The foreign 'markets were weak and lower
The northwestern receipts were heavy. Mill
iieapolls and Oiiluth reported 333 , cars
compared with flS cars In the corresponding
day last year. The weather was mild will

easier. The opening trades were at a frac
tional lo.-iji and under moderate offerings anil
lack of support Fold down from % c to Vic
moro , rallied a trlllo and closed with May
but Uc from the bottom finureo of the day.
In oats there was a fair trade and an
cas'ur ' feeling , but considering tlio weakness
lu other grains , oats held up well. Prices
only declined from % c to Uc , and closed
i.sc above the bottom figures. The de
crease of stocks of contract oats In store
aided In maintaining prices and tlicro was
llttlo disposition to sell. Provisions
opened easy and slightly lower for pork
and ribs on a decline In prices for live hogs
nt tlio yards , notwithstanding a lighter run
than was anticipated.
The most prominent commission house
then offered the product freely , particularly
l > ark , which resulted In a further decline ,
lard and ribs responding. The volume of
trading was light In the absence of any
support. The break In wheat and corn
also contributed to the weakness , The
decllno continued with the packers selling
anil with nothing to sustain the market ,
a few orders coming In to pell. A mod
erate reaction followed on n llttlo buying
and then the market went all to pieces
on some stop loss orders coming out. Thcro
was a slight recovery Just before the
close with the feeling weak and with last
prices near the bottom. Compared with
lust night. May pork is COc lower ; May
lard IGo lower and May ribs 22'XsO lower.

The Post says ; It was but natural that
the recent halt In rising prices In one quar
ter of the market should bo followed today
by a slow reaction. There was today , however -

list except from short sellers. Many securi
ties were hardly quoted and the closing was
featureless.
Aside from the sales In those stocks
made up alike from realizing offers nnd
from new short stock put out Interest cen
tered today In Chicago Gas. An ordinance
favorable to n competing company has been
passed by the Chicago aldermen and If the
now gas company's promises are bona fldo
the action of the council was entirely proper.
But few people seem to bollovo that the
low price for gas guaranteed by the now
applicants Is fixed In good faith , and Indeed
the chief subject of comment In the market
Is that the Chicago Gas company suffered
the aldermen to escape what may be called
Its own restraining influences. This surprise
Is not unlike that of the sugar speculators ,
who whisper to ono another with amaze
ment and resentment that "not a congress
man was to bo bought on any terms. "

Representative hall was filled this morning
by 400 people assembled to hear the opening
speeches of tlio meeting of the National
Farmers Alliance and Industrial union.
About forty delegates were present.
Governor Lowelllng delivered the address
of welcome in behalf of Kansas and John
F. L. Wllletts for the state alliance.
"Farmer" Dean of Now York and Mann
Page of Richmond , Va. , responded.
A secret session was held this after
noon to bo followed by a public meeting to
night , at which President Loucks will de
liver his annual address.
President Loucks' address began with n
reference to the present financial depression
and ho said that at no period In the nation's
history have there been so many Idle pcoplo
as at the present time. Tariff legislation ,
ho said , was not the cause of the panic-
but money falling.
The speaker was severe In his denuncia
tion of legislation against silver , lie de
clared against a per capita basis for money
and argued for the government ownership
of railways. Ho declared that the govern
ment should not attempt to gain the owner
ship ot all nt once , but begin with the Gulf
& Interstate railroad. Ilo was radical In
his opposition to tlio bond Issue and N.ild
a perpetual bonded Indebtedness Is the ono
sought.
.Paying his respects to the president , ho
said : "I have no words to protest against
the Issue of mora bonds , for there was never
a moro obstinate , merciless autocrat In a
despot's throne than ho who now rules with
