comptroller says that in almost every ono

to the fact that the directors of the bank
had themselves borrowed its money and en
tangled it in their own private business
speculations.
That practice is always ilanircrous , always
wrong , always dishonest , in that it imperils
other people's money without their consent
and without compensation to them. It
should bo peremptorily forbidden by law.
The directors oC a bank arc trustees of the
assets and deposits of the institution. It la
a manifest breach of trust when thcybocomo
themselves the borrowursof the funds placed
in their hands. It is robbery when they
employ the money in their speculative enter
prises without perfectly securing its return.
It is time for congress to intor/oro as the
comptroller recommends.

men still have good wages. Consequently
the factories are putting out full orders to
meet present demands. But they nro not ,
as when confidence is assured , preparing for
a largo future trade. As present demands
are met they are reducing thuir working
forces. They do not know from what indus
tries protection is to bo withdrawn ; they
cannot calculate the reduction of wages and
the consequent diminution of purchasing
power that the next measure of "tariff re
form , " so called , will oltcct. Consequently
they reduce the number of workmen em
ployed , and in so doing contribute to the
stagnation of trade that they dread.
What is to be done in the matter ? If an
extra session of congress is to bo called it
bhould bo called speedily. If. as it is to bo
hoped , congress and the administration nro

honest currency and of protection to homo
industry , the sooner the public confidence in
the stability of existing conditions Is estab
lished the better for the country. For the
condition of the country is of itself good
enough ; what is needed is contldcnco In the
stability of the condition. The possibilities ,
not the conditions , are the things now work
