r pected that among the numerClus subjects
which will come up for discussion , and pos-
sibly for final settlement , will bo the Ienl-
tentlary situation , the Mcl\olvey : affair at
the Geneva Industrial school and the elec-
tric light Plant for the Grand Island Sohllers'
and Sailors' home In regard to the latter
there Is likely to be lroublo. Last winter
the legislature made an appropriation for extending -
tanlllng the connections or the Grand Island
olectrlc light plant to the Soldle 's' homo and
for maintaining the same for two 'ears. But
the Board or Public Lands and Buildings ,
which has acquired a habit or reading things
Into laws which do not exist , has construed
this appropriation Into liberty 10 purchase
* " a new and Independent electric light plant
for the home. But the trouble which the board
has brought upon Its3tr arises from another
source. It Is claimed by Interested parties
that , after advertising for bids for this independent .
dependent electric plant , the board has taken
time by the forelock and already purchased
through the connivance or Boiler Inspector
Perkins and Fire and Police Commissioner
Droalch , a dynamo and engine , and shIpped
them to Grand Island where they are now on
track. It Is said that there will \ ho bidders
present at the board meeting tomorrow who
t will register a hearty kick at this "under
the hJt" method or doing business. IC the
plant was to be purchased on bids submitted
time bidders argue that they should have had
an opportunity 10 bid on the whole plant
and not for Illeces or It. One or the reasons
which the board Is said to advance for the
lurchas or the new plan Is that the Grand
Island Electric company charges ! too amuck for
illuminating the Soldiers' home 110 this as
i It may , It Is considered certain by good attorneys -
torneys In Lincoln that the law or last winter
conferred no powers on the board to buy
a new plant

has been puabing him for the position for sev-

the man was actually forced on the board by
