membership In the Immigrant trafllc agree
ment on the sama basis as other lines In

ment. Accompanying Mr. Towmend's letter
ot withdrawal were letters to secretaries of
all local passenger associations , Mr. Davidson
of the Omaha association having received

was almost an assured fact that this line ol
road would bo. running Into Omaha some
Jtlmc next year. Special Inducements as to
terminal facilities for the new line In this
city and South Omaha have been offered the
company , and the proposed route wll open up
the great lumber , coal and grain markets to
this state. This route will shorten the time
between hero and Duluth to about the same
time now required to reach Chicago and east

The new excess baggage rate which the
Fremont , Slkhorn & Missouri Valley railroad
put Into effect November 1 , followed on No
vember 1G by Bcveral other roads , the
Uurllngton to make It effective December 1 ,
U arousing nil kinds of Indignation among
the traveling men of the state. Since 18S7
there has been no change In the rate on ex
cess baggage , but lately express companies
have been complaining to general passenger
agents that traveling men had been taking
advantage ot their mileage books to ship
fre ght and express matter on the excess
baggage rate and they wanted a stop put to
It. This only applied to short distances ,
but around largo commercial centers like
Omaha It amounted to a considerable loss
to the express companies In a year. They
gave as nn example that a wholesale dealer
could use his traveling mail's mllcago book
and get a box of soap , a box of bananas or
hardware boxed to a dealer living within a
radius of 100 miles for much less cost by
us.tig the excess baggage rate than by payIng -
Ing the regular express charges. So uni
versal was the demand that the railroads de
cided to take action , and a new rate was
agreed upon which met the sanction ot all
roads members of the Western Passenger
association.

only applied to short hauls , less , than 150
miles , and would not affect eastern Jobbers ,
whose traveling men only visit the largo

a position to give a definite answer to the

The jobbers contend that the new rate
would bo a rank discrimination against them
n favor of eastern wholesalers and manu
facturers , and It Is estimated that In Omaha
alone It would make a difference of $50,000
n the traveling expenses of the wholesalers.
There la to ba a meeting In Chicago today
ot the leading jobbers and members of the
Passenger Agents' association , looking toward
a rescinding of the order. A meeting of the
ccal Jobbers was held yesterday , and the
resolution was denounced as being unjust.
The Rock Island , It was learned , had given
jtloe that It would not put the new sched
ule or excess baggage rates In effect , for the
reason that several lines , members and nonmembers -
members of the Western Passnger associa
tion , were paying no attention to the > agree
ment. It would consequently return to the
old rates In effect before November 1 , to
protect Its business. This knocks the agree
ment Into a cccked hat , both the Missouri
Pacific and Itoclc Island withdrawing from
he Western Passenger association , making
t Impossible to put the new rates In force.

CHICAGO , Nov. ID The Western Pns-
senger association , ns It has existed up to
the present time , was practically wiped out
of existence today , when the nock Island ,
Alton and the Missouri Pacific gave notlco
of withdrawal from the association. The
Passenger association has for some tlmo been
u n very bad way , and there has been much
llssatlsfactlon on the part of the members
with the agreement under which they wcto
icld together. The collnpso has been looked
'or as likely to come at almost any tlmQ , and
.ho present dlfllculty will without doubt result
In the reorganization of the association on
new lines and with some of the features
which have proved objectionable eliminated.
The reason given by the flock Island for Its
withdrawal Is that under the association
agreement It has found Itself unable to meet
he competition of strong outside lines , which ,
jelng out ot the association , were so enabled
LO manipulate their rates as to take much
business away from the Hock Island. The
reasons given by the Missouri Pacific and
Alton nre similar. All the roads which have
pulled out of the association have signified
their Intention of remaining In the emigrant
agreement , and that will go on as hereto
fore. The lines which still remain In the
association , realizing that It Is useless for
them to carry on the association with so
many powerful lines on the outside , have
asked Chairman Caldwell to call a meeting
ot nil the association lines for next Monday ,
and at this meeting methods will bo con
sidered for the reorganization of the asso
ciation. The meeting Will be attended by
nil the lines which have Just withdrawn and
by several of those on the outside as well.

nnd so Informed Mr. AlcNelll. Mr. Lomnx
went on to hold n. conference with Mr.
McNelll nnd laid the foundation for the
receivers , who completed their labors on
Saturday , .the present agreement being 27
per cent , Instead of > ' / & per cent , demanded
by the Orf-Ron llnllwny and Navigation
company , The blanket division Is a new
thing In the railroad world , and applies In
this CHHe to nil basinets went of the Mis-
uaurl river which In Riven the Navigation
company at Huntlngton. An agreement
was made some time ago on freight rate
divisions , so the present agreement re
moves all controversy , and we are together
suriiln , which Is very pleasant utter all
that has been suld. "

who la chairman of the joint committee ot
the two houses of congress on the personnel
of the navy , Is making an effort to Ret the
committee hero at an cany date for the pur
pose of getting n bill In shape to be pre
sented at the beginning of the next scssslon
If possible , which will solve the problem of
navy reorganization. This question waa
under consideration by the joint committee
during a great deal of the timeof the last
session , and a largo mass of testimony given
by experts was takun , but It would appear
that very little progress was made toward
securing the legislation desired. The com
mittee went so far In Its work that to dis
cover the task which has been set Is a very
dinicult one , nnd still a task which It la
very necessary should be performed. Tha
navy Is at present suffering from a surfeit of
ofllcera , and Senator llntler's commission ex
pected to find a way to weed out the surplus
without doing Injustice. The tendency ot a
navy organized on the plan of ours Is to
grow topheavy at all times , nnd this ten
dency was accelerated by the largo number ot
cadets which entered the national academy
during the war. The officers who were thus
created have proved too numerous for times
of peace , and the time Is now at hand whan ,
as they are reaching the higher ranks , the
glut Is beginning to bo seriously felt. During
the long session of the present congress Secretary -
rotary Herbert went before the committee
and submitted hU Ideas by giving his tes
timony , and also embodied them In a bill , but
the committee does not appear to have been
pleased ulth all the features of the bill , and
consequently failed to report It to the full
committee or to cither house. Hcprescnta-
tlvo Mycr , who Is a member of the joint
committee , Is also the author of a bill of
somewhat comprehensive terms , but It does
not seem to have received the approval of
the other members of the committee. This
disposition now appears to lean toward a
bill Introduced by Representative. Catchlngs ,
the distinctive feature of which Is the cre
ation of a reserve list. This bill provides for
an actlvo list of sixteen rear admirals , sixty
captains , 100 commanders , 250 lieutenants ,
seventy-five lieutenants of the junior grade ,
and a sufficient number of ensigns. The pro
vision regarding the proposed reserve list
renders the change to It In a manner vol
untary , but at the same tlmo holds out so
many Inducements and provides for bringing
such pressure to bear , that It Is believed by
the friends ot the measure that It would
prove effective In reducing the force to a
reasonable dimension. It Is stated as going
to show the evil of permitting the present
system to continue In effect that the time will
soon como under It where there will be 106
