The judiciary committee of the city council , Tvhlch has been wrestling for the past three days with the task of making a 'show nt In- vestlgitlng the Board of Fire and Police r'onimlJSlcncrH , concluded Its labors yesterday afternoon. The greater pirt of yesterday's session was occupied by the testimony of Mr IMward Hoc\\ater , who corrected some mlsnta'emeiits that were made by ex-Sergeant Hare In his testimony the day before. Fol lowing this Chairman Sounders Interrogated Mr Rrsewator In detail In regard to the al leged fact that he was more of less responsi ble for the recent dismissals In the police de- pirtment , and his questions were fully and positively answered. Mr Rosewater said that In his testimony before the committee Ha/ei swore that he had been fully and completely exonerated by the Hoard of Fire and Pollcs Commissioners on the charges preferred by Mr. Roscwater of Interfering with the operation of the depart ment by Inducing two young girls. Bertha Relchcnbach and Laura Day , not to go to the Mllford home , where arrangements had been made by the police to send them. COVKRKD BY STRICKLKR. The statement made by Ha e was abso lutely false , and there was nothing to show that the charges had hscn acted on by the board. "At the time the charges were Hied , " continued Mr. Rosawater. "several article * appeared In The Bee In which attention was called to the lncomp ° tonce and dishonesty ol varlo s police oillccn. I was cited to ap pear before the board and produce what facts wcro In my posse'slon. and among these were those relating to the conduct of Haze. Thcso charges were referred to Commlsslonei Strlcklcr , who afterward called on me at my olllce and asked me to give him such affi davits and testimony as I had received fron various parties. At that time I gave hln : several statements , among which W.IB that ol Police Matron Ciimmlngs. Strlckler ther sent for Mrs. Ciimmlngs and she made o statement In my presence In which she sail' that Haze had Induced the Relchcnbach glr not to go to the home at Mllford , and hat : taken ) i r homo with him , agreeing te notify her bisters If she should leave his home. The girl stayed Mlth Ha/e about f week , after which bhe left. Haio did no : report her dcpirture , and the first her rela lives knew of the occurrence was when sin was again arrested In a house of pros Itutlon. ' Laura Day had likewise been Induced bj Haze not to go to the home after her tlcke had been provided She went to live In i block on Sixteenth street , where bhe wai afterward murdered by a lover. At that time Strickler said he would go ti sec the sisters of the Relchenbach girl am other witnesses v.hiso addresses were fur nlshed to him by Mr. Itosev.ater , but fre qucnt Inquiry had Indicated that ho neve BIW them. Ther : were former charges which were not preferred ferred by the witness on which Haze lui been exonerated because the commissioner held that the witnesses were not reputable Three members ot the tmrd had told hln that no action was ever taken on the charge In controversy beyond their reference t Strlckler , and recently he sent a reporter t examine the records of the board , and the sho.vcd no record that any action had bee taken. NO HAND IN NAMING MEN. When he was asked If the rumor was tru that he was behind the recent reorganlzatlo of the police force , Mr. Rosewater state positively that It was not. In fact , he dl not know but two of the men who had bee dismissed. These were Ha/e and Slgwarl Of the men who wcio appointed he kne' only Al Kcysor , who was once on the fore for several yea is. He had understood tha the mayor demanded the dismissal of Ha ? and Slgwart on several occablons on accotni tit n report which they made relative to th number ot prostitutes outside of the bun d'btrict Slgwart had renorted that ther j\ere only two houses of assignation and foil pros'ltutes outside of the proscribed localltj when a more recent Investigation dev elope the fact that there were fifteen houses an more prostitutes outside of the district tha there were lu It. In reply to further questioning , Mr. Ros < Tvater said that he had not known what me were to be dismissed or who were to be aj pointed. He had never made any rccon inundations on the subject more than to sa that the men who were notoriously Incon pctent and who were levying blackmail o houses of prostitution and hobnobbing wit criminals should be dismissed. Ho had fe some time been In favor of a reorganl/atio pf the force , but had not singled out the mete to be dismissed. The committee attempted to score n poll by asking Mr. Rosewater to express an opli Ion as to the advisability of raising $3 ( among the business men ot the city to add I Chief White's salary. Mr. Resewater state that this proposition was not originated I him , but had been brought out by the Con nicrclal club. Kennard stated In vigorous language that he differed from his colleagues In that he was firmly convinced that the council had no jurisdiction over the Board of Fire and Police Commissioners. More than that , he emphatically refused to agree to ncviral other propositions which Haunders and Gordon wished to advance In the report. The majority had Inserted n clause In which they recommended that the fines an efFed against Mayor Bemls , Com missioners Brown and Denver , Chief White and Sergeants Ormsby and Whalen for al- ged contempt of the committee be dc- ne'ed from their salaries In the pending ap- roprla'lon ' ordinance. Kennard stood pat gainst this proposition alto , and finally as- , ured his colleagues that he hould present n nlnorlty report.
