ThIs resolution was being quietly considered -
ered by the board , and It was about to proceed .

Bemis chanced to Inquire for what reason In

the milk Inspector had been raised $15. Milk
Inspector Druner said that ho had never
asked for an Increase , but did not serIously

He wanted to know how It came that the
council acquired the right to have anything
to say as to what inspectors should be en.-

suggested that at any rate the council could
refuse to allow the bills of the board If It

opinion to that of Thomas , while
the mayer took a piece of the same. Ken-
nard was a minority of 1 , but he main-
tamed ( his position. Commissioner Savie
said that he would never vote to raIse the

whese services were worth those of three
inspectors was left with the same salary ns I

MAYOR MAKES A DISCOVERY.
At this juncture Mayor Demls discovered
that his prerogatives were also being tampered -

hnd always enjoyed the privilege of saying
who should be acting city physician In such
a case and son found the provIsion In the

that he guessed the board was competent to
decIde what salaries should be paid In its own
bailiwick and incidentally presented a resolu-
ton whIch provled that S. D. Smith should
be one of the sanitary Inspectors under the
new arrangement and that the commissioner
should have the prIvilege of selecting hIs
own clark. ThIs was sidetracked and finally
withdrawn until some course of acton was
