night he apparently acts on this supposi-
tion. lie presents his regular monthly statement -
ment of the condition of the varLous funds
and follows It with a personal statement that
flatly contradicts the showing made by his
figures lie blandly assures the council
that there will be all kinds of money In the
treasury at the end of the year when the
accompanying statement indicates that the
funds ) are Ln even a worse condition than has

The most superficial comparison 01 the
two documents I.s sulllclent to show the abso-
lute falsity of the assurances of the camp-
trollt-r. The official statement shows the
expenditures of the various departments
during the first eight ! months of the year and
the amounts which remaIn to defray the expenses -
penses of the remaining four months. On
the' face of the totals It Is evident that ac-
cordLng to the previous rate or expense It
will cost at least $250,000 to run the city
through the remainder of the year. The
balance remaining Is about $18.000 less than
that amount.
lint Mr. Olsen's totals do not show the real
condition of the funds. It will be noticed
that In his slatement he gives ! two very dLf-
ferent sets of figures In the road paving
bond and Omaha ' sewer funds. In his totals
he Includes the entire amount remaining In
the funds while In an obscure way he tndl-
cates what portion of these amounts has not
been already certlllNl to. . The result Is that
the total Is inflated to the tune of about
36.000. . whIch represents money which has
already been ' expended , but which has not
yet been drawn out of the treasury. To
this must be added < the two bills
of $10,766.04 and [ 9152.92 , respectively ,
In favor of the Barber Asphalt company for .
street repairs from 1890 to 1894. which were I
recently allowed by the city council and
which stand against ! the funds. Without
going further Into detail It appears at once
that according to the olllcial statement of
the comptroller If the provlo's late of expenditure -
penditure Is kept up there will be a deficiency
of nearly $75.000 on January 1. next In
the face of his own figures this very
sanguine ol11clal declares that "the expenditures -
penditures of the city have been reduced
so that at the close of the year the various
funds , except as stated will be In as good
condition as heretofore "
A more detailed examination of Mr. OIsen's
figures does not lend to strengthen his posi-
tlon. lie reports a balance In the general !
fund of about $76,000. The regular monthly
expenditures In this department amount to
$11,000. ; or $64,000 In the remaining four
months. This would leave a balance 01 $11-
000 In the fund at the end of the 'ear.
against which stalllls the transfer of $20.000
to the fire fund which was agreed ! upon at
the beginning ! of the year which remaIns as
II recognized lien on the fund.
So far this year It has cost about $10,600
a mOnth to maintain the fire department.
There Is just enough remaining In the fund
to pay the September bills. There will lJe
the $20,000. which Is to he transferred from
the general fund , and unless the department
Is whittled down this wl11 also be exhausted
by the end of November thus leaving a deficiency -
ficiency In that fund of more than $10,000.
The police fund Is In the best cOllllltlon of
any fund except the library and park funds.
Here the expenditures ( have been $7.500 per
Ionth. Consequently the apparent ( shortage
will be between $3,000 and 4000. But It
Is well known that during the past two
months there were a number of chargeR
against this fund which have not been ! paid ,
but which will ultimately come In to add to
the deficiency now In prospect ,
BALANCES IN RED INK.
'I There Is a balance of $6.65936 In the curb-
II'S' , guttering and cleaning fund which wUI
he barely sufficient to pay for the street
sweeping during the remaIning four months
of the Year. The entire amount In the fund
bas already been voted to the Barber com-
pany hut Tuesday night the council refused to'
pass the appropriation because It would not
leave a dollar to pay for street ; sweeping and
other similar expenses ( . The amount voted
to the Barber company remains a charge upon '
the treasury however , and must be met 'I
unless the council rescinds Its action. I I
Time sewer maintaIning , library , judgment I
and park funds will just about be able to ,
pull through the 'ear. The park bond fund
Is already exhausted and any future calls on
that fund must bo provided for from sOme
other source.
'rhe health department has spent $1,000 a
month so far this year According to that
rate of expelllIture the board will be financIally -
dally stranded on October 1.
The water rent fund has been drawn on to
the tune of morn than $10.000 a month. At
tits same rate there will be , shortage of
$ : n.ooo on January 1. 1896.
The lighting fund Is practically ( exhausted
and according 10 previous expenditure : . ,
which are on a fixed basis awl cannot be
, 'arleIt [ \ will be $30.WO short at the end 01
the year .
The amount remaining In the road paving
bond and Omaha sewer funds , which have
not already been certified to . aggregate about
$ 9.000'hen It Is considered that nearly
$20.000 has been paid ( out of these funds dur.

declaration Is made In the race 01 the fact
that In his statmnent which was presented
lit the beginning of the year . Mr Olsen stated

Limed at the close of 1894 of $52,505. It Is
true that there was a deficiency In the lighting -
Ing fund at the close ! of last year . but Olr.
Olsen negleets to mention the surplus In the
'ater fund which more than offset the
almnrlage
Taking Mr. Olsen's figures as II basis of
calculation and estimating the expenditures
of the remaining tour months of the year by
the average expenditure during the previous
months It doss not require IIn expert mathe-
matician to figure ! that at the end 01 the
year the funds will show deficiencies as

It may seem very peculiar that thc comp-
troller should make two such contradictory
statements lit the same time nut It Is well
understood that there is \ II reason for his action -
tion In which the political aspirations 01 sev-
eral membtrs If the majority clement In the
council play II leading part. For months past
the finance committee has been warning the
council that It was Imperatively necessary
that the expenditures of the city should be
confined [ to those matters which were abso-
lutely necessary. So often and so emphatically -
call ) was this admonition repeated that the
"Irreprelslble councilman and his resolution"
weN for II time sat down on For several
weeks past members have been absolutely
unable to secure the passage of those quiet
little resolutions which have heretofore
Blipped through so easily for' the benefit
of an anxious constituency , But now an
election Is comIng on , and It Is Imperatively
necessary that certain members should be able
to once more distribute those marks of favor
with which they have been accustomed 'to
pave their way Into the good graces of the
voters It Is now the time of year when thb
block of residents who want an electric lighter
or a gas lamp on their corner Is of Iln-
portance. The saloon keeper who has a dear
nlto number of totes In his vest pocket must
have certain street repairs male In front of
his place of business , and the councilman who
Is anxious for reelection discovers that these
matters arc imperatively necessary and have
already been overlooked too long.
For weeks past the councilmen who have a
job lot of these favors on hand 10 distribute
have been In a peck of trouble. Their resolu-
tions were emphaticfliy : squelched In the face
of the depleted treasury , and they beheld their
political aspirations endangered through lack
of power to use their official position In the
fence building direction. But finally a bright .
Idea dawned and Olsen was invited to step
Into the breach. Some of the councilmen remembered - I
membered that the comptroller's vIsion was I
so Impalrel that he was unable to discover
anything In the shape of a lIclency. lIe had
allowed Henry 1I01ln's accounts to go through
his hands for two years without seeing anything -
thing wrong , and It was reasonable to presume -
sume that his eyesight had not Improved since
that tIme.
lt soon developed that Olsen was still as
blind as a bat when a shortage ! was In sight ,
and after due deliberation he prepared to
assure the council that the treasury was all
right and that members need not loner ! be
tied up by any fear of a deficIency. He even
waxed enthusiastic asd Indignantly declared
that It was high treason to declare that econ-
omy was necessary for It Injured the credit
of the city at home and abroad. Olsen has
done his part and the councilman with his
resolution can now point to the olllcial state-
ment of the comptroller and again hustle for
the Interests of hIs constituency.
TALKS OI CITY FUNDS.
On top of the foregoing representation , Mr.
Olsen hastens to declare In the following
language :
"The clty's credit abroad Is being serI-
ously Injured by reports being circulated that
Its finance arc m a deplorable condition and :
I deem It proper to correct any erroneous
Impression by a financial statement of facts. I
"The general fuml-the only fund for
whIch the general administration can be
held responsible-will be In good condition ,
providing no unforeseen expenditures occur
notwithstanding the levy this year being
less than two-thirds of what slat' levied In
former years , except the last , and notwith-
standing the extra expense on account of the
state fair the necessary helping ant of the
fire fund of probably 2 mills , the health de- 1
partment and other departments that must I
be helped. '
"The lighting and water funds arc getting
worl'J art every 'ear. It could not be other-
wlso ! ( or time reason that at the beginning ;
of the year these : funds Inherited a debt from
former years amounting to $32,240.65. , The
levy this year Is less on account of less val-
uatlon and the number of lights and water
hydrants have been Increas 1 with the grow-
Ing need ! of the city

"Taxes appear high these hard times , and
In dollars the levy Is as follows : For 1895 ,
$864,795.GO : for 1891 , $876,785.62 , and for 1893 ,
$990,768.70. The levy was 44 mills this year
the same as last year and the year before , but
out of these H mills for the present year 7
mills were for the school fund , or 4 mills
more than In former ) years made necessary
by the falllng ofT of receipts ! from licenses
and fines. The sinking fund to take care of
the Interest due on the bonded Indebtedness
of the city , was Increased to 8Y. mills There
will \ be an Increase of 2 mills \ for the fire
fund , which will \ have to be appropriated from
the general fund. In all other funds the expenditures -
pemlltures will \ 00 reduced so that with II
levy less than for several years previous
with additional expenditures that could not
be obviated as above shown , the expenditures
of the city have been reduced so that at the
close of the year the various funds , except
as stated , will be In ! liS good condition liS
heretofore
"The foregoing figures ! show that limo pres-
ent administration has been very economical
as cOlllpared with preceding years. It hurts
the clly's credIt at hOlllo and abroad to
always howl rleflclenc To sum up the
city this year had II smaller levy than for
years , and 6 % ! out of time 44 mills were appropriated -
propriated for schools , fire and sinking In
excess of levy for last year and If then the
finances still show as stated It should be
gratifying to the taxpayers.
"I shall be pleased at any time to substantiate -
stantiate by figures what I have stated to
any olllcial or taxpayer who will take the
trouble to call , "

upon to say anything about a dry goods

Though time police say that there are very I
few If any thieves In the city and that no
cases of thefts arc being reported there ap-
pears tQ be considerable larceny committed
dally. Yesterday the following respectable
list was reported to the police , although It
was given out that nothing had been reported -
ported :
Ira A. Pribble who lives on South Six-
teenth street left a wheel valued at $100
standing In front of the New York Life
building When he came out the wheel was
gone.
Somme person or persons entered the shop
of J. L. Anderson ; 214 : ! North Fifteenth street ,
and stole an ulster valued at $ : ! O.
A quantity of clothing and sume other articles -
tides were stolen from a way car In the
Webster street yards. The car had been
broken Into. The stolen property Is valued
at $20.
A thief entered M . II Gross' place , 1902
Coming street and stole harness valued at
$10.

George Smith , who lives In the north rD
part of the city , reported the . loss of a gold
watch and gold chain the' entire property
being of time value of $150. His house had
been entered.

Gustave Grossman , who was arrested Tues-
day night with two big loaded pistols In .hls
pocket was fined [ $26 for carrying concealed
weapons. While LI ! court \Irs. ! M W. Gay-

Grossman as the man she saw coming from
out her houS'e 'on the 19th Inst. . and running
rapIdly away. It was found that at the same
time a watch valued at $46 , was missing. A
complaint was filed against Grossman on
charge of grand larceny.
