Arrtincomcnts About Completed for tha Teller * ' Annual llollilny KxerclscH The members of the committee of the Central Labor union having In charge the duties of completing the arrangements for the celebration of Labor day hold their moot ing Thursday night nnd closed up enough of the gaps to insure the successful carrying out of nn unusually Interesting program. All , or nearly all , of the unions of this city , South Omaha and Council Bluffs will participate , and the merchants of this city will bo invited to mnko n limited trades display , though the committee will reserve the right to reject the application for place in the line of any merchant who may boon- posed to union labor. Those who nro appli cants for place will bo requested to secure a permit from the secretary , and in this con nection It might bo mentioned that the com mittee specially invites nil homo manu facturers to make an exhibit. From what can bo learned it Is more than probable that the parade will bo the largest and finest that has ever been witnessed in this city , as the promoters of the enterprise have been industriously working for several weeks and now have assurances from the unions that there will bo from 10,000 to 15- , 000 persons in line. The neighboring cities and the surround ing towns will bo thoroughly billed with throe-shoot posters , printed in artistic and gaudy colors. , and .tho railroads will make excursion rates from all paints within a dis tance of 100 miles. Several bands of music have been engaged for tlio occasion , and while the exact line of inarch will" riot be known until after the meeting to bo held next Sunday morning , it Is cer tain that it will bo through the principal streets of the city , ter- tninating at the fah- grounds , where three fat steers which have been donated by the Union Stock Yards company of South Omaha will bo roasted by the most experienced cooks. The day at the fair grounds promises to bo one of enjoyment , as a number of fast races and many athletic games have been booked for the occasion. On that day the Douglas county fair will open , and m order to help the Central Labor union the management has mudo a "ft-ccnt rate of admission , nnd agreed to di vide the Rate receipts. On that day all of the exhibits will be in place , nnd instead of being the poorest , it will bo the best day of the big agricultural horse trot and pumpklnc show , During tho.day there will bo spmo bursts of oratory shot off by D. The principal business was the passage of the ordinance empower ing the city treasurer to Invest any surplus moneys In the sinking fund in bonds of the city to the amount of $25,000 and tocovcr the sum Into the sewer maintaining fund. The ordinance ! xvns unanimously passed. The following contracts were approved : Paving Dodge street from Twenty-sixth street to Twenty-seventh nvcntio , Half How ard from Twenty-sixth to Twenty-eighth , Nineteenth from Fnrnam to Douglas , with John Grant ; making sewer connections on streets to bo paved , with Samuel ICatz. The communication from Comptroller Olscn directing attention to nn estimate for the paving of the alloy In block 110 was re ferred to the committee on finance. The contract with E. D. Van Court for paving Military avenue , from Hamilton to Grant , waa submitted , together with a letter from the comptroller stating that the con tractor wns willing to talto bonds In case the City Is unaolo to dispose of thorn. Mr. Wheeler said the certificate of the comptroller was not legal , and ho wanted the contract to go over In order to give the contractor time to comply with the law. Ho said that Van Court should submit a proper bid to the treasurer and the same should bo Ruomittcd by the treasurer to the council , nnd not by the comptroller. Mr. McLcarlo and Mr. Specht thought that there had been sufllclcnt delay , and under the circumstances considered that technicalities should bo overlooked. Mr. Back said that n communication had been submitted by the treasurer from Van Court , In which ho offered to take the bonds , and that the same- was accepted and ap proved by the council. The clerk was sent out after the communication , nnd when ho1 returned it was found that n bid had been submitted by Van Court to the treasurer for Intersection bonds. The contract was then npproved. Ordinances were passed as follows : Levy ing special tax for brick sidewalks con structed ; levying special tax for opening nnd extending Twenty-ninth nvenuo from Farnam to Hnlf Howard jppcnincr a boule vard from Ninth and Bancroft to Hlversldo park ; amending ordinance ordering lights pluced nt crossings on the Bolt Line rail way. Permission wns granted J. B. Smith & Co. to deposit with the city treasurer $13,000 in bonds In lieu of the 15 per cent reserve on contracts now held. Upon recommendation of the committee on paving , curbing and guttering the action of the Board of Public Works in making the , nward of contracts for asphalt paving was approved. Mr. Parker's motion to close all city offices nt 11 o'clock today to permit the ofllclnls to attend the Schuotzcnfest was unanimously adopted ; providing for the appointment of n secretary of the Board of Public Works by the chairman of the board- a salary of S100 per month.
