GHOSA'EXOR ATTACKS THE 3IESSAGE DOCH Xot CoiiNlder Cleveland'H Itcii- HouliiK Sound. NEW YORK , Dec. 20. Congressman Orosvenor of Ohio assailed President Cleve land's Interpretation of the Monroe doctrine at the reunion cf the Eleventh army corps last night. When Mr. Orosvenor was In- troduqed bj ; General Da Cesnola. president of the association , there was a general expec tancy that ho would discourse ot the presi dent's "Venezuelan messass. The expecta tion was Instantly realized. "It Is a long time , In my judgment , " sad ( Mr. Orosvenor , "before we shall be called upon tot face another war. I don't look for open hostilities. I do not think either con gress or the British nation will be stampeded one way or the other. These threats of foreign wars are useful. They locate germs of wonderful patriotism. It Is cheap and eafo to make them. It does not cost a great deal when the president's messaire Is read. AH you have to do Is to swear by the mes sage , although I don't doubt that the presi dent can bo enlightened as to the true appli cation of ths Monroe doctrine. " At this point Lieutenant W. Dldelman , ox- mayor of Kaston , Pa. , shouted excitedly : "Don't be so sure of that. " 'T am not quite so sure , " went on Con gressman Grosvcjior , "that the Monroe doc trine Is Involved In the Venezuelan matter. Suppose that Spain , after her fruitless and bootless task of subduing Cuba and being impoverished financially , should sell Cuba to England , I don't know that the United States could Intcrfero under the Monroe doc trine. To the Editor of The Dee : The beautiful picture entitled "Pro posed Union Pauaenger Depot" by Fischer & Lawrle , architects , speaks volumes In sup port of the policy of The Ilee of patronizing home Industry , The enterprising Omaha Rrldge and Terminal Hallway company by Ha efforts to erect this splendid structure at the foot of Farnam street at a cost of $2,000- 000 , only asking In return the assurance of reasonable rental with nu bonus attach ment , merits the support and hearty co operation of the press and all of Omaha's patriotic citizens. Wo ought also to com mend the railroads which have already * sig nified their willingness to Join In this enter prise. ' Hut what mint we say of the rail roads unreasonably refusing to give Omaha a depot of metropolitan proportions ? Can It be possible .that their attachment for the pioneer cabin , at Tenth and Mason streets Is so sentimental that It overcomes their busi ness judgment ? Certainly they cannot be so blind to their best Interests as not to ulti mately Join In this needed Improvement. The railroads for decency's sake need it. The city of Omaha needs It. The etata of Nebraska - braska needs It. A long-Buffering traveling public needs it , and justice to these de mands It. Not years hence , but now. This mammoth undertaking would set hun dreds of men to work. It would put $2,000- 000 Into circulation In our midst at a time when It Is sorely needed , .Hut It has been suggested as an objection that the building of the depot mlnht help to develop East Omaha. Will we spite ourselves for the sake of spiting a company working to build up the Industrial Interests of our city ? livery citizen of Omaha Is vitally Interested In the growth of Bust Omaha. Then let us not bo diverted from this lofty depot project by the croaking of pessimist * , but Join heartily In Pliililiifi to success this enterprise. Let the BtHitliueniof union prevail In all efforts put forth' to build up the Industrial llfo of our city , 'Encourage the Commercial club. Pat ronize home Industry. Hero Is the way the navy lines up : \Vo have , built nnd building. eight battle ships. Those are the Indiana , Iowa , Maine , Massachusetts , Oregon , Texas and KoarsarRf , and her mste. The last two will 'be the larRcst , 11,525 tons , although the lown Is close upon thorn , with 1MOO. The three of the Indiana class are of 10,288 tons cnch , the Matno of C.CS2 , and the Texas of G.31B. The speed record Is held by the Maine , with 17.45 knots , althouBh this. It Is true , wa * on a mean draught of two am ! n halt feel Ions than the normal , and a displacement of only 5CCO tons. The highest horse-power goes to the Iowa. 11,000 , ahd'shc ulso has the largest normal coal supply and bunlter capacity , the former being 025 and the latter 1,708 tons. She Is but eghtl ! Jeut shorter tniin the Kear- sarge. Iti the combination of armor and arma ment the Kcarsargo and her nuto anil the Indiana trio are all remarkable. They will carry each four tlilrteen-Jnch , eight eight-Inch and four six-Inch guns , while the former carry four thlrteen-lnch , four eight-Inch and four teen rapM-llro five-Inch guns. The eight-Inch turrets of the Kenrsarge are suporposad upon the thlrtcen-lnch. The side armor of the Indiana class Is the thicket * at the maxi mum , bjlng eighteen Inches , while that of the KoarBarge Is fifteen Inches at the tip. The turrets of the latter , however , appear to b ? heavier , and will have the latest Improve ments In armor. The largiat guns of the Iowa and the Texas arc Ui3 twelve-inch and thee of the Malno the ten-Inch. As to the rig , the In diana trio nnd the Iowa have one military mast and all the other battleships have two. The deepest maximum draught Is tint ofthe Indiana class , that of tin Kearsarge being only a little o.vor twenty-flvo feet , or two feet less. The largest complement Is that of the Kearsargo and her mate , namely , forty officers and 480 men. Wo have two armored cruisers , the Brook lyn of 9,271 tons and the New York of 8,200. Bach was built for the same speed , twenty knots , and the same horao power , 1G.OOO , but the New York has made twenty-one knots and 17.401 horse power , so that as much , perhaps , may ba hoped for from the Brooklyn , which Is built by the fame firm. The Brooklyn Is the more heavily armed , carrying eight eight-Inch and twelve rapid- fire five-Inch guns , against the New York's six eight-Inch and twelve rapld-flre four-Inch guns ; she has also one-fifth more normal coal supply and over a third more total bunker capacity , her figures being 900 and 1,753 tons respectively , which gives the Brooklyn the record for coal carrying ca pacity above any of our other versels , wither or without armor. The plating of the New York Is a little thicker on the sides and barbettes , but the Brooklyn has the advan tage of later methods of manufacture. Al though over 1,000 tons larger than the New- York , her contract cost for machinery and hull was $2,986,000 to the New York's $2- 985.000. The armored ram Katahdln Is In a class by Itself , with Its acceptance still awaited , although there is practically little doubt of that. Her displacement , . 2,155 tons and her speed about 1GV& knotsvhlle the armor on her sloping1 sides Is from G to 3' Inches. Of double turret monitors wo have six. The largest Is the Puritan of G.COO tons and 12.4 knots , with sldo armor 14 inches thick at the maximum , barbettes of 14 Inches , " and turrets of S. Slio "carries four 12-Inch and eix rapid-lire 4-Inch guns. Next comes the Monterey , our only steel built monitor , though the others have stol turrets ex cept the Mlaatonomoh , which hag compound armor. The- Monterey Is-4,084 tons and 13.6 knots , with side armor 13 Inches at the maximum , and with her forward barbette and turret 13 Inches and 8 Inches respect ively , and her aft 11 % and 7& . She carries two 12-Inch and two 10-Inch guns. The other four monitors uro sister ships of 3,900 toii3 , differing a little In detail * . The slowest Is the Miantonomoh , 10.5 knots , and the fastest the Monadnock , 14.5 knots , with the Amphltrlte and Terror 12 knots each. The Amphrltrlto and Monadnock have ll'/fc-lnch barbettes , 714-Inch turrets , and 9 to 5-Inch sides ; the Miantonomoh and Terror llV4-lnch turrets and 7-Inch sldon. Each carries four 10-Inch guns , and all , except the Miantonomoh. two 4-Inch cuns In nridi. tlon. tlon. The The thirteen Iron single turret monitors are the- Ajax , Comanche , Canonlcus , Cotsklll , Jason , Lehlgh , Mahopac , Manhattan , Mon- tauk , Nahant , Nantuckct , Passalc and Wyan- dotte. These- have G Inches of armor on the sides and either 10 or iron the turrets , have a speed of 5 to G knots/jcarry a battery of two 15-inch smooth bores , and have the single screw , grasshopper'typo of engine. Their keels were all laid In ' 1862 , and eight have a displacement of 1,875 tons and five of 2,100. Some of them are now turned over to the naval militia for USD as training ahlps. Turning to the unarmored vessels , we 11 nd first sixteen steel cruisers , of which all but three are of the protected cruiser type. Larg est and fastest among them are famous sister ships Minneapolis and Columbia , 7,375 tons ana 23.07 and 22.08 knots ) respectively , Tlioy are also our largest vessels , being 412 feet on the load water line , 'while ' of the un armored cruisers they carry the largest coal supply , 750 tons , with a bunker capacity of 1,070 , being surpassed In tills respect only by the Brooklyn. Next to them In speed comes the Olympla , of 5,870 tons and 21.C8U knots. She Is more heivlly armed than they , carrying four eight-Inch and ten rapid-fire four-Inch guns. F.ourth. In speed la the Baltimore moreof , 4,413 tonaand(20.09 knots , and she also carries a powerfuj battery. But of all our unarmored cruisers the most heavily armed Is the .CblcsttviwUh her four eight- Inch , eight nx-Inch ! , and two five-Inch guns , on a displacement "Of only 4,500 tons. Thin battery will bo modified Bomewhat , however , on the completion of her repairs , which arc expected to rals ? her pro-sent speed of a little over fifteen knot ) to ab3iit eighteen. The 1,177-ton Castliio and Machlas make about fifteen and one-half and sixteen knol > > re spectively ; the light draught Helena and Wil mington , of 1,392 tons , are expocto'l to mal thirteen , and the Nashville , of 1,371 ton * , fourteen knots. The tpeclal plass Includes the 1,486-ton dis patch boat Dolphin , the Bancroft and the Vesuvius , while a torpedo cruiser provlck-d for by congress has not yet been built. Of our ten torpedo boat * three , ths diall ing , Ericsson and Htllttto , arc built and tlis others building. There nre also fifteen wooden vessels , no longer suited for tea service , but used as re ceiving ships for the naval mllltla , or laid up In ordinary , and so on. These arc the1 Frank , lln , Iroquols , Minnesota , Nlpslc. Onuln. Pen- sacola , Richmond. Swatara , Wabash. Consti tution , Dale , Independence , Now Hampshire , St , Louis and Vermont. Of these- the last fix are sailing craft. Summing up the progress made during the last ten years , Constructor Hlchborn reaches the follmUng facts : In 1SS5 there were In commission or fitting out at navy yards thirty-two wooden vessels of a displacement of 06,000 tons , and seven Iron ships ot 6,900 tons , making a total ot thlrty-nlno ships , with a displacement of 72.1)00 ) tons. On July 1 , 1S95 , there were In commission or fitting out eleven woodpti ves. sols of 18,300 tons displacement , and thirty- two steel or Iron vessels of 104,500 tons dis placement , or n grand total of forty-three vessels of 122,800 tons displacement. The above figures nro exclusive of torpedo boats , tugs and receiving ships. Thus the total displacement of our vessels In commission or fitting out Is nearly double now what It was In 1SS5 , and the continuation of the pro-cut building program will increase the contrast In subsequent years. December 2. 1823 , President Monroe laid down the doctrine held by this government concerning the now relations nuhslstlng bj- twcon this continent and the nations oft Europe. The cause of the declaration was the antagonism of the two political systems of Europe and America , and the object waa not merely to prevent danger of Invasion. , The Holy Alliance for the maintenance of the order of things which had been estab lished In Europe had taken It under advise ment to extend Its care to the young Am r- Ic.in republics of Spanish origin , and to convert - vert them Into monarchies , to bc > governed by sovereigns of European stocks. It was against the e.\tom > ! on of this European sys tem to the two Americas that Prop.'dent Monroe protested In his famous message.
