A question has boon raised in connection with the recently passed ! l-cont fare ordinance which is of some interest to the general public. The ordinance was drawn up in the law ofllco of Messrs. Hurl & MeCabe , and without being submitted to the city attorney for his opinion was hustled through the council on the evening of its presenta tion under a suspension of rules. Slnco its pussape it has been discovered that tbcro was no clause at the end , as in most ordinances , specifying that ' 'all ordinances and parts of ordlnanccs.in conlllct with this ordinance are hereby repealed. " The questions that are now agitating the minds of some are : Is not this ordinance in conflict with the old ordinance which RBHiitod the company the right to charge 5-cents in the city ? And if so , is the ordinance just passed worth the paper it is wri'.teu on ? Mayor Lawrence , when the matter was called to bis attention yesterday morning by iv BEE reporter , was considerably surprised. He had not noticed the defect , but as ho had attached his official signature to the or dinance but a few minutes before and the or dinance was then on its way to thn printing oflico to be published according to law , there was nothing for him to do. Mr. McCabe , the lawyer who drew up the ordinance , was very naturally loth to admit that ho had inado any break in the matter , and spent a good share of the mornini ; in jeering softly to himself about the "states' man" who had inado the discovery. City Attorney Hazolion was asked for his opinion of the validity of the ordinance , bul was unwilling to bo quoted , on tlio ground that courtesy forbade his criticising the work of another lawyer , who had douo tlu tilings which wore supposed to have beet his duty. Woods was walking along on the tracks at the Sixth street crossing , Ho heard a train coming in on the track ho was travorslmr. Ho stepped in front of an approaching train on another track , not noticing it.- The train was too close for the trainmen to warn him and the cars struck him. His loft arm ivas so badly crushed that amputation above the elbow may be necessary. His face and head wore badly cut'and bruised and It Is feared that ho is internally injured !
