Co. of this place against a crowd of young
men for destroying property. Some time ago
Burr & Co. were eugaged In borIng au artesian -

On Sunday time crovd the memhers of which

pond. The rope Itself was valued nt about
$50 , and as stated by Burr was utterly

juvenile oratorical contest for a right to
enter the city contest . that takes place
March 22 , occurred. Two sets of encyclo-
paeelas were given as prizes to the highest
marked contestants In the oratorical arid tim-
matc classes. The one In the oratorical was
won easily by Don C. Gould , who spoke on
"Crlm Its Own Detector " by Daniel \Veb-
ster.

by Dorothy Seabroolc. She recited "The Ride

Nebraska Is still hanging In the balance In
the senate , although time vote hy which the
bill was agreed to In the commitee ot the
whole today Indicates that It has just the
necessnr seventeen votes to PaS It anti no
more. The senate gave up several honr to
its discussion , and the debate was by far the
most interesting and animated listened to

Senator Telt opened the debate by saying
that he hoped the substitute oferell by Sen.
ator Watson would fail . lie believed that
the original bill , providing that the execution -
ton of all conlemned ! murderers should lake
place within Limo walls of the state liemmiten-
tary , was a goo one. The state already
has upon Its statute books he said , a law
giving the Jury discretionary powers In fixing
time death penalty. The jury may , If It elects
fix the punishment at hnllrlsonment for life .
Under time law there Is but little danger that
men tried for mlrder will be sentenced to
ecath unless the protecton of society abso-
lulely demanded theIr removal from the
world.
Two years ngD. said Senator Toitt . the
propositon to abolsh capital Ilunlshment
was before the legislature. I was fully dis-
cussed , considered carefully all finally re-
jected. There I no evidence to show that
public sentment has chaugel' during the
past two yars. There Is no popular demand
at the present time for time abolition of capi-
tal ptmnlsimnment

thin , Civilization I a queer arrangement ,
I ts the outgrowth of the necessities of man.

Senalor Akers favored the bill to abolsh
the dealh penal ) He claimed that hundreds
and thousands of men were hanged every
year who were Innoenl of murder. He
would rather that all murderers shoull be
confined In prison for life , with no hope of
reprieve , than that a single Innoccnt man
shoull pay the death penalty. I
Senator Sloan made an elaborate ant telling -
Ing argument against the bill . He pointed
to time fact that but four states In the minion
had abolished the death penalty , whie forty ,
after the experIence or scores of years had
retained it. For the crime of deliberate
murler the inflIction of the death penaly was
the only adequate punishment.
After the noon recess Senator Hichcock
re 1met the debate by speaking In favor 01
the bill . making the point that even I I
were granted that a murderer Is not fit to
live , he Is not fit to die.
Senator Campbell opposed the bill and took
issue with the statement that If a murderer
Is not fit to live he ts not fit to die He
claimed that as long as a criminal had no
fear of death ho would remain In life har-
dene1 to all thoughts of repentance. 'I I
Senator Cnltwel said that ' hI had been '
opposed to capital punishment for nearly a' '
quarter of A eetnry , but the bill under con-
sderaton ! Invoh'e many features that were
not understood. He was therefore opposed
to the bill.
Senator Crane favored the bill In a brIer
argument. Senator Sprecher was friendly to
the bill. The debate was clod by Senators
Watson and Teft speakIng for and against
the bilL

A motion to adopt 'Vatson's bill a a sub-
sUuto for the original bill was adopled.
The committee rose with the recommendation
that the bill do pass , the vote standing 17 to
14. The senate adopted the report.
The opponents of the bill claim that a
careful poll of the senate shows that there
are not seventeen senators who wIll vote to
enact It Into a law. On the other hand , the
frIends of the measure claim that their can-

for the Insane so far during the day Is
$9,175 above the appropriation for 1893. The
amount given the Lincoln asylum In 1893 was
$122.300. Time amount rccolmmelllel' today

leave the net total decrease so far as the

Buildings was next on time list. The bien-
alum expenses for 1893 were $18,160. The
bill provIded for $20.350 , an Increase of
2200. The committee of the whole struck
a snag on a $9.000 allowance on outstanding
claims , and debated the same at length. 1
was contended that all this amount might
possibly have been covered by claims already
allowed by the committee on claims. The
"outstandlng" claims portion was stricken
out by amendment and the $9,000 reeuced to
$8,000. The bill was recommended to carry
$19.350 , an Increase or $1,200 over 1893.
For the Board of Educational Lands and
Funds the bill provided $6,000 for school
land expenses. Durs of Lancaster wanted
to increase the amount to $18,000. and Harrison -
risen sale that a reappraisement would be
money In the state treasury. This section
was , imawever passed for the time being.
The Hoard of Purchase and Supplies was
gIven by the bill $500 , ant , It was allowed by
the coummmittee. Miles wanted to give the State
Board of Healh $600 for postage . Nothing
was sale about this In the bill. The umount
fixed was $200.
The biennium appropriation for the supreme -
promo commit for 1893 was $17.705. Time new
