This rigid system was made- necessary by the large number of "chronics , " people who would atarve rather than work , and who would re fuse every opportunity to work. These people attempt all sorts of schemes to defraud the county and get a little assistance. If they would devote equal energy to working for a living they might become millionaires. An attempt has been made to learn how many of the applicants for tuulitance took advantage of the opportunity offered by the agricultural commission and planted gardens last spring. It appears that only a small percentage of those applying for aid planted any garden. This Is partly accounted for by the fact that the number of people receiving aid from the county Is more than twice as large as the number of gardens planted , at , there were only nbout 700 families supplied with garden plots. No attempt hay been made , however , to explain the condition which exists. A couple of neighbors , Robert Smith and John Mulr , visited the place nfter the flro and testified that they found things In the condition described by Volker. Smith was at the Snengerbund hall ami saw Volker and his family there end went home with them , ar riving some tlmo aftsr midnight. They swore to the broken mica. They said thnt they un derstood Volkcr's English on account of tholr long acquaintance with him. Captain Coft of the fire department was re called by the defence to testify that when -o first arrived nt the scene of the fire a young man tcld him that he had hoird an explosion within th ? houre. He did not know the man , or even describe him. On crorg- exnmlnntlon Colt said that the force of the stream thrown on the flro would have been Mtfllclcnt In hl.s opinion to break the mica In the stove and even to break down the stove pipe , It having been fhown by previous testi mony that a portion of the pipe was down. On rebuttal the prosecution called Chief Iledcll nnd Detectives Dempsey and Cox to testify that Volker had told them he ac companied his family down town nt 7:1D and did not return until midnight. They swore , too , thnt he had made no mention of the breaking cf the cash drawer or of the posi tion of the oil can. The defense tried to break the weight of this testimony by show ing that he witnesses did not understand or speak German nnd consequently might have mistaken some of the statements made by Volkcr In his broken English.
