they could. Industries cannot always wait ,

have obligations to moot cannot always wait ,
and for some there has been misfortune.
The speculator * nnd traders wait because
they have no substantial basis for a Judg
ment. The volume of business transacted
increases some because the longer people go
without clothing or food or other necessaries
the more certain their demand is lo revive.
Government Crop reports hitvo not helped
speculation , because they are not lu har
mony with prevailing Judgments.

vited to discuss the feasibility of thu canal
nnd in n tow words said that it meant to
Omaha what St. Anthony Mills meant for
Minneapolis. It solved the iiue.stlon of cheap
power and placed Omaha in a position ulicru
she could compete with any of the eastern
cities as a manufacturing center. Ho was
of the opinion , however , that the council
would not accept iho county's $ r > ih > , OiX ) if It
was conditioned that the city should construct -
struct and maintain n sixteen-foot roadway
ttlong the entire length ol the canal , as such
a roadway would cost more than the amount
of money which the county proposed to give.

lo was to introduce a resolution , ordering
the submission , nnd then adopt it or vote it

Chairman Stenberg said that ho had in
structed Assistant County Attorney Trail p
to prepare such a resolution and that it wan
now in the hands of the clerk. '
The resolution as prepared recites the fact
that the county of Douglas will vote bonds
in the sum of (50(1,000 ( , to bo dated on August
1 , IS'.II , duo twenty years fromdalo and bear
ing interest at the rate of ! ' $ per cent , pay
able scull-annually ; that none , of the pro
ceeds of the bonds shall bo turned over to
the city of Omaha until it is shown that the
sum of $1,000,000 has actually been expended
in the construction of the canal ; that $ TX ( > , -
000 of the # 1.000,000 shall he expended wllhin
six months from August 1 , IS' ) ) ; that the
city shall have exclusive control of the canal
and thu selling nnd leasing of power and that
the title lo the same shall never vest in any
person or privalo corporation.
The condition upon which the county votes
the aid is upon Iho grounds that Tor the
term of ninoty-nino years after the comple
tion of Iho canal the city will furnish to the
county , free of charge , water , liclit and
power tor all the county buildings and Insti
tutions.
A proposition was also submitted
to iho cflcct that the city
shall construct ami maintain n roadway six
teen feet wide and ten feet above the water'
line Iho entire distance of the canal. All
disputes are to bo settled by arbitration ,
with three Judccs of the district court ncting
