It Is true that the charter provides that nt least ono member shall bo appointed from the ranks of llio independent party , Hut as a matlcr of fact there is no Indencn dent party in this county or state today That party was absorbed by the now part ) called the people's party , which was named at tlio national convention held In this cltj the -Ith day of July last. Hut , conceding the party name , under the circumstances was Mr Strickler the proper party to ap point on the board f The overwhelming sen tlment of this community will say not. WASHINGTON , D. C. , May 2. An afternoon paper has this : Abundant reason for the abandonment of the policy of reciprocity under the AIcKlnloy bill exists In the com plaints received by the State department re garding the evasions of the treaty by the Spanish officials In Cuba. The Spanish government was forced Into the treaty by the diplomacy of Air. Hlane | , because of the fear that If the Cuban sugar growers were de prived of their market In the United Stales through reciprocity arrangements with other sugar-growing countries , they would rise in revolt ngainst Spain. The government ap parently intends to make the treaty so un popular that it will fall to the ground of its own weight , and has imposed an excise tax nearly equal to the duties remitted by tluj McKlnley bill. Tlio Spanish minister gave the assurance when the negotiations were in progress that no export or import duty , national or provincial , should bo im posed on exports which tlio United States admitted free of duty , but tlio now excise tax , although levied on sugar for domestic -consumption , practically accomplishes the purpose of an export duty. rrnU'iU from th United Ntnttm. Ourgovernmont will either protest strongly against ithis tax or wipe out tlio whole treaty and leave the Cuban growers to face a possible Import duty under our new tariff. The Spanish government has also shown Its inclination to make trouble by Its action re garding the schedules of articles on which duties were reduced by the treaty. Such schedules were to have been prepared at Washington after consultation between the Spanish minister here and the State depart ment , butSp'iin has twice protested against schedules of her own making , and Secretary Foster sent a strong protest last summer to Aladrid against this violation of tlio treaty. The Hra/.ilian government is also making trouble over the treaty with that country , but H not apparently violating the traty so flagrantly as the government of Spain. It was understood when the schedules of dis crimination in favor of the United Stales wcro made , that tlio general scale of Hra/.llian export duties might bo raised. The discriminations in favor of this country were based upon reductions of 2.1 per cent in duties levied on imports from other coun tries , whatever these might be. Hra/.il took advantage ot this arrangement to raise her dutiable schedules as soon as the reciprocity arrangement was made , and she was obliged to do so in order to obtain suft'.cient revenue for carrying on the fed eral government. The result has been a very small net gain to American merchants , while the people of Brazil are complaining of the increased schedules ngainst other countries and the complica tions arising from tlio discriminations in favor of the United States. Tne reciprocity arrangements with botli Spain and Drozll would probably be wiped out at once , but for the desire of the administration to proceed deliberately , and to make our policy toward the southern countries de | > eiident upon n revision of our entire fiscal system.
