Health Commissioner Somcrs has taken a
determined stand against the use of the
dry closet heating and ventilating system
in the public schools , and in view of the
difficulty with the Board ot Kducatlon over
the adoption of this system in several of
the school buildings of the city has issued
the following letter to the public defining
his views on the question at issue :
The question of school hygiene is the most
Important problem that confronts the Health
department of this clt.V at the present tltuo
and demands the concern of every family In
the community. The dangers arising from
defective school sanitation are operative
urine forty weeks of the year and destroy
moro lives annually than cholera will de-
troy during the entire century.
During the past school year , moro cspe-
tally since November 1 , the time when a
ncdlcal Inspector was annotated to devote
Us time to the prevention of contagious
liscascs , this department has endeavored to

.unitary . Work and our efforts have been
airly successful. At no tlmo during the
fear did any diseases assume the proportions
tions of an epidemic except measles , of
which there were about 200 cases , and lorty
: ascs of diphtheria and scarlet fever ,

diseases have become so nearly obliterated

Wo have had no wish to bo arbitrary in

Regarding the question nt issue complaints

ally by members ot the Board of Kducatloa ,

member of the board or its omcers. Daring
the past six months I lu\Vo taken some pains
to investigate the worlriiiijs of this system
by letters of inquiry addressed to health
boards of several statc iind a largo number
of cities. , ' ; J
With one exception these letters condemn
the system as compared''to the sovror sys
tem , and pronounce all' degrees of censure
upon it. Notwithstanding the fact that it
"s being introduced intojbccasional buildings
.n Michigan at the pros'ent time , it has boon
condemned by tbo Bo.-vtd of Health of that
state for several years. Chicago will not
nllow It inside bur limits. Milwaukee , after
nvestigatlon , has condemned it. Minneap
olis discards it. It is ifi\iolation of our own
city ordinances , has been condemned by the
Board of Health , has been unsanitary in the
Kellom school , and 19an' 1po no reason why
it should bo forced further upon the com
munity , only that the patentees of the sys
tem have-larco interests at stake and _ are
ready to light rather than lese the business
of this city at1 a"tiino when humorous build
ings are being'constructed.
Lot me explain-thoATorltings ottho system
in the Kollom school'building. In the base
ment of the building are two vaults , con
nected with ventilating chimneys , heated by
soft coal hres at ono end and connected by
flues directly with eight school rooms , at
thq other , thesQ school rooms being occupied
by eight teachers and 400 pupils. Into these
vaults are deposited the liquid and solid
excrement of 5)00 ) persons , amounting to 1,000
pounds , which , in theory , is evaporated by
the currents of warm air from the school
rooms to a condition of dr.yness-that it maybe
bo burned annually' or oftcnor. at the con
venience of the janitor. The products of
this process of evaporation , gases , vapor ,
dust and living germs , it is hardly necessary
to add , nro thrown upon the air for the in
habitants of the vicinity to breathe.
A Fo\r V.iinlllur Smells.
When the system works to perfection
everything that is offensive or dnnirorous ,
oven to the disease germs , from this build
ing with 900 occupants is thrown upon the im-
mcdluto neighborhood for Inhalation. But
no si stem works perfectly at all times and
under all conditions. Every ono is familiar
with the fact that' coal gas will sometimes
cscapo from the best regulated stove or fur-
naco. The kitchen range will sometimes
smoke and is aggravated by opening doors or
removing griddles. Wo are all familiar with
the diflicultyof propelling hot air against
adverse currents of air. The inhabitants of
this city are familiar with conditions of
atmosphere when the odors from stockyards
and packing houses several miles distant ,
odors from breweries , smelting vrorks nod.

The Janitor is absent from the building
twelve hours out of twenty-four , and n sott

This is no idle theory , or picture drawn by a
vtslotmry fanatic , posing fonoftcet , but a
plain statement of fact susceptible of proof.
It Is claimed by the Uoard of Education
that these conditions can bo remedied , That
is what wo are demanding the most
effectual remedy.

cations of buildings by building and plumb
ing inspectors in violation of existing ordi
nance it would be a curious state of affairs If
the acceptance of thcso buildings , in viola
tion of the law , by an onicer of the law ,

The Board of Education proposes a
plan for settlement In the courts , and
the Hoard of Health , acting under
the advice of the city attorney has endeav
ored to avoid tlio courts , and in the nbsonco
of Mr. Council I cannot state what action
will bo talcou , for it is quite iwsslblo ho may
have some choice in tlio method of pro
cedure. The Board of Kducatlon , both In
dividually and collectively , is responsible for
this violation of law , and to some oxtunt the
members are personally liable , so that 1 am
not surprised that they are desirous of
selecting a course of action for us to pursue
which will clear their skirts and allow them
to laugh in tholr sleeves while wo have it
out with the other follows.
As compared with vaults and cesspools ,
and In sparsely settled districts , possibly
tlio dry closet system , when entirely discon
nected with the ventilation of school rooms ,
or when placed in a separate building , maybe
bo worthy of some consideration , but thanks
to natural advantages and wlso engineering
skill , wo have a sewer system that com
pares favorably with any in the world , and
beyond question the immcdlatu removal ot
excrement by a good Hushing system
is superior to , anything yet constructed ,
and I point with pleasure to
ho flushing system lu use in the
Jark school as a model of excellence.
i\.s to this Jdunpoi of constant change and
expense that is spoken of , the law demands
connection with the sewer , and if the law is
obeyed there is but little opportunity for
whims and chances. It Is a wlso city as
well as person who is willing to learn by the
experience of others.
Wo have tried some costly oxDorlmonts in

NEW Yoiuc , Aug. 23. The anarchists
tried to hoodwink the police yesterday
and hold a mooting. They had given
out that the meeting would taKc place at
2 o'clock , but they decided to hold it at
noon. The mooting had bcon in session
an hour when Police Captain Dovory
with a squad of policemen moved down
upon the roads. Great excitement then
ensued. Fully 2,000 persona blocked the
street and the aidowalk as soon as the
police appeared. Clubs wore drawn
and the mob scattered in every
direction.
Later the anarchists attempted to cap
ture the mass meeting of the united
Hebrew trades to bo held in Pithanora's
hall. The meeting was largely attended
and was progressing peaceably when
the tough element began to assert itbolf.
There wore repeated cries for bread and
epithets wore hurled at the capitalists.
The anarchists kept closing in around
the rostrum , ' among them a surly look
ing man with a rod flag partly hidden
under his coat , who was gradually
forcing his way to the steps load
ing to the platform. Several of
the anarchists sprang forward and
mounted the platform. They commenced
to harangue the mooting. Captain
Devory and his men started to force their
way to the platform , and the anarchists
seeing they did not receive any support
plunged back into the crowd again.
Captain Dovery then said the mooting
would have to come to an end. The
chairman stopped forward and asked all
present to depart quietly before blood
was shod. The mooting broke up in the
greatest disorder.
Excited knots of men gathered outside
and denounced the anarchists.

cinnati , O. . yesterday are William M. Far
row , who since 1870 has taken a very active
interest in this sort of sport and who has
pointed his nflo at targets on notable occa
sions.
Ho boars the distinction of being the only
American who over won the Albert prize in
England. He also won the Wlmbleuon cup
in England in 1880 , when 20,000 in prizes
wore offered , the distance being 1,000 yards
with fifteen shots allowed on the target.
During the same year Mr. Farrow also at
tended the Dollymont shoot in Ireland and
scored 70 points out of .a possible 75 ; the
distance being the same as above.
Mat Gindelo , also a member ot the same
club , Is considered tlio crack shot of the
Cincinnati association.
The third good rifleman Is William Ilason-
zahl. From previous records these men
have made it is expected that some very in
teresting shooting will bo done today.
By far the flnost und most expensive
medal displayed on the ground is the ono
now In the possession of C. 1C. Duukcrloy of
St. Louis.
It Is us largo as a hand and reported to
have cost over $500. In 1874 donated by the
mayor and city council of St. Louis to tbo
best marksman of the Sharpshooters club , it
lias been agreed that it shall never pass out
ot the possession of that club.
The best marksman at the annual shoot Is
entitled to hold It until succeeded by an
other ono , who In turn turns it over to
his successor.
Engraved upon it are the names of the
head of the city government and the alder
men at that time , with the word "Honor"
upon its face , and the American eagle with
outstretched whips underneath and stlll'fur-
thor down the insignia of the rillc club.

vntor company , a largo munbor of Now
England banks and several hundred
farmers ot North Dukotn and northern
Minnesota cumo up before Judge Will
iams of Arkansas in the United States
circuit court hero. It was in the shnpoof
nn application by Itocolvur Forbes for an
order allowing him to distribute to the
fanners the wheat which they had
actually delivered to the elevator com
pany upon the return to the company of
its receipts. This application was ob
jected to by the Now England banks
and other creditors of the company who
hold warehouse receipts as collateral
security for notes , for the reason that It
gave owners of wheat receipts prefer
ence ever the holders of warehouse re
ceipts given as security for money
loaned.
Judge Williams granted the applica
tion upon the ground that as the wheat
was received from the farmers the eleva
tor company was a bailee and legally
bound to return the wheat upon the sur
render of the receipts , while ns to the
warehouse receipts delivered as security
for money the elevator company waa
practically a chattel mortgagor , and if
It issued the receipts without being in
possession of the whoat'lt had committed
a fraud , or If it had wheat on hand at
the time it issued the receipts and sub
sequently disposed of the same it had
misappropriated the wheat.
The decision of the court will affect
about 210,000 , bushels of wheat duo the
farmers. The company has borrowed
about $1,100,000 und hi\q issued waro-
hoiiHO roceiptH to secure the snmo to Mio
amount of 1,750,000 bushels. The shortage -
ago in the wheat is about 500,000 bushels.
The company claims that nt the tlmo It
issued the warehouse receipts it had the
wheat on hand , and that the shortage
was from the settlement of the May cor
ner in Chicago. There are seventy-one
creditors of the company in Now England
alone , among thorn ninny banks who had
loaned the company money.
