Yostcrilay moraine Councllmcn Wheeler and Steel of the llnanco committee , Treasurer Bolln , Comptroller Olson and City Attorney Conncll held a conforonco. They Balked over the probable chances of floating the block of ? 3oO,000 long and short time 5 pur cent bonds and the prospects for a future offer In c.iso the present is not successful. Treasurer Italln rerul a letter from Harris & Co. , the Chicago brokers , that was not so encouraging ns former ones. The flrm declined to bid for the bonds , but proffered Its services to the city as an ngoiit In dispos ing of the Isstio at private sale to Its cus tomers. The ilrm thought that the Issue couUl bo worked oft * . " > 0lXX ) at a time with nti Intervention of a month between sales. To : nuke an out and out bid for the bonds the ilrm declined , la view of the stringency of the marliot and the probability of alack of clients. ' Tills letter caused Comptroller Olson to suggest that in case the bonds wore not sold Monday , steps bej taken to place the bonds la the hands of the people of Omaha , who have stored awny in old stockings and illvors ether and sundry pl.tcos of Imagin ative safe keeping , thousands of dollars. Air. Olson expresses his Idea about nsi fol ows : 'I opposed offering the bonds at the pres ent tln.o , as I felt that the banks would not or could not submit bids. However , other counsel prevailed and the bonds were offered for salo. The bonds must bo sold la order to secure money to keep public work under way. In times ot depression a community can 111 afford to sus pend public worn. Improvements at sucTi times should bo carried on and this is ono of the instances when the city should provide whatever work it possibly can for those who are searching for employment , else wo will bo compelled to provide food and shelter for them during the coming winter. I believe that the bonds can bo dis posed of. If not all a creator portion tion of thorn right here in Omaha , to Omaha people. The people in this eity icnow that Omalm bonds nro the best money can buy , and that as security they are better than any bank. The proof of this exists right hero in the comptroller's office. It Is a fact that many people leave their warrants here , drawing no interest , In preference to cash ing them and keeping the money or placing It In a bank. If every man with from J100 to l,000 lying around the house with the chances of losing or having the same stolen , would Invest in Omaha bonds , bearing 5 nor ceiit interest , from which they could clip the coupons every sixunonths , the question of selling the bonds would bo settled , and thousands of dollars would bo added to the circulating medium of the city. The banks would not suffer by this. Those people who nro fright ened and afraid of the bunks would simply Invest their savings nt fi per cent Interest and inside of six months sell the bonds at a premium besides. Our 4V per cent bonds sold - at a premium and our 5 per cent bonds will soil at an increased premium innido of a year , or just ns quickly as confidence is restored. Even now there la no lack of confidence in Omaha city bonds , but the banks have not the mono.y at the present time for investment. My idea is that the long and short time bonds should bo offered for sale in sums of $100 and upwards , to bo delivered , say October 1 , the bidder depositing 5 per cent of the amount as a guaranty. I predict that if this is tlono the bonds will bs taken before - fore the time has expired. " Will Know Tomorrow. The conforo'nce adjourned until after the day of salo. A representative of Harris fc Co. is expected tomorrow , and after a con- si I'.atlon the committee can better judge what stops to take. The bonds will go to sale , however. Hugh Murphy has already submitted n proposition to take at par $21 , . 000 of the short time district naving bonds Those bonds nro issued in districts , where Murphy has put down pavement , It is understood that ether paving con tractors , as well ns sewer and grading con tractors , will submit bids , and in this way a largo percentage of the short time bonds will bo taken. It is important that the long time paving and sewer bonds bo sold. The dispo sition of these is imperative if any paving is to bo done this year or the work on the main sewers continuing. Treasurer Bolln's Idea Is that in case the long time bonds nro not sold that they bo taken-care of out of the sinking fund until such a time as the condition of the money market will rvnrrant offering them for sale. Mr. Connell says that while such n stop would bo in violation of the charter , yet the extraordinary conditions existing might war rant such a sicp being talccn. However , ho considers that it would bo a bad precedent to establish nntl would not resort to it except as a very last resort. Dairymen I > olu > r Quito iVoll.
