The irrigation bi being under consider-
aton Akers made a prelIminary statement
as to its Importnnce. Ho said that ho had
been a practcnl Irrigaton 1st for the past
eleven years and without boastng ho be-
10vel that he had given the subject oC prac-
lcal irrigation more careful and conscien-
tous study than any cther man In the state
or Nebraska. One year ago he had been
appointed one of a committee or
three to draft an irrIgatIon 'law.
In droWns that law ho had carefully
considered every statute and irrigation law
before drafting the bill. He had mId the
proceedings of every state and national Irri-
gaton convention to ascertjn ! the nature or
the law demanded. The bill under conIdera-
ton Is the result of the study and condldera-j
tion. I Is the .cream of the Irrigation laws of
California , Colorado arid Wyoming , which .

to tim state irrigation convention at Kearney

After recess the consideraton of the Irri-
gaton hill was immediately resumed. But
tow amendmmts were offered and the bill
was read with but few interruptions.
After the reading had been finished Stew-
art made an erort to strike out the pro-
visions relating to the employment of the'
under secretaries authorized by the act , but
did not succeed. The committee then arose
and recommended that the bill be passed.
Immediately after the senate again went ,

senate' file No. 181 , an act enabling counties
tn the state of Nebraska to Issue bonds tt
construct' and operate canals for Irrigation ,
navigation , water power and other purposes ,
amid ' the F'neralng of electric and other'
power , and transmitting the same for light ,
heat , power and other purposes.
This Is the bill known as the Omaha canal
. bill and was drawn for the purpose of en-
ablng Douglas county to construct and
, that enterprise. 'The bill '

Just before adjournment a number of new

work In Lincoln county are not at hand. The
North Plate canal In this county reports
40,000 acres under dich and 12,000 acres
actually Irrigated. The Menataro canal re-
ports 7,000 acres under ditch and 4,000 acres
actually Irrigated. Figures compiled by' I. A.
Fort or . North Plate show that In Lincoln
county a total of , sixty-eight miles of diches
were already completed and 135 mIles un- :
del construction tn 1891. Ho estimates the' '
total number of acres In Lincoln , county
capable or being IrrIgated by canals fed by' '

Under the operation of the II\v already
passed by the senate the Owners of any
given townhlp or part of a township may , by
authority of the Board or County Commissioners -
sioners , form an Irrigation distrIct , to be
' governed by a board of directors , who shall
'be elected by a vote oC the people In the
district under the regular election laws of the
state. This board of directors Is given the
right to acquire either by purchase or con-
demnnation all lands , waters and other prop-
erty necessary for the , constructon and main-
tenance 'of canals , storage basins ditches ,
etc. Bonds may be Issued by a vote ot the
people living In the irrigation district , and
these bonds shall be paid from assessments
upon the property of the district. In the same
manner that precinct and county bonds arc
paid under time law
The bill under consideration today h
elaborate In Its provisions , but easily com-
prehended. I Is Intended as a complement
to the one already passed by the senate both
being deemed of Importance to the irrigation
Interests of tire state. The bill divides the :
state Into two water dlvIsiomrs to be known
as No. 1 and 2 , respectIvely.
DETAILS OP TIlE NEW BrLL.
Water division No 1 shall consist of all
the irrigable lands of tire state drained
by the Platte river , and their tributaries lying
west of the mouths of the' Loup river , and
also all other lands lying south Qf the Plate
and South Plate rIvers that may bo watered
from , other superficial or subterranean
streams' .nQt tributary to the Platte.
Water division No. 2 Is to consist of all

Irrlgable lands Ullt may bo watered from
the Loup Whl , Niobrara and Elthorn
rivers and their tributaries and all other
