It all happens on account ot the fact that the contractor who has the stone and brick work on the now buildings is permitting his men to work ten hours a day. The hod car riers of Omaha huvc lodged n complaint on this score with the United States district attorney , and in all probxblllty Mr. Moses P. Iveelfc , the contractor , will bo called upon to cither discontinue the ten hours n day work or have tbo United Slates court take hold of the matter for adjustment. In looking up the law bearing upon tlio matter the district attorney has found that in chapter ccclll of the federal statutes , passed by congress in August , ISSfc ) , it is provided that "tho services and employment of all la borers and mechanics employed by the gen eral government or by any contractor having government work in hand , shall bo limited and restricted to eight hours in each eal- lendarduy , " There is a provision that in cases of emergency this law may bo evaded by securing n special penult from the gov ernment. The work at Fort Crook consists ut present largely of hod carrying , excavat ing and brick and stouo laying. The penalty for the violation of the eight-hour law Is a line of not over $1,000 or six months in jail. It is understood that Mr. Keofle is paying his men 20 cents an hour for mortar work and 1 K for concrete work. Hod Carriers union No. 7'-.l ! of Omaha sent a committee down to Fort Crook yesterday to investigate the matter. They claim that all but four of the men employed by Keeffe are from the west , mostly from Cheyenne. The ten-hour arrangement makes it impossible for Omaha mechanics to gel work at Fort Crook , as they can't got an evening train home after work hours. They claim that this is a genu ine grievance and they propose if possible to make Mr. Keoffe come to the cigjit-hour arrangement so that Oinaha men may have a chance nt least to get worlc on the new garrison buildings. The district attorney has promised to com municate with ICoeffe at once and quote the law to him.
