CHICAGO , Feb. 27. Wheat recovered Its
tmllhdi tone today nnd scored % o advance.
Kalr buying , on reported decrease In the
Kngllsh visible supply nnd heller clearances
caused the advance. A llttlo Belling near
the close caused n slight rcacllon , hut May
closed only % c from Iho lop. Corn , oats
nnd provisions were firm , hut dull. The
gain In corn Is Uo and In oats nhout the
name. May pork Is lOc nnd rlhs 7 > ,4c higher
Iard Is without change compared with yes-
terdny'H close.
Wheat In the first few minutes of the scs-
Blori was extremely unkind ( o the shorts.
Yesterday they put wheat to the other parly
at 59c to C3' ' , < .o nnd before twenty minutes
of lod.iy's session had passed they were
paying GO-ftc to get it hack. The principal
reaaon for the advance was the revelation
mode by the returns of Iho small quantity
of wheat and Hour put ulloat lasl week from
the other coiinlrlcs , exclusive of the
Vnlled Stales and Canada , which export Ihc
commodities. Including these three great
bogles of Iho American wheat Irado. Ar-
Konllno , Htipsla and Indln , Ihe total of the
week's contributions to the requirements of
the Importing countries was only 2,080 bu.
To this amount India contributed nothing.
The Chicago receipts were -12 cars ; Minneap
olis reported 119 curs und Duluth 170 cars.

The Liverpool market was quoted easy
nt unchanged prices and the French country
markets ( Inner. The Kngllsh visible supply
was calculated to have decreased 1,2D,000 ( !
bu. last week. The Atlantic clearances , us
the figures en mo lo hand , were giving
promise of a liberal total nnd with that
further encouragement , the prlco of May
wheat rose to G04c ! , or from 9ic to % c nd-
vance over the opening quotation of today
nnd the closing figures of the previous day.
The export clearances of wheat ami Hour
from the four principal Atlantic ports and
Now Orleans amounted to about 420,000 bu.
Closing cables were without any marked
change. The northwestern markets w ro
strong and reported an urgent demand for
cash wheat. Now York had to be propped
up by Iho weslcrn markcls or 11 would ap
parently have tumbled to the ground. The
market hero was very sensitive nnd nervous ,
with many sudden changes within the range
of C0'/4c nnd GDc for May. The bulls were
Inclined to cell out at the higher of those
two prices for a lime , but gained more
courage later when the small breaks we're
seen to bo easily recovered from. After sellIng -
Ing nt C0'4c more than once , thu market
closed with sellers at D9c.
Corn was dull nil day , very llltlo Interest
or activity being displayed nnd operations
confined to room traders within % c range.
A trifle better feeling was developed toward
the close. Opening trades for May wore Vic
lower than yesterday. I'rlces then advanced
% c nnd May closed nt the top.
In oats thcro was a fair trade and a
Bllshtly easier feeling early , but the offerings
were well taken and a firmer feeling devel
oped on Iho strcnglh In wheat , which
carried prices up from Vic lo % c for May ,
the close being nbout at the top. July was
quiet and from > , &c to Uc higher.
Provisions opened lower on larger receipts
of llvo hogs than estimated nnd lower prices
for tomorrow. There was an apparent dis
position on the part of the local crowd to
depress prices , mil good support by a promi
nent broker and a leading packing instilu-
tlon and some covering by shorls not only
provenlcd a break but had the effect of ad
vancing values to yeslcrday's Ilnal figures.
The volume of Iradlng , however , was slight ,
owing lo an absence of offerings. There was
scarcely anything doing during the balance
of Ihe session from the same cause. As a
result prices Improved to n limited extent.
Wheat was firmer , and that helped to sus
tain the market lo Iho close , which was at
oulsUlo figures , except lard. May pork Is lOe
higher. May lard unchanged and Jlay ribs
7'/4c higher.

NEW YORK , Feb. 27. While the volume
of business on the Stock exchange today was
not very large , there was on approach to Im
provement In dealings and an absence of
bear sentiment , which had a healthful effect
upon the market. Among the causes which
led up to this result , the most prominent
was the decision rendered In the United
States court at Chicago regarding the'rall-
road men and the Interstate 'commerce law.
The point made Is that under such a ruling
the Interstate comnierco act Is to bo regarded
as a dead letter , and a conclusion is drawn
that this state of affairs is beneficial to the
railroads. Consequently the shorts were In
a mood to cover today , and their purchases ,
supplemented by buying by the room traders ,
went to make a rising market , which did
not meet with serious antagonism on the
part of the bears. The news from Washing
ton was favorable to the Sugar Interest and
all those shares wore benefited thereby.
It was rumored that a heavy bear operator
was engaged In a covering movement , pre
paratory to leaving town , and this , too ,
helped tie ) bull side of the market. The day
was singularly free from reports calculated
to depress the speculative mind and the gen
eral trend of prices throughout the day was
In the direction of higher figures. At the
opening of business prices were Irregular on
slight changes , but the market quickly took
an upward turn and under the leadership of
Sugar , St. Paul , Burlington and General Elec
tric the general list , with n. few exceptions ,
recorded a material advance. During the
morning occasional reactions occurred In the
general list. The net result of the fluctua
tion was the establishment of higher figures
nnd the market fell Into line with a de
cided strong tone. Prices did not change
materially and at half past 1 o'clock were
firmly held , but at that'hour , under the lead
of Sugar , n fractional reaction occurred. The
depression was of brief duration and during
the last hour the market was strong , closing"
at or near the best of the day , with prices
14@1 % per cent above the closing sales of
Monday. The railway and miscellaneous
bond market was firm during the entire day
and closed strong.
The I'ost says : In Eoma degree , at least ,
today's sharp advance In railroad securities
was duo to Judge Grosscup's decision In the
the United States district court at Chicago.
Railroad men have leaped quickly to the In
ference that such a decision , If confirmed by
the hlghc&t court , would render the Inter
state law to all Intents and purposes Inoper
ative. Coming on top of yesterday's rela
tively good January statements for the In
terior railroads the Incident had rather n
marked Influence on prices. The granger
stocks especially advanced nt once , St. Paul
nnd Ilurllngton moving up n polnta pleco.
The advance In prices continued to the mar
ket's close.

A great deal has been written about the
Influence of oil on waves at sea , and of the
practically useful action of oil In many
cases there Is abundant testimony , says the
Chicago Herald , but llttlo has been heard
of the reason for the results obtained. W. J.
Millar has found , from experiments made In
shallow , broken water on the coast , where
the wind and tldo conflicted , that little or no
advantage can be traced from the use of oil
under such conditions ; that Is to say , the
wave motion being disturbed and under
forces not wholly those of wind action , the
oily film becomes broken up. In deep water ,
however , where the waves may bo consid
ered as wholly formed by the wind , their
forms are more regular , and It Is In such
circumstances that the recorded examples
show to the best effect. These effects sug
gest the real action of the oil. According
to some theories the oil acts as It does
when applied to bearings In machinery ,
and thus thu wind glides nioro easily over
tho' oiled surface than it does over the
water surface. It Is difficult to see , how
ever , that the frlctlonal resistance between
air and oil should bo loss than between air
and water , as the oil IH n less mobllo fluid
than the water. Again , when we consider
the surface tension of fluids , and can often
observe their restraining action on ascend
ing air bubbles or small floating objects In
glasses of water , wo might suppose that by
the addition of the film of oil sulllclent re
sistance was offered to the uprise of the
upper part of the wave , and thus the ten
dency to break would bo restrained , Mr.
Millar comes to the conclusion that the
action of the film , of oil Is ono of Repara
tion. His view lH-that when wo consider
the tendency of jilr to become saturated
with watery vapor duo to evaporation and
of water to retain air by absorption , wo
may readily conceive that the Impact of air
on u watery mirfnco will tend to cause a
commingling at dim surface of air and water ,
which will thus offer pufllclent resistance to
the motion of the > w jd to throw the water
and mixture Into nil nndulatory movement ,
and , therefore , whpn this forward movement
has exceeded thu vpeqd due to the periodic
motion In the wavu Itself , the upper part In
falling forward frptn Uio effects of the push
of air from behind , jihqwH a foaming rush of
broken water ; that Is , the air Incorporated
with the water and the water Itself. Argu
ing on this basis MK Millar sees no dllllculty
In accepting the theory that the film of oil
spread over the surface of thu water effectu
ally prevents the formation of broken water ;
as thu air and water 'uru kept separate the
tendency to mutual absorption at the sur
face Is chocked and thu wind passes along
the oily surface with reduced power of wave
making.

Considering the demoralized condition of
the cattle market last week and the low
prices that prevailed , the frco marketing of
stock BO early this week Is .somewhat sur-

disgusted , had quit hoping for a hotter
market nnd had made up their minds to
unload regardless of prices nnd quit the
