STOCKS AMI 1IIKSUS. .Speculation In Securities Asnln Hctiirni to u Normtl Itnsls. NEW YOKK , Nov. 211. The stock specula tion bus again settled down Into Its accus tomed quiet and orderly procedure. The tariff question , while still nn issue in n very important group of the share list. Is be ginning to bo regarded with a milder sort of agitation. The street is endeavoring to accept the inevitable with resignation. In many quarters there is a subdued feeling of thankfulness that the situation Is no worse. Already there are conjectures as to whether the tariff ! bill will pass in its pres ent shape , and wcro it reasonably certain that thu senate would accept the measure even as it stands , the speculative situation would bo materially strengthened by that assurance. It is the uncertainty that affords Wall street traders opportunities to manipu late stocks and to play upon the fears of timid holders of speculative properties. When the expected event happens its effect is usually of little force upon share values , having been discounted long before , and in the present instance the probability is that when the now tariff is put into effect the properties which are now so badly shaken up by the announcement of its provisions will bo found to have adapted themselves to the new order of things without serious injury. At the opening of business today n pen , orally Hrm tone prevailed and the Mrs quotation ? were higher than yesterday'3 sales. Fulling of any support from the inside Sugar common broke' 2i per cent an d % tie preferred I per cent. When the pres sure to still was removed the common rallied l'a'per cent and the preferred IJi per cent , but the Improvement wus not lusting. On n renewal of the selling move.nent there was n reaction of II1 ; , ' and 2 per cent respectively , followed by a recovery in the llnal dealings of4 \ ) ) er cent on common , the preferred remaining at the bottom figures. Duriiur the early part of the afternoon a distinctly stronger leeling characterized the dealings and 11.e prices rose 2 per cent , the latter in Tobacco. At the delivery hour there was evidence that dealers were anxious to carry smaller lines of stocks after the holidays and others worn taking profits , the result being that in ices receded \ to 1 ? per cent , with Distilling and General Electric in the lead. Toward the close the lisrures began to move upward again and the linal dealings were llrm in tone. Compared wUh'yrsterda.v's closing sales the final prices today show but slight changes outside of the Industrials. Tho.snof 1 per cent and moro down are : Sugar , " % percent ; ijugar preferred , \'j $ per cent ; To bacco common , ! i per cent ; Distilling , ? ( percent ; and Burlington and Manhattan , 1 percent , Advances : Tobacco preferred , a per cent ; tMiicniro (5as , llg per cent ; Now Kngland , 1'4 per cent : I.uad preferred. . per cent ; and North western preferred and Oregon Improvement , 1 per cent. The 1'n.sl Bays : Something of a holiday stillness spread over today's stock market. lOvon In the industrial stocks actlvo manipu lation ceased and there were none of Mon day's or Tuesday's wild fluctuations in the prices. Hut the strencrth of the general market wus once more plainly manifested , not least by tiu ) quick abandonment of one or two cfforta by the traders to depress the level. AVestorn I nion stock was the note- woi'thy point of strength , but there was some noticeable buying In of shdrts In the industrials. HiiRiir certificates began with a two point drop , but recovered promptly. tDistllllng cortillcatcs followed tills movement , while Chicago Gas and ( ieneral Klectric advanced from the first. After the early trading the market lapsed Into total Inactivity. Cirungcr earnings nro an element of the llrst importance. Tlio fig ures from this source litivo boon very re markable. In the Hurllngton AcQulnvy'ii statement last month's percentage of operating ex penses to gross earnings waa fill , against f > 3 In 1WI2. In the St. I'aul October statement the pcrjcntage was filJ4' as against 00. It la only just to say that the knowledge of these fig ures throws a much moro favorable light upon the 'action of the company upon its quartorJy dividend.
