A Times dispatch tram Erzeroum sa1 n

November 3 : i , fully confirms the accounts previously -
viously publshell concerning the massacre

yet to ascertain the number of killed. Some
PrIs assert that It wIll reach fully 2000.

Continuing , the wrier says : "We have not
dared to go to the quarter of the city where
the Turks arc too numerous I have not had '
an opportunity at investigating more than a
tenth ot the cases . though I have yet to hear
of a single dead Turk In this struggle. ThIs ,
I think , disproves the charget' of aggression
brought up against the Armeulans. The bare
fact 18 that It was purely a massacre of the
Innoceln Inhabitants by the enraged Turks ,
and but for the presence of foreign consuls ,
things would have been worse. Wih the
coming winter the misery In atore for the , ,
remaining Armenians will be terrible. "
The correspondent ( ltlOtCd , who Is staying
at the American mision , says he has heard
testimony In various quarters , that ( the government -
ernment ordered the which
massacres , were
to be executed according to previous orders.
As a proof of theIr suddenness , he says , an
American missionary named Chambers had
just gone to the Ilostofc& In order to telegraph -
graph to mUls that cerythlng was quiet.
Before hl got back to the mission the tiring
had begun In deadly earnest. Bullets were
whizzing close by hIm. Mr. Chambers told
tile correspondent that Shakir Pasha had
promised lu the event of riots , to place soldier -
( hers at each end of the street In the locality
of the foreIgn consulates , and of the American -
can mission and whether from thl re Boner
or because they feared a warm reception ,
the rlotera avoided this part ot the city. All
the looting . It was claimed , was done hy the
regular soldiers nt the command or the ofil.

wounded refugees , and ( luring thic' night the
mission house was crowded and as' foul

The EnglIsh consul saw Shakir Pasha , who '
said he was angry when he heard the

and shops of the ArmenIans. lIe declared I
the Val anti Ilouf Pasha had been ccm- i
peled to go out and beat their own soldiers :
bcfore they coulll stem the torrent ant ! pre-
vEnt further outrages. The correspondent
gives numerous and detailed stories from
Armenians and others , amply confirming the
previous account of the butcheries and hor-

ordered out , but that Shaldr Pasha was
powerless to control them
A Daily News dispatch from Constantinople -

shIpping all or the unemployed Armenians

as a cruel one , even admitng that they

from a private letter front Erzlnghlen , to the
effect that Armenian priests have already
burled over 400 bodies of persons suppose
to have been , llled In the second mnassicre.

starving. According to the correspondent
of the Daily New , orders have bon Issued :

"This country must wake up ImmedIately

he said. "Several year ago the senate com-
mitee on coast defenses recmmeulled to the
senate the establshment of a cannon factory
on the Pacific coast I reported a bill from
the commitee and supported It In an earnest
speech on that subject. Very few people are
aware of time fact that the old fortifications
and old cannon that are mounted on our seacoast -
coast for forts arc absolutely useless against
modern ships of war. They are about as
effective as a pistol wouh be agaInst flatting
guns. So far as I am aware there Is now
only one completed modern fortification In
the Butted States supplied wIth modern guns
of heavy caliber and that Is at Sandy Hook.
This constitutes the entire modern laud defense -
tense of time great city of New York I Ib i
true , however , that works of this kind have
been commencel at Boston and San Fran-

been absolutely Inadequate for protectng seacoast . -
coast cites from destruction by a foreign
enemy. There are twenty-eight of the prll.-
elpal seacoast cities In the United States requiring -
quiring guns and fortifications for defeme
against possible outside roes. I Is there Core

It Is conscIous ot such an utter weakness to
