COST OF FEEDING THE POOR.
County . Comltssioler Illka Some Estt-
& 11.S1011 'hls 1.ln"
The charity worlc oC the county Is assumIng -
Ing big proportions this winter and the
count officials are beginning to fear that tIm
county will become bankrupt rt time great
demand for assistance continues. Moro pea-
pIe are flockIng In every lay for provisions
and fuel , amid tile question threatens to be-
come 1 very serious one before the winter Is
OYer. At the present time the county I
giving moro or less alI ! to 'over 7.000 persons
and It Is 1hought that the enl Is not yet.
During tile month ot December 667 tons ot
coal were distributed In half and quarter ton
lots. Time cost oC the fuel Inclullng the
est ot delivery . has been $1S02,10. . This Is
under the new system by which the commissioners -
sioners buy Iho coal themselves In calloM
lots anti hire men ant ! teams to deliver It.
Last year cal ; was bought by contract and
cost over U ( eI ton . whie under the now
system the cost Is about $3. ' By thin change
In the methO oC buying $810.66 was saved
the county In one mwitlm . But 11cple this
raving limo coal bill oC last December Is con-
alderably greater than that for the corresponding -
spending month of the year preceding . Dur-
lug the month ot 1)eceniber lS9. thIn cost ' ( Cr
coal was $ ll3Q,5 . although only 273 tons
wore IUed. not much t\er a thIrd oC the
amount consumed hat December The
weather too Is not by any means as rljJr-
OUI as that oC IS9. and this Is the point that
Is troublIng the commissioners . Wlh such
an Increase over 18\ during such pheasant
nut ! mlhl weather they fear that It will
bo hard to provide for the 110cr when the cold
weather sets in . when "he Ilemand for coal
will cJrrespondlngl increase
There Is also a great increase In the cost
ot grocerIes given out during the month ot
Uecember. In December ot 1893 the sum
oC $774.71 was expended for groceries. antI tcr
the same month ot hut year $1.028.31 ,
Further ( hail thnt. n great many \ zlppii-
rants Cor assistance are coming In daiiy . anti
It Is thought that the number will largely
Increase during the coming two months. A
good many factories and works that were
running a year ago are not In operatIon nol ,
and many ot time ellllo'es whl have saved
something out ot their salaries will full hack
on the county whtn their savings are gone
unlna these factories start up again , which la
not thought to beer ) ' likely.
The commlnloner are confident that ninny
Persons who are II'pl'lng tor assistance do
not really miitI ! it . ant the ) are again talking
oC applying the labor test to weed these out.
If I tide la decided upon work will be done on
thl l1roposed Itenblon or South 'fhlrteenlh
street to Fort Crook. The profiles were
drawn for thIs V.tk In lS91. and I W then
estimated that over 350,000 cubic yards ot
dirt would have to be removed A bridge
and two culverts would In all probabIlity
have 10 be put In. The cost ot the work to
the county line was estimated at $85,000.
The commissioners , however , would 10 noth-
Ing until the commissioners ot Sarpy county
agreed to extend the roll thirougli their
county. They did agree to 10 so . but they
have hall some trouble about the right oC
way and nothing has yet been ( clone I
the labor test Is applied the poor wIll be set
to work on this road , The test was used
l8t year , and It cut down the number ot '
applicants for assistance nearly one.hnl.
The cost to the county for the grading ot
roads last year by this system ot day labor
was four or five tunes greater than by con-
tract , but this was much more than offset
by the decrease In the cost ot caring and pro-
viding for the poor. Wlh such success It Is ,
more than probable that the commissioner
will follow the same p 111an this year

HISTORY OF THE'CONCEnN.
The Union Building and Savings associa-
ton tel its articles oC incorporation and
began business July 1. 1890. The objects ot
the association were to afford profitable In-
vestment oC money and encourage and ' assist
its shareholders In the acquisitiOn or real

ness , but a provision was added extending
Its business "Into other states and terri-
tories. " The capital oC the concern was
fixed nt $50,000,000. divided Into shares oC
$100 each said shares to be paid for In
monthly installments oC 68 cents each. or
this amount 8 cents went Into the proft and
expense account. and the balance Into th
loan tund. Prepaid shares were also author-
Izc to be issued In the manner provided for
In the by-laws.
All oC the expense or procuring ! s
and conducting affairs was to be met and
paid out oC the "expense tumid . " which con-
slated oC the membcrshlp fee oC $1 each and
the 8 cents mentioned . A proviso was added

seem to have been conducted to the sati8-

Thin total number oC shareholdera Is un-
known but the receipts or tIme concern
averaged over $3,000 per month , and for a
short period before Its insolvency moro than
double that sum was lalen In monthly. This
would Curnlsh an annual expense account

wi probably be found-that a large share ot
the missing assets have been used UI p In
