Several important ques tions are to bo settled , and upon them will depend in a great mcasuro the suc cess of the fair in several departments. The first of thcso questions to bo dis posed of is that regarding the opening of the exposition on Sunday. This ques' tlon the national commission took up today , it having been Hindu n special order for 1 o'clock. The subject came before the commission in tho"shapo of a report from the judici ary committee , to which was referred the Sunday opening rule as nmdo by the local board of directors last Friday. There wcro two reports from the com mittee. One report unalterably op posed the Sunday opening of the gates of the fair. The merits of the case were not gone into , however , the stand being taken that the commission is a purely administrative and not an executive or judicial body in this particular. There fore , it cannot decide as to whether con gress has violated its contract , or whether the net of congress calling for a closed fair on Sunday is valid or void ; but its only power is to endure the Sunday closing law as congress has enacted it. The question is settled forever , so the report says , as far as the commission or the directory is concerned and the only body that has a right to modify or change the rule is congress lt olf. Commissioner St. Glair of West Vir ginia is the loader of the Sunday open ing forces. Ho will no doubt bo backed by Commibsioncr Hundley of Alabama and Commissioner Burton of Kansas. Commissioner Smalloy of Vermont , one of the ab cnt members of the commis sion , is also for Sunday opening , but ho holds that under the law the gates must bo closed. The report for Sunday opening con tends that the Sunday closing act of congress is not binding upon the expo sition olllciala inasmuch as congress ab rogated the contract by withholding a part of the appropriation. After the re ports wcro read the commission began to wrestle with the queries. Each side claims it is sure to win.
