Charles F. Clinic , postmaster of Atlantic , editor ot the Atlantic Telegraph nnd leader nmonft the democrats of the district , has been indeavoilng to stir up a muss by having a democratic convention called for the purpose of placing In nomina tion a democratic candidate for congress. He has been corresponding with the democrats all o\er the district , and what the end will be ct Is hard to determine , Chase claims that there Is no democratic candidate In nomination , and he cannot tec the reason for this being thus , Just at Ihe tlin ° , of all others , when nil democrats ought to be proud of their democracy , Neverthe less , he has been unable to make a good ntany democrat ? look at the matter In the same light Mlth himself , for they are not so sure about the credit tlmt attaches to slmon pure democracy , People of that stanlp to whom he has addressed himself have Klvcn him the cold shoulder , but there nra others , scattered all over the district , In spile ot the party o'rgan published In this ctly , who sympathize with Chase's move ment , and are doing nil In their power to help him. The time lias not yet gone by tor nominations to bs made , nnd there Is some probability that the next few weeks will see a democratic convention called to supply the deficiency In candidate1 ! . At a meeting of the Montgomery county demo cratic central commmlttee , held last week at lied Oak , a resolution -vvas adopted asking Postmaster Chase to tender his resignation as a member ot the state committee. Some quiet but energetic work Is being done bj- the local candidates preparatory to the two county conventions to be held th s week. Most of the fighting on the demo cratic side Is over the offices ot clerk and county itl rney. For the latter offlce two candidates nre prominently mentioned , Judge E. B. Aylesworth and Herman Sclmrz. The latter Is supported by the faction hcndsd by William Henry Kncpher and other well known demecratlc statesmen , and , It Is said , has the support of the party organ. Judge A.vlesnorth , on the other hand , has the sup port of most of the respectable element. It Is a questl-n of a good deal of uncertainty wh ch of the two elements ot the party will ccmo out on top. The fight for the nomination for the clerk ship is betw wi J. M. F nlon and L. Zur- mnehlen , Jr. Each of these la a democrat In whom Is considerable guile , and as a vast amount of work en the q. t. has been done by each in the last few wr > eks. ( Special Tele gram. ) At the adjourned hcar.ng before the railway commissioners today , tticro were about 175 delegates fr'in the State Jobbers and Shippers association and the railways were liberally represented by prominent officials. Hon. Frank T , Campbell occupied the entire morning session with a presenta tion of the shippers' side ot the case , ma'n- talnlng that the rstcs should not be In creased , He said that when the present rates were put In , the commissioners were obliged to act partly frcm conjecture , but now they had experience upon which to base their decision. In 1SS8 the enactment of the Interstate commercp law had left the railroad rate situation such that the slates were obliged to change their pulley In regard to local rates. Tin Iowa legislature Impose 1 upon the ccmmUaUners the duty of fixing a schedule of rates. The board was then In the dark as to tlie actual rates , but on the testimony of the railroad officials and others based the new schedule , not on the published schedules , but on the rates actually In % oguc. The new rntaa luuo been vindicated first bj' the court and tecondly by exper once as to revenues , tonnage und prcs > peilty cf the rail roads and the people , and the plea for a reduction is not now made on the ground that the present rates are not remunerative , but for the reason that they are alleged to bo too low , as compared with the alleged , but not real , standards In other states. The railroads are not represented hero by the men who could inform the board as to the effect of the rates upon earnings , but by ofllcijls In other depsrtrients , who are unable to furnish these facts. Now , other states are no standard for loua en rates , nny more than en morals. It Is sufficient thut Iowa has fixed n'tes which are remunerative and generously so There has bun no railroad dcmaral.zatlon and no bankruptcy In Iowa mulct these rates. The roadt are making so much that when required to show their earnings In aider to Justify reduced tniln icrvico or for uny oilier reason , the roads have withdrawn petitions rather than show their hands. The roads are paying large dividends , excessive Interest and piling up millions cf surplus. Willie the people ef Iowa are losing money on their business , the rail roads arc asking an average advance of 322-5 pr cent en the first four classes tf freight. It Is an untimely request. It will destroy Iowa Industries , old and new. Thousands of Iowa citizens are sending In remonstrance * against the change , both badly timed , because of the financial depression and unjust and unnecessary on general grounds. At this afternoon's session the following gentlemen made arguments against nny raise In rates : W. L. Roach of Musratlne , repre senting the lumber Interests ; P. W. Smith of Davenport. N. W.
