I may be urged by a generous public that
there Is a lack oC clerical lorce. The Board
at Transportation comprises eight official
members and I stenographer. They arc five
commissioners and three secretaries , as Col-

ley and George 11. Hastings , commissioners ,
and J. N. Koontz , W. A. Dlworlh and J. \V
Johnson , secretaries. The salaries of these
secretaries amount to $2,000 apiece , that oC
the stenographer $1,200 , with Incidental expenses -
penses at time office amounting to $650 per

seriously ill during time past two weeks , but
the Inquiry natural ) ' arises , what have the
three secretaries , yes , tour , Including Secre-

June that no record at the board's proceedIngs - '
Ing3 arc transcribed ? What would the Board
at Transportation do It suddenly called upon
to make a biennial report to the governor ,
.and why should not such a report be de-

natured crowd , and when they arc gathered
around the council board one feels hike addressing -
dressing them In the language at a Christmas
carol :
"God bless you , merry gentlemen ,
May nothing you dismay. "
But the trouble Is one cannot get into the
council chamber to sing carols or anything
else to them . And when they have evapor-
muted they leave no record at theIr deiibcra- ,
tons behind 'hey are as airy and volatile
as a drop of gasoline In the August sun-

monapoles Is much like the ohargo oC Don
Quixote against the windmills. Like the
historical army at France , they march up
the hill and then march down again-for
$2.000 tier annum apiece. The appropriation
for this board Is $15,050 , but I Is learned
that they will exceed this amount thIs year
by reason ot the expense attending time maxl-

After a fruiless atempt to fix a Imll to
the debate Mr. Springer tool the floor amid
delivered time opening speech In favor oC the
currency hiil. Time great Importance oC the
passIng hour , he said , could not be more
effectively emphaslzel than by referring to
the report oC the complroler of the currency ,
which showed that last year
there were S.OOO.OOO depositors In national
banks havl"g'a' capital stock aggregating !
$1,069,000,000. Their deposits amounted to
$ ,2 OOOOOOO. Mr. Springer declared that (
the committee had given the subject the
most careful conideratioim. I had carefully
examined time recommendations of the president -

called before It some of the ablest Jnanclers

SPRINGER ANSWERS QUESTIONS.
Mr. Springer then ( proceeded to detail al
length the scheme oC the bill , revIewing
1ueh of the ground covered In his report
whIch has already been printed.
Mr. Slcldes , democrat oC New York , Inter-
rupted Mr. Springer to ask him how he
reconciled time second and fifth sections oC
the bill. The second section provided thal
the noteholders should have a first len on
thc assets at the bank Issuing them ; time '
fifth gave the association at banks contrlbutI I
Ing lo the safety fund a first len on the as-
sets.
sets.Mr.

gave the blhoiders the first lel on the "rc-
malnlng asset. .
"Dut the word 'remainIng' Is not In the
fifth section . " said Mr. Slcldes.
" ' 'hatvl ! he the effect or 'the bill , " re-
maciced Mr. Springer.
"It I not law yet , " retorted Mr , Sickles
tenlentauslt , "you must vote Il through
nrst. "
Mr. Springer finally admlled that the
word 'remaining' should have been Incor-
porated In time fIfth section , but said this
was' one at the slight defects at tIme bill that
could be readily corrected.
"In case at panic IC hal the banks In
this proposed system , " Inquired Mr. 1ahon.
republican ot Pennsylvania , "should Cal ,
would the other unIt bo assessed to redeem
the failed banks' notes ? "
"Cerlalnly. "
"That is , the solvent bmks : would be
bankrupted to aid the Insol\ent2"
"There would bo no such result , " replied
Mr. SIJrlnger. . "If nil the banks should fail
under this system the noteholders would be
secure. "
In answer lo an Inquiry bY Mr. Simpson ,
populist of Kansas , Mr. Springer admitted
that time alone could show tIme amount oC
tme
elreulaUon which would be taken out under
any law , but as tar as time retrcment oC
