The Many-Sided Clmrnctcr of Count TunfTc , Aimtrlnii l > lilonuit. | Count TnalTc , or to give him his Irish title , Viscount Edward TaalTo of Corrcn and Baron of Ballyinotc , who , since Feb ruary , 1870 , has combined the two ap pointments of minister president and minister of the interior in Austria , is one of these rare public personages who cannot well ho brought under any ono category. Ho stands nlono in politics , as .lean Paul Richter did in literature. There are moro aspects to his life and work than there are sides and angles tea a cube. Ono of the most important of these aspects is his social talent the source of that abundant oil supply which ho keeps pouring upon the troubled sea of Austrian politics. Count TaalTo has only to open his mouth and his hearers are enchanted. lie is past master in all the little arts d'agrement , so prized in courtiers and diplomatists as serving to lubricate the wheels of the social ma chinery of the court. Ho can tell a story with a gusto which Charles Lover himself might have envied , and can invent ono with the ease of an ancient mariner. His cx- quibito sense of the ridiculous , his exuberant fancy and ready wit are as de cidedly Irlbh as his name. Many poli ticians who too him only in Parliament take him for a Iliberno-Austrian Ag- nibcn , so bland , self-possessed and serene does ho appear in the face of dillicultios that would drive any other statesman to desperation. No bettor statesman could have boon chosen to inaugurate a policy of conciliation. He possessed numerous points of con tact with all parties and had definitely broken with none. Political principles Count Taall'c condemns as a weakness , and his friends and his enemies are atone ono in declaring him free from any stain which the possession of them might bo supposed to imply. Count Taaffo in a clover , practical psychologist of the most pessimistic type , who lakes an in credibly low view of human virtue , which ho is continually tempting into crooksd ways and ho seldom discovers any ground to ques tion the correctness of his theory or doubt the inability 61 his rules. Ho never poses as a censor of morals only as an appraiser of motives. IIo affects and probably feels surprised at nothing1. As n public speaker ho is ono of the most dismal failures that over addressed nn audience , but his suasivo powers when brought to bear on a limited circle of hearers are of the miraculous kind attributed by Irishmen to Cormack Mc Carthy , the lord of the blarney stone. Soot nnd'fi Mvoril of State. The bolt of the sword of state of Scot land has boon restored to its place in the regalia of Scotland in Edinburgh castle by the Marquis of Breadalbano , the lord high commissioner to the gen eral assembly of the Church of Scotland. After the battle of Dunbar it became necessary to place the regalia of Scot land in a place of greater safety than Edinburgh castle , uintl it was removed to the strong eastlo of Dunnottar , where Sir G. Ogilvy defended it. Ko had , however - over , only forty men and could not hold out , ana ho allowed his wife to remove the regalia from the castlo. It was then buried underneath the stones in KinnolT church , where it lay for several years. When it was restored Sir G. Ogilvy , for some cause not explained , retained the sword bolt. It was discovered in 171)0 ) built into the garden wall of the house of Barras , near Stonehavon , and since then it hud been handed down from from father to son as a precious relic , An Kxperlment tn Toli'imthy. An experiment in "telepathy , " which is extremely intoronting and would fur nish a great deal of amusement at an evening entertainment , may easily bo tried by a number of persona. One of the party is blindfolded and the others form a circle around him , in which all stand with their hands joined , A card is selected from a pack and placed' where it may plainly bo seen by all but the person - son blindfolded. Ho is expected to main tain a perfectly passive state , while the attention of the others is fixed exclu sively on the card. After a time the imago of the object on the card in "sug- gobtod to the mind" and named. In ono instance where this experiment was tried the ton of diamonds was the card -selected , and the blindfolded person , being ignorant of the object decided upon , described ton real diamonds that ho saw arranged as they would bo upon the card. In blindfolding the light maybe bo entirely tmiit out from the eyes by folding kid gloves into pads to lay over them , and then binding with a handker chief. Sinn with the llund of a Oooie. IIo was 20 years of ago at that time ; had eyes perfectly round , and a nose eight inched in length , Hut , and shaped ex actly like the bill or bcult of u gooso. Blobbs poked his liead out of the door and veiled again , "Mary ! " "What is it , dear ? " asked some ono at the rear end of the llat. "Come here , and get a move on , too ! " Mrs Blobbs came into the room Her face was Hushed from breakfast prepara tions , and there was some soot on her noso. "What do you want ? " she asked. "Where's them gray pants of mine ? " "What gray pants ? " "Thorn gray one's that's been hanging in that closet for two months. " "Aren't they in there ? " "No , they ain't in there. Now , what liavo you done with them ? " "Wero they gray , with a. little red slripo in them ? " "You know well enough what they were. Don't stand there chewing about them any longer. What are they ? " "Gray ones "with red stripes , "mused Mrs. Blobbs. "I'm sure I don't know. Oh , yes , I do , too ; I traded them oil to a man for a lovely kettle. " "You what ? " gasnod Mr. Blobbs. "Traded them oil for a kettle. You didn't want them , did you ? " Mr. Blobbs was so mad that ho frothed at the mouth. Ho raved and shoutol around the room. Ho kojit this up f ( r ton minutes. Then ho taw that Mrs. Blobbs didn't ' care , and ho tried other tactics. "I'm sorry you sold them , " ho said , "not because I needed thorn especially , but because you did yourself an injury. " "JIow so ? " asked Mrs. Blohbs , inter estedly. "Why , I had $10 in ono of the pockets of these pants that I was going to use to get 3'ou a birthday present next week. I kept it there so I would have no oppor tunity to spend it. Now , aren't you sorry you bold the pants ? " "Oh , I don't know , " replied Mrs. Blobbs , sweetly , for she saw through the scheme immediately. "You sec , I went through the pockets and found the money. I went shopping with it yester day. " Do vou wonder that Blobbs would not cat his breakfast ? HIS GREAT SCHEME. Ho ABlccil $10O for It , hut Finally Ucilnccd IIU I'riro.
