try pledged itself to protect him from
want on account of disability received
in its Rorvico , and this pletlue must bo
redeemed. Politicians will not , cannot
deny him this protection. There may

classes who cannot appreciate his posi
tion , but they will have no ollect what
ever.
"Tho pension list is a largo one , because -
cause the numbers were lame and the
campaigns long and sovoro. The original
law provided that onlv the veteran suf
fering from physical disability received
in borvico bo pensioned. An net was
passed in 1800 giving a pension not ex
ceeding $ ltl per month to all veterans in
capacitated from self-support. Ono
reason for this act was that after the
lapse of twcnty-nino years it is impossi
ble to determine whether the veteran's
disability could bo traced to war service ;
another that the original law could not ,
bo fairly understood to mean that no
veteran could bo allowed to become a
public pauper. This was the interpreta
tion made by a liberal and patriotic congress -
gross of the original law , and no future
congress can recede from the position
taken.
"Thoro are undoubtedly frauds in the
pension system , as there tire frauds in
everything I'lse , and they must bo rem
edied. Hut the general provisions of the
law will never be aurrowcd. Remedial
measures will not n volvo the dopri\a-
tion to the honest veteran of his pension.
If radical changes are made they will bo
in the line of even greater liberality to
the votertm.
"It is insisted by some that a distinc
tion bo imulo between rich and poor ;
that it is unjust to pension a man whoso
means phicu him above pecuniary want.
The distinction can never bo made. You
cannot ask the applicant for a pension to
submit to such limitation. ltne\erhas
been done and never will bo done.

and may oven increase. Cut the ranks

sion of the Fifteenth army corps , which
was ono of the divisions of Iowa's Major
General Dodge's cotnmiiuil during the
march on Atlanta. About two months
later General Corso gained national
fame as the here of Altoomi , ono of the
most famous events of the war , In which
his small command , three decimated
regiments , including the Thirty-ninth
Iowa infantry , held the whole of
French's division of confederate troops
in check for five hours. The confeder
ates , in greatly superior numbers , closed
in upon them. The confederate com
mander culled for an unconditional sur
render , "to avoid a useless elTuslon of
blond , " whereupon General Uotso replied -
plied that ho was ready for the useless

eral \V. T. Sherman availed himself of

fense made of Altoona to illustrate

namely , that fortillod forts should
bo defended to the lust , regard
less of the relative numbers of the at

postmaster of Boston by President
Cleveland in his llr.st term. As chair

during President Harrison's administra
