Yesterday afternoon the association held a mcotliiK and speedily reached the conclu sion that horolu measures were necessary to prevent tl'o ten-years contract being foisted upon tho'peoplo. Mayor Hotnls was present , ns well as Councilman Munro and Jacobsen. The mayor was there to listen , ho said , and did not offer nny sliKcrstlon as to whether ho would approve the contract or not. Mr. Munro explained thu terms of the contract and gave his vlows of the matter , being the name as printed In Tim Hun. Mr. Hicks , Mr. 1'crrlno , Mr. Gathers and the other gentlemen present expressed the satno views regarding the contract , nnd thuro was not n voice raised In Us dnfcnsu. After a running discussion had been In dulged In for a few minutes a motion was adopted to the effect that a committee of three tie named tn wiilt upon the members of the council and scouro pledges from . suftl- clout number that they would vote to sus tain a veto from Mayor Dcmis to prevent the contract being passed over the mayor's head. In case It is Impossible to secure such promises the committee was empowered to apply to the courts for a restraining order. The committee- composed of lioggs , Gathers and Patterson. Vlows anil Interviews. The more the contract is looked into and discussed , the more convinced be come some of the councllmcn that they , wcro too hasty In approving It. One member said yesterday morn ing t bat it looked to him as if the contract was loaded to the mu/.zlo nnd when It was discharged the cit izens would receive tlio entire contents , and with very disastrous effects. Anumberof the councilman have expressed themselves as being ready to sustain a veto from the mayor In case bo concludes to not approve of the contract and bond. As yet no ono has tnltcn the pains to figure out what it will cost the citizens annually to secure the removal of the garbi.go under the contract. It Is estimated at the Hoard of Health olllco that an average -KXCloads are taken to the dumps each day , and of these two-thirds are hauled tliero by private con veyances and that tlio gartugo men only cart one-third. Such being the case , it Is said , that under the contract and ordinances these private conveyances will bo permitted to continue hauling. However , there is no pro vision made for a place to convoy such garbage - bago to. Mr. Mat-Donald Is under no obliga tion to receive the same on bis cars unless a fee is paid. ir. Sonicrs says that the ordi nances permit persons having stable refuse to convoy it to the country for agricultural purposes. Ho docs not bcllevo that they can afford to do so at fi ( ) cents a load , which will bo the contractor's fee for removal. The doctor considers that the contract is the best proposition over submitted to the people , and that the schema is all right. Ho docs not know but what a bolter ouo could have been secured had spceillcations been prepared and bids solicited to conform to them. Cost of KitmoUni ; ( jnrungn. While Dr. Seniors has madono estimate of the number of loads that go to the river , and the probable cost to the citizens/ seine tone else has -vho is familiar with the subject. At tl-o present time , this person estimates thati the one-third" the garbage of the city which is hauled by the garbage mon. costs on an average of ? lr > 00 per month , or flS.OOO per year. There are seven licensed haulers and as many districts. They run from one to thrco teams ouch. There nro Jlvo night soil men , and the estimate is that their business amounts to at least $15,001) ) pcr"ycar. The dead animal contractor will increase the total citizens are paying to the regular garbage men to nearly S.15,000 pel- year. Those llgurcs include all the special rates made to hotels and other laixo estab lishments. The nigtit soil men are cutting rates , and receive an average of 7 cents per cubic foot , while the new contract will com pel the payment of 10 cents. With one-third of the garbage removed at000 ) per year , under tlio tin-sent s.Vhtem , with all of the cut rates , it will mean that Mr. MacUonald will receive at least $100,000 for the llrst year of his contract if the prices named nro col lected , and ho Is permitted to remove uvery- thing.and the private haulers cut out. Those figures and estimates are given by a gentle man who is perfectly familiar with tlio situ ation and who knows all tlio ins and outs of thu garbage problem. Itixlicd tliti Contract Through. Councilman Munro , who voted against the approval of tbo contract , says : "It is strange to mo that there was such a rush to got the contract through. Kvervthing pos- slbhi was done to avoid publicity and no dis cussion was desired. The bids were in the hands of the police committee , and at Us meeting it was understood that the report should bo that the bid of MacDonald bo ro- fcrred to the committco of the whole for dis cussion , nnd that the mayor and members of tbo Hoard of Health were to bo Invited That was the agreement when I left the committco room. You may well imagine my nurpri&o when Mr. Haseall brought in his report port recommending that that tlio bid bo ac- roptod and the contract bo awarded to Mac- Donald. 1 hope the mayor will vote the contract. " The contract provides that the Board of Health shall designate the places whore the garbage shall bo dumped , If it is placed within two and a half or three miles of the corpora to limits. Dr. Homers says that the board has Jurisdiction thrco miles out of the city and that the contractor cannot create a dump nt any place within that limit without the consent of the board. The now tariffs for South Omaha. Omaha and Lincoln will bo ready by the end of the week , and they will show exactly what the now rates are from any point to nny point. A general freight agent yesterday said in response to a question of a reporter : "Hoyond all question it is the Intention of tlio railroads to rigidly enforce the max imum rate bill and wherever the bill gives the roads n chance to oven up matters by conceding certain things to the systems , you may bo sure they will take advantage of the situation. The demand for coach excursion tickets , on sale yesterdaywas oven moro limited than on the Inauguration of the scheme a week ago , and the moguls of tlio railways have finally recognized , that outside of n radius of 200 or 300 miles ot Chicago , there is positively uo demand for these limited tickets at ? lo. "In fact , " as a pissongcr agent said yes terday , "no rate would move business at this time , because tbo people havon'tgot the money. It is something worthy of consider ation that the railroads did a big ger passenger business in May than during any month since. However - over , the magnates will got together aualn tomorrow and attempt to reduce rates in which they will undoubtedly bo success ful , as tlio Sinta Fo insists upon a one-faro rate being maite and the abolishment of the coach excursions. "My opinion is that the rate will bo about ono fare , possibly a dollar or two added to protect the single trip tickets from falling into the hands of the brokers , " Mr Lomax , who is still in Chicago , has not yet made up his mind to put in a rate of $18 second class from Portland to the river which would relieve the present difficulty to a largo extent. While ho has been urged to do this and take the bull bv the horns ho is inclined to make haste slowly. General Manager Hurt received a number of farmers on the line of the Elhhorn in the north part of the state last week and list- cned to their woes of what will ensue should the commodity rates on hay bo removed. The county commissioners Intended to sit as a board of impeachment yesterday to bear the charges preferred apainst Daniel C. Dailey , the constable of West Omaha pre cinct , in which it was alleged that ho was not a resident of thtf precinct and that ho had appropriated funds which belonged to others. When they got uown to the hearing Dailey discovered that some of his witnesses were out of the city , and consequently , in order to glvo him a show for his white ally , the case went over for one v/eolc. Taking up routine business , the commis sioners approved the bond of the Merchants National bank and named that institution as ono of the depositories for the county funds. The sureties on the bond of Frank Shan non , a Justice of the peace , asked to bo re lieved of the responsibilities of keeping their principal in the straight and narrow path , but the matter was referred. Once again the commissioners and the county treasurer crossed swords over the possession of tlio little room in the rear ot the treasurer's-onieo. but the latter named county oflleial holds the fort. Commissioner Williams stated that it was his intention to fit tlio room up for the county attorney , but when ho went tboro with the workmen the treasurer locked the door and refused him admittance. In fact , it deserves a place in the very front rank of realistic plays. This story was apparently suggested by D'Enncry's "Two Orphans. " The treatment , however , is so decidedly novel and original that it Is In every way worthy to rank with Mr. Grover's othiir dramatic efforts. The play moves briskly forward , ono incident succeeding nnother in rapid succession , and the mechanical effects , which nro ingenious and surprising , follow one another to a bewildering and profuse extent.
