
ernment. There would be a dinpcsltlon ,
moreover , to agree In advance tinjn some sat
isfactory definitions of the fettled districts
and to sontu definite rule to determine such
questions , nnd with reference to all that part
of the subject to take n liberal view. There
would bo no objection to the Idea of com
pensation or some cijullnblQ arrangement to
avoid the dlstuibance of actual settlers. "
An editorial In the Times dwells on tli *
Importance of the foregoing , and says : "Tli
plan In many of Us features Is such as KIIR-
laml can honorably accept , and offers excel
lent prospects of an ultimate agreement.
Lord Salisbury has already hinted at some
thing of the kind , and It may be assumed
that on the main question of procedure the
two govcinments have agre"d. Happily ,
Parliament has given the minister ? a free
hand. "
Proceeding then to crltlclfo the plan , the
Times says : "It ought to be made clear
that the governments would only be bound ,
by the report of the original members ( of the.
proposed commission ) or a majority of them , ,
nnd If. with regard to the settled districts ,
nternatlonal arbitration can really be made
: o resemble municipal law on the question of
prescriptive rights , the greater part of our
objections to arbitration on the whole ques
tion will disappear. "
The Dally News reproduces the Times' sug
gestion of yesterday for the appointment of
an Independent British-Venezuelan ccmmls-
slon. The Dally News thinks the suggestion
Is iilcnlflcant and adds : "As n matter of fact
delicate negotiations on the Venezuelan dls *
pule nro now In progress. "
The Chronicle eJltorlally promless to acceJ
to Mr. Dalfour's appeal for silence during the
Venezuelan negotiations , but only on condition
that arbitration Is government's goal. It
It Is not , the Chronicle promises Rich public
ity as has never been known before.
The Dally News refers to the czar's award
of May 25 , 1891 , between Holland and Prance.
In reference to their boundary dispute In ,
Guiana , which the Dally News points out
was given without prejudice lo hona Ildo.
acquired rights of French settlers In the
disputed territory. The Dally News says :
"If this precedent could be followed In the
casa of Venezuela , ( he labt and most vital
objection to the arbitration of the dispute-
would disappear. "
