DIRECTOR J11LIARD TALKS
What Ho Lonruod About Railroad Matters
at the New York Mosting.
UNION PACIFIC REORGANIZATION DISCUSSED
Coiircs anil tlio Hoard * tif Dlrcctorn
Aluy Acrtto Upon So in o I'tnu by *
YVIllch : thu Drills of. tlio
Uniiil .Miiy Itu .denied.
Mr. Joseph II. Mlllard , who returned from
Now York Saturday , where ho wont to wt-
tend a meeting of the Union Paclllc board of
dlrcutors , talked pleasantly to a resprosenta-
tlvo ot Tun Bun yesterday about Union
Pacllic affairs.
"Tlie incoting of the directors was called
to take action with reference to the death of
the late Frederick Ij. A mo * and to elect a
successor to fill the vacancy. Appropriate
resolutions were passed nnd Oliver Ames ,
second , was elected to his father's position
in the board. Beyond this there was little
done , as the receivers are the real kings un
der the present condition of affairs. "
Speaking of the efforts being made to
arrive at some plan of organization Mr. Mll
lard remarked that a full meeting of the re
organization committee was held last
Wednesday In Now York , called for the pur
pose of hearing the Individual opinions ot tno
men on the situation. "Tho meeting was
preliminary in Its nature , " said Mr. Millard ,
"and naturally there wore us ninny theories
as there were members present. However ,
I anticipate that within four or six months
the rcorganlmion will bo perfected , .which
is a consummation devoutly to bo wished for.
Of course there will be some members of
congress who will Oppose any scheme of reorganization -
organization , nut with Colonel Brlce uschair-
.nian of the senate committee on railroads and
also a incmbur of the reorganization commit
tee it is natural to presume that some nlan
of scaling the debt will bo devised.
"It wilf bo impossible for the rcmd to
shoulder a weight of nearly R00)0d,000 ! ( ) of'
debt without some hblp from the holders of
*
the 'nlbrgsges , bonds and collateral trust
notes. The covernmeut should wipe out the
mortgage debt entirely , wash off the slate
as it wore , and allotv the bondholders tu ar
range for ila proper care.
"Aid is desired for the Nicaragua cnnal
project from the government , and 1 don't
know but wiint the government should ex
tend the aid , but I would be in favqr of
Riving the aid outright , as should have been
done in the Union Pacific cases. "
"Ilow.long do you imagine the receiver
ship will continue ! "
i "Well , that's mighty hard question to
I answer. Maybe six mouths , maybe two
j years , and , possibly , considerably longer ,
There are so many interests to bo consid
ered that a scheme of reorganization will
necessarily take lots of time for Incubation.
I have faith , however , that some acceptable
method of reorganization will shortly bo
submitted to congress for ratification.1
Talking to a railroad man yesterday
aout ] ) Union Pacific affairs he was emphatic
in his denunciation of ( . 'buries Fraueis
Adamswhom he charged with wrecking the
system. "Tlio Homage received from Adams
rest the Union Pacific millions. The Oregon
Hallway & Navigation company , the Union
Pacific , Denver & Gulf system and the con
tracts with tlio Milwaukee and Rock Inland
were parts of Mr. Adams' theoretical aOmin-
istration of Union Pacilie affairs. Not
only did this Boston litterateur a'nd
scholar agree in the Oregon ( { ail-
way & Navigation company case to
assume all the indebtedness of tfiecompany ,
but he agreedto p.iyii per cent interest ml
the ; Btoclr , n Iq't of'rotten ships cominij.to the
Union Paelllct ns part ot the system. Now
tlio truth of the matter. Is the Union Pacillc
would be enough sight hotter off without
either the Denver & ( ! ulf and ihe Oregon

The law requires that all drusgls.ts who

city has over taken out n permit as yet , and
yesterday morning Officer Mitchell was
detailed to go among all the
druggists in town and inform them
that they must take out their

The will of the oil company made It water
whlto at one' place to meet the demands of
the customer and Headlight at the other for ,
the snno : reasons. They wore simply two
samples of the same , ell , drawn from the
same storage tank probably on the same
day , and delivered by the same built wago'u
within the same hour. Neither should havu.
been sold for any other purposes than hydro- ,
curoon fuel oil. If they were over Inspected'
the inspector could not have been in the

From the foregoing It may bo safely pre
dicted that more than IK ) tier cent of the oils'
sold in the stale today nro deficient and un
safe and do not meet the requirements of
the law. It is. not unlikely , It is morally cer
tain , that the oils now ; in stock among' tlm
mo. chants of Ncbrnsku are llghtcriuid more
deficient tliun the samples tested by Tin : ,

panies to push out the lighter grades of oil
In cold weather , when their ctiaractcr is Jess

and in cold weather heavier oils , especially
