According to the dispatch an brought by
the Tohlo Marti , which left Vladlvostock on
July 2 , a portion of the army was preparing
to sal ) for Coron , while at the port thcro
are seven men-of-war on transport. Itumors
were current among the foreigners thcro
that Japan and China had already com
menced hostilities , though the Japanese dis
credited It. The Ilusslans were said to bo
advocating an alliance with Japan. At Oen-
san there were neither Japanese nor Chinese
troops , and none of the Chlneso residents
were making preparations to leave.
Japanese papers publish a telegram from
Seoul , dated July 27 , stating that the Japan
ese minister urged the Corcan government
to drive the Chinese soldiers from Yushan
by force If It really wished to demonstrate
that It was an Independent state. If Corea
did not drlvo the Chinese from Its borders
then It had deceived Japan In declaring
Itself an Independent state. The Japanese
minister had pressed the peninsular govern
ment to abrogate the existing treaties be
tween Corea and China. Kverythlnu was
then In a very critical condition.
The father of the present sovereign Is
HUely to succeed to power again. A meeting
of the Corean cabinet was held In the pres
ence of the king and passed a resolution ap
plying fortho assistance oC China. The fol
lowing three proposals were made by the
Japanese minister to the Corean government :
To accept the advice of Japan , to abandon
the dispatch of an ambassador to China
annually , and to drlvo the Chlneso soldiers
from Yashan.
THUBK STORIHS OF ONE FIGHT.
Subsequently the Japanese minister at
Seoul sent the following telegram to his
government : "Tho Corean government re
fused to accept the proposals of the Japanese
government , and It does not appear likely
that It will reconsider the matter. It Is un
avoidably necessary to make fresh resolu
tions , nnd thorough preparations have now
b'en made. "
The Corean government requested the
Japanese minister to withdraw the Japanese
troops from the country , ami also the pro
posals made by the Jnpanc.se government
to the Corean government on the ground that
It Corea adopted Japan's proposals , other
powers would dispatch forces to the kingdom
and make similar demands , thereby em
barrassing as well as forcing the Corean
government to do their bidding. Corea
would make the various Internal reforms only
after the departure of the Japanese troops
from Corea. Corea was undoubtedly Insti
gated by China In this course.
The Japan Gazette of July 21 gives the fol
lowing details of the skirmish near the
palace at Seoul : Yesterday morning there
was a skirmish between Japanese and Corean
troops outside the royal palace at 8 o'clock ,
and the Corean troops offering resistance
thcro was a light for twenty minutes , after
which the Coreans were dispersed and nfty
arms fell Into the hands of the Japanese
troops.
Another account says : To Mr. OtorPs
second demand the Corean government re
turned an Insolent reply , and the castle
showed signs of great disturbance. The min
ister placed himself under escort of Japanese
troops , and was going to the royal palace ,
when the Corean troops fired at him. The
Japanese troops responded , and the flght was
over In twenty minutes and the minister
went to the palace.
Still another version Is as follows : The
Corean government having given a most
Insolent reply to the minister's demand , the
minister saw the futility of any longer ne
gotiating with the Corean ofllclals and In
tended to go to the palace to communicate
directly with the king. Before this the king
resolved to call to his aid his father , Tai-In-
Kun , and seek his counsel on the present
lamentable condition ot the country. On this
being communicated to the king's father ,
the latter hesitated as he feared that the
Din family would on hearing of this pre
vent him by violence from going to the
palace. The king was at length obliged to
ask the Japanese minister for an escort of
Japanese troops when Tal-In-Kun should
come to the palace. Mr. Otorl sent an escort
to Tal-In-Kun , and at 8 o'clock Corean
troops under the Uln family's Instruction
flred at the Japanese troops , who flred back.
The flght lasted about twenty minutes. Tal-
In-Kun went to the castle In safety with Mr.
Otorl. They had an audience with the king ,
who baclKd the minister In connection with
his demands , and assured him that he had no
Intention of rejecting them.
KINO'S FATHER MADE KING.
Tal-In-Kun was appointed the head ot the
government. Ho will remain at present In
the palace. The IIn ) family , which Is at
the bottom of the present trouble through Its
selfish ambition , will lose Its power , as Tal-
In-Kun Is known to be Its enemy.
From Shanghai It la learned that the Klang
Lan gunpowder mills are at work night and
day making powder. It Is stated that they
are turning out over 1,000 pounds of tliln cx-
ploalvo dally , and the government In urging
them to make an much ax possible. Orders
sent to Japan for coal cannot be executed
while the Chinese government has requested
the whole supply from the Kclung mines.
A Vladlvostock telegram announces that
preparations are being made for the dispatch
to Corea of three reglmentn of Infantry and
< i corps of engineers and yevcn wjr ships
from Vladlvostock , but It Is not known
whether they are for the protection ot Rus
sians In Corea.
At the meeting of foreign ministers on
July 1C , at Jlnsen , the proposal to make
Jlnsen neutral watt rejected. Thn Chinese
resident Yuan Sle Kal was excluded from
this meeting , as In the foreign ministers'
opinion he had not the iiuallflcatlons of un
accredited minister.
The Kokumlnen correspondent sent the
following conclusion on the feelings of Core
ans : The majority of the Coreans are sat-
Ufled with being dependent on Chliu. The
Coreans believe that Japan and Corea can
not act In conjunction , but deny that Japan
Is friendly to Corea. They prefer being half
or wholly dependent upon another nation to

with pistols last evening Scnor Jose Verns-
tcgul , chief of the government stamp de
partment , was killed by Francisco Romero , a
well known congressman. The seconds ot
the dead man were Apollnalo Costlllo. presi
dent of the Mexican senate and editor of Kl
Partldo Liberal , and Ramon 1'rlcla , a con
gressman and editor of Kl Universal. Tbo
seconds of Senor Romero wore Senor Ilar-
role , a Spaniard. General I.unnrlo Currlllo ,
ex-governor of Chihuahua and a member of
the senate. The duel was the result of a
quarrel over a woman. On the first Ore Ver-
astcgul fell with a ball through the heart , and
the body was taken to the pollco station.
