assembly's height of prosperity the society

Abut a month ago John Wlcmeyer of
Griswold Cass county was brought In by
United States officers and deposited In the
county jail . charged wih bootlegging , Since
that time he has impressed < himself on his
follow prisoners as a man Whose upper story
was a little weal , amid they . wIth one ac-
cord christened him "Bughouse. " Sunday
afternoon while the Salvation army was bom-
barding the walls of the ( county jai with
songs \\elmeyer became Insane In good earn-
est. lie crawled on his stomach about the
corrIdor like I snake , and went through numerous -
merous contortions. During the night be be-
came violent and howled all night beating
his shoes against the bars , ca1ng for help ,
and making himself generaly obnoxious.
Some of his fellow prisoners tried to calm
him down but. ono of them was severely
bitten by the supposed maniac. lIe was put
In n straight jacket , but his tremendous
strength enable him to ( tear the straightjacket -
jacket off.
He also tore his clothing In shreds. When
morning came he was bound wllh strops , and
the commissioners of insanity were called In.
Dr. Thionias after an examination stated
that he was unable to detect any rise of tem-
pcrature or quickening of the pulse such lS
Is always noticed In cases of that sort . and
he cave I lS his opinion that Wlemeyer pre-
ferred the Insane asylum to the county jai ,
and was taking that way to get there. The
commissioners ordered that ho be kept In the
jai over night and I necessary . that a
hypodermic Injection be given to keep him

There seems to be a good prospect that
Colonel F. C. Reed czar of lanawa , will join
hands with the MinisterIal association of
Council Bluffs In the effort to give the public
of this neck 0' the woods another Chautauqua ,
assemhly. For some time past negotatons 1
have been pending between them and the
ministers assert that they now have the mat-
ter , fixed sa that all that Is needed Is Colonel
Heed's agreement to certain conditions to
Insure on assembly on the banks of raging
Monawa next summer ald this agreement
they have great hopes of getting. According
to the proposition which the association has
made Colonel Reed ho Is to build on amphi-
theater on the lake ! front pay the lecturers I
anti have whatever he can make out ot it. I
The ministers are to have ful charge of the '
program and see that the genial colonel does ,
not run In any song and dance artists at time
6 o'clock Sunday vesper services. For two
weeks , or such time as may bo agreed upon ,
the ministers will have full swing , but at all
other tmes of tie year Colonel heed will boat
at liberty to use the amphitheater for any pur-
pose he may see fit. A meeting Is to be held
by Colonel Reed and the committee at the
Grand hotel some time this week when some
defInite decision Is looked for

Wiiam Chapman , charged with thin em-
bezzlement of a load of corn belonging to
Charles Baldwin . a farmer eight mIles south
of Council Bluffs . had a trial before Justice
Cook 'estcrday. He Insisted on having a
jury trial , not being wilting to trust his fate
to ( the hands of the ( court , anti eighteen men
had to be picked U ) on the street to serve
as time jury Panel. Chapman's defense was
that Baldwin owed him semite money and . told
him to sell the , carn and pocket the money
lie did so , anti the prodigal son was not In I
with him as long as that monty lasted.
There was no evidence to corroborate his
claim , and the jury , after being out n few
minutes , returned a verdict of guilty . as
chargell. Time court senlencell him to a term
of thirty days In the county jai , but he gave
notice of an appeal tQ the district curt.

DES MOINES . Jan 28.-Speclal ( Tele-
gram.-Thmo ) supreme court today reversed
time decision of the lower court In the case
of the Capital City Gas Light company
against the city of Des Moines . appellant .
Polk district The action was to recover
damages for violation of contract. An appeal -
peal was taken from a jlllHment for plain-
tilt. The case Is In relation ta throwing cut
or discontinuing of street gas lIghts by the
city and replacing thell hy electric lIghts.
The lower court gave the gas company a
deqree for $8,012. The supreme Court holds
that the city had a right to discontinue gas
tights In the business district and street
lamps. The only error found Is In regard
to the number of lamps In the business dis-
net cut of or dlsconthmiuetl . and on this
fnding bases Its reversal of jUdgment of
time lower court.

Mrs. John Doomer , a highly respected lady
of this city , was found dead In her bed this
mornln . The deceased was 69 years old ,
ali had been In delicate health for some
months past but attended to her usual house-
hold duties yesterday. The cause of her
death Is supposed to be heart trouble. She
leaves a husband , five sons and three
