White was appointed chief ot police the dog catching business was called to his attention and he was acked to Investigate. He eoon reached the conclusion that the city was being defrauded and a. . few days later called upon T. A. McCJlilrc , n detective , to assist him. McUulrc , In conjunc tion with several other detectives , went to work ami In a short time securcil evidence to show that Frank and Spoerl were regularly charging the city for dogs that were never drowned.
