This Is the Ileath list sO far as known rrom
today's river dlsuster , In which the inagnill-
cent New Orleans steamer longfelow was
crushed on a bridge Iller ) and sunk In less
than five minutes. Unfortunately the ( com- '
Illete list may never be lown. All the rec- '
onll oC the steamer were lost with I , and
10 passenger U ! Is ever ashore. 1.01 hours
there were rumor oC the loss of an Invald

by a female physician , but the constant asser-
ton of the ofcers oC the steamer that aU the
passengers \ \ ere rescued except 'Ir. Aidridge

was no Panic or wild rushing for safety led to
the hope that the rumor was groundless.
Late In the aferoon , II a portion oC the

The accident was one oC peculiar horror
I was daylight , the tog had disappeared , the
7 great atearner fearful oC the peril oC passing
the bridge piers , hat been given the assist-
ance of the powerful to\\ boat Hercules Car-
roll. When almost upon the pier the Pilot
round himself confronted wIth an alarming
condition. The Iloworful cross currents.
which no human foresight could have located
caught the steamer like a toy and turned
the how away iCom the course he hat given
I. At the same time the smoke from the (
- lowered chimneys which had bee let down
to allow the boat to pass under the bridges ,
was wholly obscuring his vIsion.
TIle Hercules Carroll's pilot being
located almost behind the great steamer , was
also unable to see the hoat's positIon , and
10le 1eely It was not strong enough to turn
Its course against the treacherous current
And fO the fated Longfellow was carried like
a helpless thing against the pier and crushed
Into a wreck. So quick was the work of do-
strcton that In fIve minutes nol a vsUge
or the great steamer was visible except bits
of wreckage floating on the river The car-

I I i feared , however , that the proposet In-
vestaton comes too late In the session to
produce practcal results . 'he senate ( has but
fourteen working days and trio house eleven.
But little mOle can be fccomplshed tn this
tme ( lien I surface Investigation.
Two years ago the senate appolnteJ n com-
mlteo to investigate charges ef cxtreme
cruelty upon lie ( part of attaches of the ( pen-
ientary toward the convicts The resolu-
ton was offered by Senator g. : I. Carroll ct
Hebron , and was called out by the death of
a convict named 10el. In its report the
commitee said among other things , that :
CQNDEINED TWO YEAHS AGO.
The Inmlshment li vogue In the Nebraska
penitentary for mnny years hns heen In-
human harbarous nnd cruel In Ilny crises .
\\'e fInd especially that the sYllem of punIshing -
Ishing convicts hy handcufllH their hUIII

necks whIch rope Is connected with lie
huandcuuIs . and drawn tight In order to lift
and support their hands . Is one that Ihould
not be tolerated In this enl htene.1 ( age . erIn .
In a civilized communlt . arid that such
punlhment Is one whIch Is likely at niuy
( line to be the iiutlirect cause of the ) death oC
the convict undergoing It <
Your commitee believes from the
evltence that the death or Convict Powell
was the direct and 1II0xlmnte result of the
cruel him and Inhman punishment InflIcted upon .
Your committee finds from the evidence
that Ilstance ' oC Ilexcusable cruelty upon
the part of guards , cell-house leeepcrs unit
other employps have been far too frequent.
Your committee finds that the system oc
contract labor Is demoralizing to the dis-
ciplne of the Instiuton ( and should be done
away with nt lie earliest possible moment.
The prlaonPts soon realize that they arc
nol working for the stnte or Nebraska and
that every moment of heir labor yields a
reward to u contractor with whom they
have no sympathY , and . they soon .1egln to
. bE.ilck In their work , which results In a
report t6 the warden and the consequent
punishment of the offending convict.
I'unishument inflicted for that reason only
simply cause " the convict to become soured
gloomy and dispirited : and al long as the
contrct ( system is t permitted to prevail the
discipline 'of the prison will he far below
dlsclpln
the standard which should exist
These extracts are quoted to show that
nothing has been done to put a stop to the
cruel practices ot the state penitentiary au <
to show the drift oC the present investigation.
I may be assumed with tolerable accuracy
that the senate Investigating comllt o will
nualce lie same complaint In regard to the
contract sy tem now tn vogue In this slate.
This much has practically been agreed upon
In al\vanee. \
